Before a child uses one, check its age and consent rules, what it collects and does with chats, how deletion works, whether information is shared, and what a parent can actually see or control. In the United States, COPPA provides protections for certain personal information collected from children under 13 by covered services; it does not make every chatbot private or suitable for every child.
Start with age limits and parental consent
Check the service’s current terms for your child’s age and location. A minimum-age rule and a parental-consent requirement are separate questions: find out both whether the child may use the service and whether an adult must consent.
For ChatGPT, OpenAI says the service is not meant for children under 13 and requires parental consent for users ages 13–18. It also cautions that responses may not be appropriate for every age. These are OpenAI’s published terms, not a general rule for other chatbots. OpenAI Terms of Use
Rules can change, and providers may set different conditions by region. A UK Children’s Commissioner guide published in December 2025 listed varying age rules for ChatGPT, Gemini and Character.AI; it warns that its information may change, so use it as a dated snapshot rather than a live comparison. Understand what happens to chats and account data
Read the chosen provider’s privacy policy and settings to learn what it collects from prompts, account activity, devices and connected features. Check whether information is used to operate the service, personalize responses or improve models, and whether there are controls for those uses. Do not assume that a conversation is private simply because it is not publicly visible.
There is no provider-by-provider data-use comparison established here. The reliable approach is to inspect the current policy and account settings for the specific service your child will use, including any connected tools or features.

Check retention, deletion and parent access
Look for separate answers to three questions: can the child delete individual chats, can the account be deleted, and how long may the provider retain information? Also check whether a parent can review or request deletion of a child’s information, and whether the answer depends on the child’s age or the applicable law.
For U.S. services covered by COPPA, the Federal Trade Commission says operators generally need verifiable parental consent before collecting personal information from children under 13, subject to exceptions. Parents have rights to review and require deletion of covered information. The FTC’s 2025 announcement of amended COPPA requirements also describes separate verifiable parental opt-in for covered third-party disclosures and limits retention to what is reasonably necessary for the purpose. Find out whether information is shared
Look for disclosures to service providers, connected apps and other third parties, including whether information may be used for advertising. COPPA’s amended requirements address certain disclosures by covered operators, but the rules do not establish that every chatbot is covered or that every disclosure is prohibited. Read the provider’s policy and consent flow rather than inferring its practices from an age gate or a parental dashboard.
Know what parental controls can—and cannot—do
OpenAI says a parent and teen can link their ChatGPT accounts and that the parent can manage settings. Its announcement describes configurable safeguards, additional protections for teen accounts and limited urgent safety notifications. OpenAI says that, in those rare situations, it shares only information needed to protect the teen’s safety. Controls and parent visibility differ among providers. A linked account does not necessarily mean a parent can read every conversation, and a setting that limits use or adjusts a feature should not be treated as a guarantee of privacy or safety.

A birth-date prompt, age inference, age estimation and identity verification are different approaches. A service asking a user’s age does not, by itself, show that it verifies the answer. The Children’s Commissioner distinguishes these methods in its guide; the guide’s platform information is a December 2025 snapshot and may no longer reflect current practices. OpenAI says ChatGPT predicts whether an account may belong to a teen using behavioral and account-level signals, including account age, typical activity times, usage patterns and stated age. OpenAI says accounts predicted to belong to teens receive added protections; people incorrectly placed in the under-18 experience can confirm their age through Persona. Use a repeatable privacy check before sign-up
- Confirm eligibility: Read the provider’s current minimum-age and parental-consent terms for your region.
- Review data practices: Check what prompts, account details, activity and connected-feature data are collected, how they are used, and whether model-improvement settings are available.
- Check sharing and retention: Find out whether information goes to third parties, how long it may be kept, and what deletion options apply.
- Test parent visibility: Locate account-linking, safety, use-time, memory and training controls, if offered. Determine what a parent can see and what remains private.
- Discuss family rules: Agree on what personal information not to enter, when the child should involve an adult, and how to report an upsetting or concerning interaction.
Set expectations with your child
Explain that a chatbot is not a confidential person or a substitute for a trusted adult. Ask your child not to enter details such as a home address, school, phone number, passwords or private family information. Agree that they should come to you if a chatbot asks for sensitive details, produces disturbing material or makes them uncomfortable.
