Pay-per-click (PPC) is a digital advertising model in which an advertiser is charged when someone clicks an ad. It is most familiar in paid search, but click-based pricing is also used in some social, display, shopping and other digital campaigns. PPC can bring targeted visitors to a business, but a click is not a sale: its value depends on what happens after the visitor arrives.
What do PPC and CPC mean?
PPC stands for pay-per-click; CPC means cost per click. They describe the same basic pricing idea: the advertiser pays for clicks rather than simply for an ad being shown. PPC commonly describes the advertising model, while CPC usually refers to the cost of an individual click or an average across clicks. Google uses CPC for bidding in which advertisers pay for clicks, sometimes also called PPC (Google Ads Help).
For example, a plumber could show an ad to people searching for “emergency plumber near me.” A search-result impression without a click generally does not incur a click charge in a CPC campaign. Other campaign types may bill by impressions, views, conversions or a different measure, so the platform and campaign’s billing method matter.
How does a PPC campaign work?
- Choose an outcome. Decide whether the campaign should generate purchases, qualified leads, calls, bookings, registrations or another measurable action.
- Choose whom and where to reach. Set targeting such as search terms, location, language, device or audience, as supported by the platform and campaign type.
- Create the ad and destination. Write an ad suited to the audience and send clicks to a relevant page on a website or app.
- Enter eligible auctions. When a suitable search or other advertising opportunity occurs, the platform determines which eligible ads may appear and in what position. Google says auctions occur whenever eligible ad space is available (Google Ads Help).
- Pay according to the campaign’s billing rules. In a CPC campaign, a click can trigger a charge. The advertiser’s bid and campaign budget influence spending, but they are not the same thing.
- Measure what followed. Conversion tracking can connect ad interactions to actions such as a form submission, phone call or purchase. The business should also assess the quality and value of those actions.
The basic path is: search or audience signal → auction → ad impression → click → landing page → conversion → revenue analysis. An ad can attract clicks without producing a conversion, so traffic alone does not establish that a campaign is working.

How does the PPC auction determine which ad appears?
An auction is not simply a contest in which the highest bidder automatically gets the top position. The platform first considers whether an ad is eligible for a particular opportunity. Eligibility and delivery can depend on targeting, budget, location, device, policy compliance and campaign type. Among eligible ads, bids are one factor; relevance, expected performance, quality, competition and context can also affect rank. Google says its search ad system takes more into account than bids, and Microsoft lists bid amount, competitors’ bids, relevance and performance among factors that can affect position (Google; Microsoft Advertising).
The auction’s placement decision and the bill for a click are related but distinct. A maximum CPC bid is not necessarily what the advertiser pays for every click. Google says actual CPC is often lower than the maximum CPC bid (Google Ads Help). Bidding methods and billing rules vary by platform and campaign, so do not assume a single formula applies to all ads.
How are a bid, click cost and budget different?
- Bid: The maximum amount or target an advertiser sets for an auction or optimization goal. Automated strategies may manage bids toward a selected objective.
- Actual CPC: The amount charged for a click under the platform’s rules. Average CPC is total spend divided by clicks over a selected period.
- Daily budget: The campaign’s intended average amount available per day. It is a spending control, not a promise of a fixed number of clicks.
- Campaign or billing-period limit: A total planned allocation or applicable spending limit over a campaign or billing period. The platform’s current billing documentation governs how pacing and limits work.
Google distinguishes campaign budgets, which control overall spend, from bids, which guide what an advertiser is willing to pay for a click or action (Google Ads campaign budgets). A higher bid does not mean each click will cost that full amount, and a daily budget should not be mistaken for a guaranteed hard cap at every hour of the day.

Where do PPC ads appear, and what campaign types use them?
PPC is a payment model, not a synonym for Google search ads. Ads may appear on search-results pages, in shopping listings, on websites and apps, in social feeds, around video, in native placements, or on partner inventory. Paid search is often the clearest starting example because a query can signal what a user wants. Microsoft distinguishes search ads, which respond to search intent, from audience ads that use factors such as interests, browsing context or purchase intent (Microsoft Advertising).

- Shopping or product ads: Product-focused placements that can include an image, price, merchant and product details.
- Display: Visual ads on websites, apps or publisher networks.
- Social: Ads in feeds, stories, search results or other social-platform placements.
- Video: Ads before, during, after or alongside video content.
- Remarketing or retargeting: Ads aimed at people who previously interacted with a website, app, product or brand.
- Automated cross-placement campaigns: Campaigns that use platform automation to combine targeting, bids and creative across eligible placements.
These campaign labels describe where or how ads are delivered, not necessarily how they are billed. Depending on the objective and format, a campaign may charge by clicks, impressions, views, conversions or another measure. Google documents CPC, CPM, CPA and CPV approaches for different campaign types and goals (Google Ads bidding options).
How is PPC different from SEO, SEM and other pricing models?

Paid search and SEO can complement each other: PPC can provide traffic and test messages while organic visibility develops. Buying an ad does not buy a better organic position. Google says advertisers can buy eligible ad placements but cannot pay to improve organic search rankings (Google’s explanation of ads on Search). Microsoft’s learning material describes SEM terminology and paid search, but usage differs across the industry (Microsoft Advertising).

What does PPC cost?
There is no universal PPC price, average CPC or guaranteed budget that applies across businesses. Click prices change with competition, commercial intent, location, device, audience, time, season, ad relevance, campaign objective, platform and placement. Google describes costs as dynamic and dependent on factors including competition and ad relevance; Microsoft likewise notes that costs can change with demand, competition and relevance (Google Ads billing; Microsoft Advertising cost controls).
Rather than rely on an untethered industry average, estimate demand and likely costs for the relevant market using the platform’s planning tools, then treat forecasts as estimates rather than promises. Google lists Keyword Planner among its advertising tools (Google Ads tools); Microsoft says its Keyword Planner is available at no cost with a Microsoft Advertising account and provides keyword and traffic estimates (Microsoft Keyword Planner). These estimates are platform-specific and may not predict actual campaign results.

Microsoft’s advertising site, viewed August 18, 2026, stated “no minimum fee”; that is not a promise that a small budget will generate enough data or customers to be useful (Microsoft Advertising). Google’s billing guidance says there is no activation fee for the Smart Campaign billing model it describes, while actual costs depend on campaign settings and interactions; this should not be generalized to every account or product (Google Ads billing). Availability, billing and interfaces can change by country, currency, account and campaign type.

How do you measure whether PPC is working?
Choose the key performance indicator (KPI) to match the business goal. For an online store it may be profitable revenue; for a local service business it may be qualified calls or booked jobs. Basic metrics are useful diagnostics, but none alone proves that a campaign is profitable.
- Impressions: How often an ad was shown.
- Clicks: How many ad clicks were recorded.
- CTR (click-through rate): Clicks divided by impressions.
- CPC: Spend divided by clicks.
- Conversions: Actions the business has defined as valuable, such as purchases, calls or lead forms.
- Conversion rate: Conversions divided by the relevant interactions, such as clicks; check the platform’s reported denominator.
- CPA or cost per conversion: Spend divided by conversions.
- Conversion value: Revenue or another assigned value associated with recorded conversions.
- ROAS (return on ad spend): Conversion value divided by ad spend. ROAS does not by itself account for product costs, overhead, returns or profit margin.
- Reach and frequency: How many people saw an ad and how often, particularly useful in audience, display and video campaigns.
- Search impression share: The portion of eligible search impressions received, where the platform reports it.
Google identifies conversion tracking, conversion rate, cost per conversion and conversion value per cost as useful measurement capabilities (Google Ads tools). But a high CTR can still lead to poor sales, and a costly click can be worthwhile if it brings a valuable customer. Platform-reported conversions can also be affected by duplicate events, attribution settings, view-through credit, tracking failures or clicks that would have converted without the ad. Use qualified-lead and sales data, and consider holdouts, geographic tests or other incrementality methods where practical.

- Define the primary conversion before launch; keep lower-value actions separate where possible.
- Test that the event fires on the right action and only once. Duplicate purchase or lead events can distort reports and automated bidding.
- For lead generation, connect ad reporting to lead qualification and closed sales when feasible. A cheap form fill is not necessarily a good prospect.
- Consider consent, privacy requirements, cookies, browser restrictions and platform measurement limits. Reported totals may not capture every interaction.
- Do not treat platform attribution as proof that the ad caused the sale. Compare against business records and, where practical, use experiments or holdouts.
Automated bidding depends on the objective and data it receives. If tracking is sparse, duplicated or aimed at low-value actions, automation can optimize toward the wrong result. Google notes that conversion-focused bidding requires conversion tracking and other setup conditions (Google Ads bidding options).
What are the advantages and risks of PPC?
Potential advantages
- Paid visibility can begin relatively quickly after ads are approved and eligible, though traffic volume and profitability are not guaranteed.
- Search targeting can reach people actively expressing a need through a query.
- Budgets, bids, locations, audiences and campaign settings provide controls that can be adjusted or paused.
- Campaigns can test keywords, offers, ad messages and landing pages faster than waiting for organic rankings to develop.
- Interactions and conversions can be measured when tracking is configured well.
- Successful campaigns can be expanded, subject to audience size, competition and economics.
Risks and limitations
- Competitive clicks can be expensive, and broader or poorly managed targeting can spend on irrelevant traffic.
- A weak, slow or mismatched landing page can waste otherwise relevant clicks.
- More clicks do not necessarily mean more customers; low-intent traffic can make CTR look healthy while business results remain poor.
- Tracking and attribution can be incomplete, duplicated or misleading, and platform reports are not independent proof of incremental sales.
- Automated bidding can pursue a bad goal if the conversion signal is low quality or there is too little reliable data.
- Brand campaigns may receive credit for customers who would have purchased anyway; incrementality is a separate question.
- Accidental, fraudulent or otherwise low-quality clicks can occur, and platform policies may restrict products, claims, targeting or creative.
- Paid visibility generally declines when campaigns stop or budgets run out; unlike organic visibility, it is tied to ongoing campaign funding.
How should a beginner decide whether to use PPC?
PPC is more promising when people are already searching for the product or service, a click can lead to a measurable and valuable action, the business can respond to leads, and customer value can support the acquisition cost. It is less attractive when demand is unclear, the offer is weak, the sales cycle cannot be tracked, the economics do not support paid acquisition, or advertising rules restrict the offer.
- Define the business result. Specify what counts: a sale, qualified lead, call, booking or another action—not simply a click.
- Set a viable acquisition threshold. Estimate the maximum affordable cost per sale or qualified lead based on margins, lead-to-sale rate and customer value.
- Check demand and audience. Use relevant keyword-planning or audience tools, then recognize that forecasts are directional.
- Choose platform and campaign type. Match search, shopping, social, display or video to how customers discover and evaluate the offer.
- Set controlled targeting and budget. Start with a scope you can monitor; account for country, currency, campaign settings and platform pacing.
- Align ad and landing page. Make the destination answer the user’s query, clearly explain the offer and provide a useful next step.
- Configure and test conversion tracking. Check the event, value and lead quality before relying on automation or scaling.
- Review search terms, costs and outcomes. Exclude irrelevant demand where controls permit, and examine qualified leads and sales—not just CTR.
- Change one major variable at a time. Use results to learn, then expand only when economics or credible learning evidence support it.
Should you use Google Ads or Microsoft Advertising?
Google Ads may be a better starting point when the goal is broad access to Google search demand or Google’s wider advertising products. Microsoft Advertising may be worth testing for incremental search reach, Microsoft network inventory, or as a second platform; eligible campaigns can be imported from Google Ads, but imported settings and results should be reviewed rather than assumed equivalent. Microsoft promotes inventory across Bing, Yahoo, DuckDuckGo and partner sites, but audience reach and performance should be verified in the advertiser’s own market (Microsoft search advertising).
Microsoft says less competition can mean lower costs for some audiences, not that its ads are always cheaper or more effective than Google’s (Microsoft advertiser FAQs). Compare platforms using qualified conversions, acquisition cost and incremental reach. Which platform is available, which billing options apply and what the interface calls a setting can vary by country, account and campaign type; verify the current account documentation before launch.
Common PPC mistakes and how to correct them
- Launching without a conversion goal: Set up the valuable action first, or the campaign will report activity without answering whether it helped the business.
- Leaving targeting too broad: Review search terms and audience performance; refine matching and add negative keywords where supported.
- Optimizing for clicks or CTR alone: Evaluate lead quality, sales, profit and incrementality against the actual objective.
- Sending every ad to the homepage: Use a landing page that matches the query, offer, location and call to action.
- Treating the maximum bid as the bill: Separate bid, actual CPC and budget, and confirm the relevant platform’s billing rules.
- Turning on automation with unreliable data: Verify tracking and the value of the conversion signal before letting a strategy optimize toward it.
- Ignoring what happens after a lead: Connect campaign data to qualified leads and closed revenue where possible.
PPC may not be the right first channel if demand is limited or the economics do not work. Alternatives include SEO, content marketing, email, partnerships, referrals, public relations, direct sales, marketplaces, influencer marketing and organic social distribution.
