Commerce Reaches Initial Agreement With SemiUS to Help Operate the National Semiconductor Technology Center

Commerce’s November 2023 agreement named SemiUS as the expected operator of the planned NSTC, with further agreements and implementation still ahead. SemiUS later became Natcast.

On November 9, 2023, the U.S. Department of Commerce announced an initial agreement with a newly formed nonprofit called SemiUS, which it expected to operate the National Semiconductor Technology Center (NSTC) once the center was formally established. The announcement was an organizational milestone, not proof that the parties had finalized a long-term operating contract. SemiUS was later renamed the National Center for the Advancement of Semiconductor Technology, or Natcast.

What Commerce and SemiUS agreed to

Commerce described the November 2023 arrangement as an initial agreement that established a path toward SemiUS operating the NSTC. SemiUS was the planned operator, subject to the center’s formal establishment and subsequent agreements. The NIST announcement does not characterize the arrangement as a final, fully executed operating contract.

A congressional hearing record said Commerce expected to enter into further agreements with SemiUS. Those agreements were to set out how federal funds would be used, including the selection and development of locations for scientific research and prototyping. The hearing record also describes Commerce’s expected reporting, oversight, and taxpayer-protection responsibilities.

What the NSTC was designed to do

The NSTC is a planned public-private research and development consortium under CHIPS for America, established through the CHIPS and Science Act. Its purpose is broader than subsidizing construction of fabrication plants: the center was intended to connect companies, universities, government, and research organizations around semiconductor research and engineering.

These were intended functions, not outcomes guaranteed by the initial agreement.

Why use a nonprofit operator?

The proposed structure separated federal oversight and funding from the consortium’s day-to-day operation. Official materials described an independent nonprofit with a board of trustees and a chief executive, intended to facilitate participation by industry, universities, and research institutions and to manage membership and programs more flexibly than a conventional federal agency.

That model has trade-offs. Operational flexibility could help a cross-sector research consortium work with different kinds of participants, while a separate operator makes clear governance, transparent decisions, and effective federal oversight especially important. The structure itself does not show that the intended benefits have been achieved.

Who would build the organization?

An independent committee selected an inaugural board of trustees. The board was expected to incorporate the nonprofit, choose a chief executive, build an executive team, establish membership, and develop a sequence and timeline for NSTC programs. These were responsibilities and plans described at the time of the announcement, not a claim that every step had already been completed.

What early work was planned?

The announcement identified hiring leadership, creating the consortium’s membership structure, and developing a timeline for program activities as early priorities. It said activities were expected to begin in 2024. That expectation should not be read as evidence that all programs, facilities, or research operations began then.

How this fit into CHIPS for America

CHIPS for America was not only a manufacturing-incentive effort. Its research and development goals also included research infrastructure, advanced prototyping, new process and packaging technologies, collaboration across the industry, and a domestic talent pipeline. The NSTC was intended to provide a shared institutional mechanism for that work rather than operate as a single-company fab subsidy.

For companies, shared programs and prototyping could offer a way to pursue work that would be costly to undertake alone. Universities and researchers could potentially gain access to facilities and partnerships beyond the resources of an individual institution; equipment and materials suppliers could potentially test tools, materials, and processes. These are plausible implications of the planned model, not evidence of realized access or results.

What the announcement did not establish

The initial agreement alone did not establish that the NSTC was fully operational, that research sites were selected or open, that federal funds had all been disbursed, or that consortium membership was complete. It also did not show that SemiUS received an unrestricted lump-sum award or that U.S. semiconductor technology leadership had already been restored. The congressional record’s expectation of later agreements underscores that funding arrangements and site decisions remained part of implementation.

For taxpayers and policymakers, the consequential questions include who can use the facilities, how sites and projects are chosen, how intellectual property and confidential information are handled, what performance measures apply, and how Commerce will guard against waste or duplication. For participants, access rules, scheduling, workforce availability, and the route from research to manufacturing will shape whether shared infrastructure is useful in practice.

Why readers now see the name Natcast

SemiUS was later renamed the National Center for the Advancement of Semiconductor Technology, or Natcast. NIST’s announcement page records the name change in an update dated December 15, 2023, and the page was updated again on October 6, 2025. The later name is useful when looking for current references, but it does not change how Commerce described the November 2023 agreement: it was an initial step toward operating the planned NSTC.

How to assess the deal’s significance

The agreement mattered because it began organizing an operator for a national semiconductor R&D and prototyping effort authorized under CHIPS for America. Its long-term value depends on implementation: subsequent agreements, funding controls, access and membership rules, facility locations, technical priorities, accountability, and measurable outcomes. Calling the November 2023 announcement “landmark” may express its policy significance, but calling it a finalized operating agreement goes beyond the status stated in the official announcement and hearing record.
