But there is no universal winner: Patriot Payroll is a budget candidate, QuickBooks Payroll makes the most sense for businesses already using QuickBooks Online, and Square Payroll is a natural fit for employers already using Square. For growing or more complex teams, compare ADP RUN and Paychex Flex; consider Rippling when payroll is part of a wider HR and IT system.
This comparison is for U.S.-based small and midsize employers. Prices below were checked August 18, 2026; providers can change plans, fees, and availability. A payroll platform’s advertised tax automation does not remove an employer’s duty to provide accurate information, fund payroll, and monitor compliance.

Gusto: best overall for many small businesses
Gusto is a strong default when a small employer wants payroll processing, automated tax filings, employee self-service, and room to add HR or benefits features. Its published tiers make initial comparisons easier than quote-only providers. The trade-off is rising per-person cost and the possibility that multi-state, registration, or advanced support needs push a business into a higher tier or add-on. Check whether your specific local taxes, contractor payments, benefits, and pay timing are included.
Patriot Payroll: best budget candidate
Patriot is worth comparing when price is the priority and the business can choose between handling tax filings itself and paying for full service. Patriot’s comparison page lists Basic Payroll at $17 per month plus $4 per worker and Full Service at $37 per month plus $5 per employee; confirm current pricing and plan terms on Patriot’s comparison page before signing up.
Basic is not equivalent to a service that files and deposits taxes for you: the employer retains those tasks. Verify state and local coverage, and consider whether the savings justify taking on deadlines and notices.
QuickBooks Payroll: best for QuickBooks Online users
If your books already live in QuickBooks Online, payroll’s close accounting connection can reduce duplicate entry and simplify reconciliation. That ecosystem advantage may matter more than a small difference in subscription price. A third-party comparison identifies QuickBooks integration as the central reason to consider it; see TechnologyAdvice’s payroll comparison.
Do not rely on historical pricing documents for a current quote. Check Intuit’s live QuickBooks Payroll product page, and confirm tax jurisdictions and features in the exact plan. If you do not use QuickBooks, the integration advantage may not compensate for the fit of another provider.
Square Payroll: best for Square-based hourly and tipped workforces
Square Payroll is a particularly relevant choice for restaurants, retail, salons, fitness businesses, and other employers already using Square. Its full-service plan lists tip tracking, overtime calculations, labor-cost reporting, unlimited payroll runs, and federal and state tax filings; it also offers contractor-only payroll. Before choosing it, check local-tax handling and how it treats service charges versus tips in your jurisdiction. Square’s contractor-only option pays contractors, not employees, and paper-form mailing carries a listed annual fee of $3 per mailed form.

Paychex Flex may suit a business that wants payroll and tax administration plus options for HR, benefits, different employee payment methods, and payroll-specialist assistance. Get the quote in writing with a breakdown of included features, per-run or year-end charges, and any support or setup costs. For basic payroll alone, a simpler service may be easier to price.
Rippling: best when payroll is one part of a wider platform
Rippling is aimed at businesses seeking to connect payroll with HR workflows and potentially IT or device management. OnPay appears in current payroll comparisons as a straightforward or value-oriented option. Because the cited comparison does not establish current official pricing or exact plan inclusions, verify its live offer, tax services, multi-state and local-tax coverage, time features, integrations, and support before treating it as a value leader. What payroll software does
Payroll software organizes a repeating process, from collecting worker and pay information to calculating net pay, producing records, and handling tax obligations. The employer typically sets up employee withholding details and contractor records, then supplies salary, hourly, overtime, bonus, commission, tips, PTO, deductions, benefit contributions, reimbursements, and garnishments as applicable.
The system calculates gross-to-net pay and may handle federal income-tax withholding, Social Security and Medicare withholding, employer FICA, federal unemployment tax, and state or local withholding and unemployment taxes. It can distribute pay by direct deposit, check, or other supported methods; provide pay stubs and employee access; report new hires; prepare quarterly and annual forms; produce W-2s and 1099s; and export payroll entries to accounting software.

The exact division of work depends on the plan. IRS Publication 15 explains federal employer payroll responsibilities and says outsourcing does not transfer the employer’s ultimate responsibility for employment-tax obligations. Use the IRS Employer’s Tax Guide (Publication 15) as the federal reference, while checking state and local agency rules separately.
Full-service vs. self-service payroll
Self-service: lower subscription, more employer work
Self-service plans may calculate payroll and withholding while leaving the employer to deposit taxes, file federal, state, and local returns, register accounts, track due dates, and deal with notices or rejected filings. Patriot’s Basic Payroll is presented as this kind of lower-priced arrangement in its comparison coverage. It can suit an owner or accountant who understands the obligations and has the time and controls to meet them.
Full service: tax work handled, not employer responsibility erased
A full-service provider generally calculates, deposits, and files payroll taxes on the employer’s behalf. ADP describes RUN tax service as calculating, filing, depositing, and reconciling payroll taxes; Square says its full-service plan automatically files federal and state taxes. Those claims do not establish that every local return, registration, amendment, or unusual notice is included, so confirm scope in writing.
Even with full service, the employer must provide accurate worker addresses and work locations, fund payroll and tax debits on time, correct worker classification, complete required registrations, and monitor agency correspondence. Ask who handles rejected filings, amended returns, tax notices, and late or insufficient funding before relying on automation.

Most payroll bills combine a monthly base charge with a per-worker or per-person fee. Some services price per payroll, distinguish contractors from employees, or charge separately for setup, state registration, forms, paper checks, mailed tax forms, benefits, time tracking, workers’ compensation, advisory support, or additional jurisdictions. ADP notes that payroll price may vary with employee count, pay frequency, and services such as year-end W-2 preparation; see ADP’s payroll cost overview.

Use this formula rather than comparing advertised base fees alone:
Monthly software cost = base fee + per-person fees + required add-ons + payment or year-end-form charges.
Example: five employees, monthly payroll, one state
For a five-employee business running monthly payroll in one state, the starting calculation is the provider’s base monthly price plus five per-person charges. Under Gusto Simple’s published August 18, 2026 price, that arithmetic is $49 + (5 × $6) = $79 per month before any applicable add-ons or other charges. This is a price illustration, not a full-service total-cost guarantee: confirm whether the plan meets the business’s filing needs and whether registration, mailed forms, benefits, or other services cost extra.
For Square full service, the published arithmetic would be $35 + ($6 × number of people paid), so five paid people yields $65 per month before applicable add-ons or fees. Patriot Basic’s cited figure would calculate as $17 + ($4 × 5) = $37 per month, but that lower-cost option leaves tax deposits and filings with the employer. A cheaper subscription is not necessarily cheaper after labor, accountant time, and compliance risk are included.
ADP RUN and Paychex Flex require quotes; QuickBooks Payroll, Rippling, and OnPay pricing should be checked directly because the cited materials do not establish current comparable totals. Reconfirm any price immediately before subscribing.

Set the comparison around your workforce, not a generic star rating. A useful starting rubric weights payroll and tax completeness most heavily, then ease of running payroll, total cost at your headcount, multi-state capability, employee payment experience, integrations, support, and room to grow. Adjust those priorities: a five-person design studio and a 150-person restaurant group have different failure risks.
- Count W-2 employees and contractors separately, and identify hourly, salaried, tipped, commissioned, seasonal, or union work.
- List every state and local jurisdiction where employees work, not just where the business is registered.
- Choose the pay schedule and determine how far ahead payroll must be submitted for direct deposit.
- Decide whether you need full-service filings, state registration, local-tax handling, amended returns, and tax-notice support.
- Confirm W-2 and 1099 preparation, filing, electronic access, paper delivery charges, and post-cancellation access.
- Check accounting, time-clock, POS, benefits, expense, and job-costing integrations, including whether data flows one-way or both ways.
- Ask about accountant access, multi-company management, role permissions, approvals, audit trails, and data export.
- Compare support channels and hours, whether payroll specialists are included, and whether support is available near payroll cutoffs.
- Review direct-deposit lead times, funding failures, paper-check and pay-card options, and any accelerated payment fees.
- For benefits, workers’ compensation, garnishments, or HR advice, identify what is bundled and what is an add-on.
Situations that need extra checking
Multi-state and local payroll
“Multi-state” can mean payroll calculations across states without including state-account registration, local tax setup, unemployment accounts, or amended filings. Gusto’s pricing distinguishes single-state payroll on Simple from multi-state on Plus and Premium, and identifies state tax registration as a separate add-on whose price varies by state. Confirm each jurisdiction, who registers the employer, and whether setup and ongoing filings are included.

Tipped employees and hourly work
Restaurants and hospitality employers should verify tip import and allocation, overtime, tip reporting, service-charge treatment, multiple-location support, and point-of-sale integration against their state rules. Square advertises tip tracking/importing, overtime calculations, and labor-cost reporting, but software features do not determine whether a particular pay practice complies with local law.
Contractors
Contractor payments are not interchangeable with employee payroll. Check classification, domestic versus international payment support, 1099-NEC preparation and filing, and whether contractor-only pricing excludes W-2 employees. Gusto and Square list contractor offerings separately; compare the actual service needed rather than the per-contractor headline fee.
Year-end forms and payment timing
Ask whether W-2s and 1099s are prepared, filed, delivered electronically, or mailed for an extra charge, and whether amended forms cost more. Also establish the funding deadline, number of banking days before payday, direct-deposit limits, insufficient-funds process, and price of expedited pay. Square lists $3 annually per mailed paper form.
Tax notices and errors
Payroll software reduces manual calculation and filing work but cannot guarantee that the underlying data or agency setup is correct. Common failure points include a wrong employee address or work location, missing tax registration, incorrect account number, failed debit, late approval, benefit deduction errors, a misclassified contractor, or a notice that never reaches the provider. Decide who monitors agency mail and who will respond when an error appears.

Changing systems can split year-to-date wage and tax records, create duplicate or missing filings, complicate who issues W-2s, and interrupt deductions or direct deposit. A start-of-calendar-year switch is often simpler when practical; if a midyear change is necessary, get the outgoing and incoming providers to confirm responsibilities in writing.
- Collect year-to-date wages, withholdings, employer taxes, employee deductions, tax account numbers, filing confirmations, and open notices.
- Confirm whether the new provider imports historical payroll and how it will handle quarter-to-date and year-to-date figures and W-2 responsibility.
- Authorize tax agencies and bank debits, then verify registrations and account numbers before the first run.
- Recreate pay schedules, deductions, garnishments, PTO balances, work locations, and benefit contributions; compare against the prior system.
- Check direct-deposit prenote or verification timing and set a payroll calendar with the new cutoff dates.
- Keep access to the former provider until filings, year-end forms, and open notices are resolved; reconcile the first payroll and tax liabilities against the general ledger.
Does payroll software replace an accountant?
No. Payroll software can calculate, pay, file, and export information depending on the plan, but it does not decide whether a worker is correctly classified, establish every tax account, interpret every agency notice, or replace accounting review. A bookkeeper or accountant can still help reconcile payroll liabilities, check filings, advise on unusual compensation, and manage multi-client access. For firms handling many client entities, accountant permissions, approval controls, journal-entry exports, and multi-company workflows may matter more than the interface a single employer prefers.
