Lyft warned it might impose similar restrictions. The companies blamed the city’s driver-pay formula; drivers argued that the platforms were using access controls to reduce costs and limit work. The dispute was about a minimum-pay formula tied partly to how much time drivers spend carrying passengers—not a conventional hourly minimum wage.
What “locking drivers out” meant
The restrictions were temporary limits on accessing the driver app, not permanent account bans or disciplinary deactivations. They could interrupt a driver’s workday when the platform considered driver supply high relative to demand, leaving drivers unable to reliably choose when to go online. In the initial June 24–25, 2024 coverage, Uber had put restrictions in place; Lyft had threatened similar action, rather than being described as already doing the same thing. Engadget’s June 2024 report explained the initial distinction. Later reporting described both companies as participating in restrictions before the July agreement.
A driver might still be able to finish an accepted trip even if the app would not let them accept another one. The practical effect was a loss of access to potential work, not necessarily removal from the platform altogether.
How New York City’s driver-pay formula works
New York City’s Taxi and Limousine Commission (TLC) adopted its app-driver pay framework in December 2018. It applies to covered high-volume for-hire services, including Uber and Lyft. Rather than guaranteeing a fixed hourly wage for every hour a driver is logged in, the rules establish a minimum payment per trip using time, distance and a utilization factor. - Time and distance: The trip calculation accounts for time and miles under the applicable rules.
- Utilization: This measures the estimated share of drivers’ online time spent carrying passengers. It affects how the minimum per-trip amount is calculated.
Calling this simply “pay for idle time” can mislead. Waiting and pickup time matter to the framework, but the rule is not a straight hourly payment for every minute a driver waits. The actual amount a driver receives can also reflect tips, incentives, surge pricing, tolls and other items. TLC says the standard does not set a fixed hourly wage or dictate the exact payment on every trip. Its driver guidance explains how drivers can check the required minimum.
Why utilization became the flashpoint
Bloomberg reported that the utilization rate used for the 2024 calculation was 58%, with monthly company rates ranging from 45% for Lyft to 61% for Uber. The rates were based on platform data and recalculated annually; they were not individual measures of how busy every driver was. In a simple illustration, if a driver is online for 100 minutes and carries passengers for 58, the share is 58%. That example explains the concept, not how any particular driver’s pay is calculated. Bloomberg’s analysis and calculator detail the 2024 figures and note that examples do not capture every driver’s actual pay.

In general, a lower utilization assumption can increase the minimum per-trip amount because the formula accounts for more online time outside passenger trips. That creates a possible feedback loop: more drivers online relative to demand can mean more waiting; more waiting can lower utilization; and lower utilization can raise the platform’s minimum-pay obligation. A platform could respond by limiting online access, which may improve utilization for drivers who remain online while removing opportunities from those excluded. This is an explanation of the incentives created by the formula, not proof that every platform restriction was made for that reason.
Why Uber and Lyft blamed the rule
Uber and Lyft argued that the utilization-based formula created unusual cost pressure when many drivers were available but relatively few were carrying passengers. Their position was that limiting access during weak demand could reduce excess supply and the resulting minimum-pay costs. Uber also pointed to differences in company utilization figures as relevant to how the formula affected each platform. These were the companies’ explanations, not neutral findings by the TLC. Bloomberg covered the companies’ claims alongside the utilization data; the TLC’s account of the rules describes a minimum per-trip standard rather than a fixed hourly wage.

Lyft called the formula flawed and warned it might have to restrict access too. It also argued that Uber’s proposed changes could disadvantage Lyft. In June, therefore, the accurate distinction was that Uber had begun restrictions and Lyft was threatening to follow—not that both had already taken the same action. Tech Times’ June 25 report covered the companies’ public positions.
Why drivers and advocates objected
Drivers’ organizations disputed the companies’ account of causation. The New York Taxi Workers Alliance argued that platforms had allowed too many drivers onto the apps and were then blaming the pay formula for restricting work. Alliance president Bhairavi Desai warned that drivers might consider striking if the restrictions continued. That was the alliance’s criticism, not an official TLC finding. Some drivers told reporters that earnings had fallen sharply despite working similar hours; a report cited drivers describing declines of as much as 50%. That figure is an account of individual experience, not a representative citywide measurement. The Boston Globe report summarized those accounts.
Access restrictions can also make income harder to plan. A driver might travel to a busy area, incur fuel or other vehicle costs, and then find they cannot go online. Drivers with leasing, insurance, maintenance or other fixed expenses are especially exposed to unpredictable lost work time. Some may try to work longer or switch between apps, but neither guarantees replacement earnings. The regulation’s minimum does not by itself ensure that a driver’s total daily income reaches a fixed hourly amount.

What riders could notice
When fewer drivers can go online, riders may encounter longer waits or fewer available cars, especially if demand rises suddenly or varies by neighborhood. Platforms could also respond to supply pressure through fares, promotions or access rules. The effect on any one trip depends on local demand and available drivers; the June dispute does not establish a measured citywide change in rider wait times or fares.

Bloomberg reported that the 2025 rules were intended in part to deter platforms from using access restrictions to influence utilization and control costs. The available account establishes a regulatory follow-up, but not whether every restriction has ceased in practice. Bloomberg’s June 2025 report describes the revised rules and the debate over the size of the pay increase.
What NYC drivers can check if a payment looks wrong
- Review the trip receipt and pay records. Compare the payment with the covered-trip minimum rather than assuming the rule guarantees an hourly wage.
- Use the TLC driver-pay calculator and guidance. The TLC driver page provides tools and instructions for checking whether the required minimum was met.
- Keep records that help explain the calculation. Save receipts and note trip times, mileage, online availability, deductions, and any periods when the app prevented you from going online.
- Check whether the trip falls under NYC rules. The TLC framework applies to covered trips and services; it should not be assumed to govern every trip elsewhere in New York State. Trips ending outside NYC can involve special adjustments for return time without a passenger, as explained in the TLC guidance.
- Contact the TLC if you believe the minimum was not met. Follow the commission’s current instructions for driver-pay questions and complaints.
Drivers who take breaks or are unavailable for dispatch may be treated differently in utilization calculations. The TLC’s pay-bases explanation is useful when considering how availability enters the rules.
Why this dispute mattered beyond one app setting
The 2024 conflict showed how a pay floor can affect more than the amount paid after a trip. NYC’s framework was designed to account for the economics of app-based work, including time between passenger trips, while setting minimum per-trip payments. Platforms, in turn, can manage labor supply through algorithms that determine who may access work and when. The dispute left drivers, companies and regulators contesting where the costs of slow periods should fall—and whether access restrictions undermine the protection the formula is meant to provide.
