OpenAI CEO Sam Altman did visit Samsung’s semiconductor plant in Pyeongtaek, South Korea—but that tour took place on January 26, 2024. His separate October 1, 2025 meeting with Samsung Executive Chairman Lee Jae-yong was at Samsung’s Seocho office in Seoul, where the companies signed a strategic letter of intent. A later report said six OpenAI research-and-development employees toured Pyeongtaek; it did not say Altman joined them.

What did Altman’s 2024 plant visit mean?
The January 2024 tour came amid discussions about AI-chip cooperation and Samsung’s possible role in OpenAI’s hardware ambitions. Reporting also described discussions involving Samsung and SK hynix. The visit is evidence of interest and engagement, not evidence that the companies finalized a chip-manufacturing or supply deal at that time. Asia Business Daily’s account places the plant visit on January 26, after Altman arrived in Korea the previous day.
What did Samsung and OpenAI agree to in 2025?
On October 1, 2025, Samsung and OpenAI signed a letter of intent (LOI) for cooperation on global AI infrastructure. Samsung said Samsung Electronics would serve as a strategic memory partner for OpenAI’s Stargate initiative. The announcement named Samsung Electronics, Samsung SDS, Samsung C&T and Samsung Heavy Industries as participating affiliates, with potential work spanning advanced semiconductors, data centers, cloud services, shipbuilding and maritime technologies. An LOI is not a disclosed chip purchase contract
The public announcements describe intended strategic cooperation. They do not establish a guaranteed purchase volume, finalized manufacturing agreement, price, delivery schedule, specific memory product or exclusivity. Calling the agreement a guaranteed chip-supply contract—or saying Samsung agreed to manufacture OpenAI’s AI processors—would go beyond what the announcements say.

Why memory matters to AI infrastructure
AI data centers need processors as well as substantial high-performance memory to keep data available to those processors. Samsung’s announced role is specifically as a strategic memory partner; the public statements do not specify a particular memory generation or quantity. Samsung also has foundry operations, but the October announcement’s stated memory role should not be confused with a commitment to fabricate OpenAI-designed compute chips.
OpenAI’s announcement grouped Samsung and SK hynix with South Korea’s Ministry of Science and ICT in the Stargate context. That points to a broader effort to connect Korean semiconductor capabilities with growing AI infrastructure needs, but it does not demonstrate that supply constraints have been eliminated. What South Korea and Samsung stand to gain
The partnership potentially connects South Korea’s memory-chip expertise with OpenAI’s demand for AI computing infrastructure. It also gives Samsung affiliates a path to pursue roles beyond components, including data-center construction, cloud services and maritime infrastructure. Samsung described a broad infrastructure collaboration, while OpenAI framed the work with Samsung, SK hynix and the Korean government as part of its Stargate-related effort. These announcements support an industrial ambition; they do not establish a funded Korean Stargate data center, its location, or a construction timetable.
For Samsung, the strategic significance is broader than a single plant visit: the 2025 LOI places memory and several infrastructure businesses within a proposed cooperation framework. For OpenAI, additional relationships with Samsung and SK may broaden its supplier and infrastructure options, but no public terms show how much capacity will be available or when.

Why the distinction between Pyeongtaek and Seocho matters
Pyeongtaek is the site of Samsung’s semiconductor campus and the location of Altman’s reported 2024 plant tour. Seocho, in Seoul, was the setting for the October 2025 executive meeting and signing. A factory tour suggests exposure to manufacturing operations; a headquarters meeting and LOI signal corporate-level strategic cooperation. Treating them as one visit obscures both the chronology and what each event actually demonstrates.
