Confirm the purity and net precious-metal weight, how the gold value was calculated, whether making charges and hallmarking charges are separate, and whether GST is already included in the amount due. CBIC says GST on the retail jewellery sale it addresses is 3% of the total transaction value, whether making charges are shown separately or not. CBIC’s jewellery FAQ and BIS hallmarking guidance are specific to India; tax and hallmark rules differ elsewhere.
What to ask the jeweller to show
A quote is difficult to assess if it gives only a single total. Ask the seller to identify its inputs and explain what the quoted amount includes. A practical itemised quote should make these points clear:
- Article and metal: the jewellery description, purity, net precious-metal weight, and gold rate used. Ask whether any stones or non-gold parts are included in a stated weight or price.
- Making charges: the amount, and how it is calculated—for example, as a fixed amount, per gram, or a percentage if that is the seller’s method. Ask whether this charge is already included in the quote.
- Hallmarking charge: whether a separate fee is shown. BIS says hallmarking charges do not include making or wastage charges.
- GST and final total: whether the quoted amount includes GST or whether tax will be added later. Ask the seller to show the taxable transaction total and tax amount.
This is a useful transparency request, not a single official quote format mandated by the sources cited here. BIS says the bill or invoice for a hallmarked precious-metal article should mention its description, net precious-metal weight, purity in carat and fineness, and hallmarking charges. How to check the quote, step by step
- Clarify what the headline price covers. Ask whether it is only the metal value or the full retail price. Get the purity, net gold weight, unit rate and calculation for the gold component in writing. Ask how stones or other non-gold components affect the quoted weight or total.
- Get making charges stated clearly. Ask whether they are included and request the amount and calculation basis. Sellers may use different methods, so do not assume a universal percentage or compare only the making-charge line.
- Keep the hallmarking fee separate. Treat it as its own line item rather than assuming it covers labour or wastage. BIS explicitly distinguishes hallmarking charges from making and wastage charges in its hallmarking FAQ.
- Reconcile GST with the payable total. CBIC’s retail jewellery FAQ states: “GST is payable at the rate of 3% of the total transaction value of jewellery, whether the making charge is shown separately or not.” Ask whether the quote already includes that tax or whether it will be added at billing. Do not calculate tax on a guessed base if discounts or the transaction structure are unclear. Read CBIC’s FAQ.
- Check that the hallmark information matches the piece. BIS describes the hallmark as including the BIS logo, purity in caratage and fineness, and a six-digit alphanumeric HUID. Use BIS’s official consumer protection information and its “Verify HUID” facility for a HUID-bearing item. BIS says jewellers should have a magnifying glass of at least 10X available to show the hallmark; viewing the mark does not establish that the price is correct.
- Keep the authentic bill or invoice. BIS identifies it as necessary for dispute, misuse or complaint redressal. If you have a concern about purity, BIS says consumers can have jewellery or a sample tested for a fee at a BIS-recognized Assaying and Hallmarking Centre. Its consumer-protection guidance also describes compensation when hallmarked jewellery is found below its marked purity, subject to the stated conditions. See BIS consumer protection guidance.
Keep retail GST separate from job-work tax
The 3% figure is CBIC’s answer for the retail jewellery sale described in its FAQ. It should not be confused with CBIC’s separate explanation of a job-work arrangement: a registered job worker pays 5% on job charges in the described situation where customer-supplied precious metal is returned as finished goods. That is not a basis for treating a retail jeweller’s making-charge line as a separate 5% GST charge. For an unusual transaction, ask the seller to explain the treatment or consult a qualified tax professional. CBIC’s FAQ covers both questions.

Compare two quotes on the same basis
For similar pieces, line up the details before deciding which total is lower. Use the same purity and net precious-metal weight as the basis for comparison, and note the gold rate and rate date used by each seller.
- Purity and net precious-metal weight
- Gold rate and the date or basis used
- Making-charge amount and calculation method
- Whether hallmarking, stones or other charges are separate
- Whether GST is included in the quoted total
- Final amount payable
A lower making-charge figure alone does not prove that a quote is cheaper if weight, purity, rate or included charges differ. The cited official sources do not establish a benchmark for what counts as a reasonable making charge.
