After Elon Musk bought Twitter, an employee email reportedly ended ordinary remote work and required employees to be in a Twitter office for at least 40 hours each week, unless they received a specific exception. The change was reported as taking effect immediately. Bloomberg and CBS News covered the announcement at the time.
What Musk’s email required
In an email sent late on November 9, 2022, Musk told Twitter employees that remote work would no longer be generally permitted. Employees were expected to work from a company office at least 40 hours per week; remote work could continue only with a specific exception. Contemporary reports described the change as effective immediately. The Guardian reported the immediate start, while Bloomberg reported the 40-hour minimum.
That wording matters: 40 hours was a minimum of office attendance, not a statement that employees would work only 40 hours or a cap on their total working time. Musk framed the change as part of an intense push during a difficult period for the company.
How the policy fit into November 2022
- Late October 2022: Musk completed his acquisition of Twitter, according to a later federal court filing.
- November 4: Major layoffs began. The office order came amid those cuts and other changes, rather than in isolation. Axios reported on the layoffs and expected return-to-office changes.
- November 9–10: Musk’s email ending ordinary remote work was sent and then reported publicly; the new expectation was described as immediate.
- November 11: Musk reiterated the return-to-office position at an all-hands meeting. ABC News reported on the meeting.
- November 16: Musk issued a separate ultimatum asking employees to commit to an “extremely hardcore” work environment or leave. Axios covered that later demand.
Was it a full return-to-office requirement?
As a practical summary, yes: ordinary remote work was ended and employees were expected to report to an office. But “full-time return to office” is a shorthand, not proof that every employee’s circumstances or employment terms were handled identically. The contemporary accounts describe specific exceptions but do not establish a complete list of who qualified, or how the rule applied to every role, location, accommodation, or contract.

A later court filing describes Musk’s decision as ending Twitter’s remote-work policy and requiring employees to return, with employees who did not return facing termination. That filing is useful historical corroboration, but it recounts litigation and allegations; it is not the original company announcement or a final finding about each employee’s case. Read the filing.
Exceptions and the employees most affected
Reports said employees could work remotely only with a specific exception or approval. They do not provide a comprehensive published list of qualifying circumstances, so it would be misleading to claim that particular categories—such as medical accommodations, remote hires, or workers living far from an office—were automatically exempt.

Those situations were consequential, however. Employees hired remotely or living far from a Twitter office could face a difficult choice when the rule took effect. Musk also told employees at the all-hands meeting that those unable to return when able to do so could not remain at the company, according to ABC News. That reported statement should not be taken as evidence that every worker received identical treatment or that every departure followed the same process.
Why the announcement was confused with other changes
The order followed sweeping layoffs and arrived alongside broader demands for longer, more intense work. Contemporary coverage expected the office mandate to prompt further resignations, particularly among people unable or unwilling to return, but employee departures also took place amid layoffs, uncertainty, compensation disputes, and changes to the company’s direction. The available reporting does not establish that the office policy alone caused any particular departure. Axios reported the expected attrition; the later “hardcore” ultimatum was a separate event.

Musk had also ordered Tesla employees to work from the office for at least 40 hours weekly earlier in 2022. That is relevant context for his management approach, but it was a separate company policy—not the source of Twitter employees’ November rule. The Washington Post covered Tesla’s mandate.
