Samsung’s reported chip sales or exports to China reached 64.93 trillion won in 2023—about $44.6 billion in the dollar conversion cited by coverage—compared with about $42.1 billion for the United States. China’s lead was roughly $2.5 billion. The figures are real, but they describe a one-year, Samsung-specific destination comparison, not a $44 billion purchase by China’s government or a measure of which country leads in semiconductor technology.
What the $44 billion figure measures
The figures were reported publicly in March 2025 as Samsung’s 2023 chip sales or exports by destination. The China value was 64.93 trillion Korean won, converted by the cited coverage to approximately $44.6 billion; the corresponding U.S. figure was approximately $42.1 billion. Because the dollar values are conversions from won, they are approximate and can vary with the exchange rate used. The reports attribute the figures to Samsung reporting, but the terminology should remain “reported sales or exports” unless the underlying filing’s exact accounting label is confirmed. SamMobile’s account of the figures and Notebookcheck’s comparison both place them in 2023.
On those rounded dollar figures, China’s reported value was about $2.5 billion, or roughly 5.9%, above the U.S. figure. The reported China total rose 53.9% from approximately $28.9 billion in 2022. That increase is a comparison of Samsung’s reported destination figures; it does not by itself identify a single cause.
“China bought” does not mean the Chinese government placed an order
The headline shorthand can suggest a state procurement, but the reported statistic is about Samsung’s commercial sales or exports associated with China. It does not say that the Chinese government bought the chips, that every chip was used inside China, or that the same amount was purchased by Chinese-owned firms. Components can be sold to manufacturers operating in China, incorporated into products there, and later shipped to other markets. Semiconductor products can cross borders several times as they move through production and distribution, as the Congressional Research Service’s overview of the global semiconductor industry explains.

Keep four different ideas separate: the location where a chip is made, Samsung’s sales destination, the customer’s location, and where the eventual device is sold or used. The reported totals do not establish all four. Samsung also operates NAND flash production in Xi’an, China, so a shipment associated with China should not automatically be assumed to have been manufactured in South Korea or to have stayed in China.
What kinds of chips were involved?
“Samsung chips” covers a wide range of components, not one class of advanced processor. Reporting on the figures lists NAND flash memory, LPDDR mobile memory, image sensors, and display-driver integrated circuits among the products sold into China. The reported mix also included other semiconductor products. These components serve phones, computers, storage devices, and other electronics; the total should not be read as $44.6 billion of cutting-edge AI accelerators or the newest high-bandwidth memory.
Some reporting mentions high-bandwidth memory products among Samsung’s China-bound sales. That does not show that every HBM product or generation could be sold without restriction, nor does the aggregate figure reveal the average performance, manufacturing process, or strategic value of the chips. Sales value can reflect volume, prices, and product mix as well as technical sophistication.
Why China was such a large destination
China is both a huge consumer-electronics market and a major base for electronics manufacturing and assembly. Samsung components sold there may go into devices bought by Chinese consumers, or into products assembled in China for export. Those pathways are commercially connected but are not the same measure of end-user demand.

Coverage of the increase points to China’s consumer-electronics ecosystem and 2023 measures encouraging replacement of older smartphones, appliances, and other devices as factors supporting demand. Such incentives are a plausible part of the explanation, not proof that stimulus alone caused the 53.9% rise. The destination figures do not break out the share attributable to Chinese consumers, local manufacturers, multinational customers, or goods later re-exported. What the comparison does—and does not—say
It says that China was Samsung’s largest reported national or regional destination for chip sales in 2023, narrowly ahead of the United States. It is not a ranking of overall national semiconductor purchases or technological leadership.
- It does not show that China produced more semiconductors than the United States.
- It does not show that Chinese firms surpassed U.S. companies in chip design or manufacturing capability.
- It does not establish that China bought more advanced chips than the United States.
- It does not measure Samsung’s profitability, market share across all suppliers, or the strategic importance of each market.
The U.S. remains important across semiconductor design, equipment, software, research, investment, and end-market demand. Trade statistics can also be misleading because components may be imported, processed, assembled, and exported more than once. U.S. rules restrict China’s access to selected advanced semiconductor technologies and manufacturing capabilities, especially those connected to advanced computing and military applications. They are not a blanket ban on every Samsung chip sold to China. Samsung can continue serving some customers and product categories, while sales of certain advanced products or access to controlled technology may require licenses or face restrictions. The rules can also affect the equipment available to Samsung’s Chinese factories. The Congressional Research Service describes the broader policy context.
That creates a business tension: China is a significant market and manufacturing location, while Samsung’s operations and access to U.S.-origin technology are subject to U.S. controls. A 2025 South China Morning Post report said U.S. rules narrowed or revoked certain authorizations for Samsung, SK Hynix, and Intel to use American technology at Chinese facilities, requiring licenses for some equipment purchases and constraining future upgrades or expansion. That development came after the sales year at issue; it does not alter what Samsung reportedly sold in 2023, but it matters to how easily those operations can be maintained or expanded.
Why this is not a current sales ranking
The comparison is for 2023, although the headline circulated in March 2025. It cannot establish which destination was largest in 2025 or 2026 without newer Samsung data using the same definition. Later reporting about Samsung’s total company sales in China is not interchangeable with semiconductor-only sales, so it should not be substituted for this comparison. For example, the Korea Times reported on Samsung’s China sales and regulatory exposure in 2025, but total-company geographic sales are a different measure from the 2023 chip figures.
