Samsung and OpenAI’s Strategic Partnership: What It Actually Includes

Samsung and OpenAI’s partnership is a broad letter of intent, not one completed infrastructure contract. Here is what each Samsung business is meant to do and what has happened since 2025.

Samsung and OpenAI announced a strategic partnership on October 1, 2025, but it is not one completed chip-supply or data-center construction deal. The announcement centered on a letter of intent covering memory for OpenAI’s Stargate infrastructure, possible data-center work, enterprise AI services in South Korea, and exploration of floating infrastructure. Since then, Samsung SDS’s Korean resale and support business for OpenAI services has advanced further than the publicly documented data-center and floating-facility plans.

What Samsung and OpenAI agreed to

The companies announced their partnership at Samsung’s headquarters in Seoul on October 1, 2025. The arrangement brought together OpenAI and four distinct Samsung businesses: Samsung Electronics, Samsung SDS, Samsung C&T, and Samsung Heavy Industries. Samsung described the infrastructure arrangement as a letter of intent (LOI), alongside related agreements and potential collaborations. An LOI signals an intention to pursue work together; it is not, by itself, proof of a finalized purchase order, construction contract, or guaranteed project. The public announcements do not disclose pricing, minimum chip volumes, exclusivity, financing, delivery dates, or data-center construction schedules.

Each Samsung business has a different role

Why memory is part of the AI infrastructure plan

AI infrastructure needs more than processors. Systems that train and serve large models also depend on substantial quantities of high-performance memory to keep data available to computing hardware. Samsung Electronics was identified as a strategic memory partner, while the announcement also pointed to the company’s broader semiconductor capabilities, including logic, foundry, and advanced packaging.

Samsung cited projected OpenAI demand of up to 900,000 DRAM wafers per month. That is a demand projection, not a disclosed Samsung order or a commitment that Samsung alone will supply that amount. OpenAI’s parallel announcement said Samsung Electronics and SK hynix would work to expand advanced-memory production toward the same target. Neither announcement specified how the target would be divided between suppliers, which products would meet the demand, or when any particular volume would be delivered. How the partnership fits into Stargate

Stargate is OpenAI’s AI-infrastructure initiative to expand computing and data-center capacity for developing and deploying advanced AI. The Korean announcements framed Samsung’s involvement as part of that wider effort. Samsung’s proposed contribution is in supply, services, engineering, and infrastructure development; the announcements do not make Samsung the owner or controller of OpenAI’s models or Stargate.

OpenAI also connected the Korean work to South Korea’s ambition to become one of the world’s leading AI nations and to opportunities for data-center capacity beyond the Seoul metropolitan area. That is a policy and investment goal, not a result guaranteed by this partnership. The public announcements do not identify a specific Korean site or state how much Stargate capacity, if any, is directly attributable to Samsung.

Samsung SDS’s enterprise AI business is the clearest follow-through

Samsung SDS’s role has two related strands: potential participation in infrastructure projects and a more concrete channel for helping Korean organizations adopt OpenAI services. The latter includes resale and technical support as well as consulting, security, deployment, integration, and ongoing management. Its offering is aimed at organizations that need implementation and local support, not just access to a chatbot.

On December 23, 2025, Samsung SDS announced a reseller partnership for ChatGPT Enterprise in Korea. It described a full-stack service spanning consulting, infrastructure, cloud, security, deployment, and operations. The announcement does not state public per-seat pricing or the commercial terms of the reseller arrangement; organizations need to request a quotation and confirm terms with the relevant provider. Samsung SDS later announced additional reseller rights for ChatGPT Edu, extending the channel to educational institutions. In April 2026, it said it was pursuing an agreement with Korea National Open University, which has approximately 90,000 students, faculty, and staff; that statement describes a pursued agreement, not proof that it was completed. What has happened since the October 2025 announcement

  1. October 1, 2025: OpenAI and the four Samsung businesses announced the strategic partnership and LOI, including memory, data-center, enterprise-service, and floating-infrastructure proposals. Samsung’s announcement
  2. October 31, 2025: Samsung SDS said it was collaborating on Stargate data-center design, construction, and operations and could provide OpenAI enterprise services to Korean customers.   7. June 21, 2026: OpenAI announced that Samsung Electronics would deploy ChatGPT Enterprise and Codex to employees in Korea and employees in its global Device eXperience division. OpenAI called it one of its largest enterprise deployments to date; that characterization is OpenAI’s, not an independently verified ranking. Floating data centers are an exploration, not a launch

Floating facilities could, in principle, ease some land constraints and offer different cooling options. Samsung C&T and Samsung Heavy Industries bring construction, shipbuilding, and maritime engineering capabilities that could be relevant to such designs. Samsung itself also acknowledged the technical complexity that has limited wider deployment.

A floating data center would still need dependable power and connectivity, cooling, maintenance access, weather resilience, safety planning, and regulatory approvals. The partnership announcement did not identify a site, financing, permits, construction schedule, or operating facility. It is therefore more accurate to describe floating data centers as an opportunity the companies said they would explore, not an imminent commercial product.

What the partnership does—and does not—mean for consumers

The announced work is primarily about memory chips, data centers, enterprise services, and corporate AI adoption. The June 2026 deployment gives specified Samsung employees access to ChatGPT Enterprise and Codex; it is not an announcement that Galaxy phones, televisions, appliances, or other consumer products now include exclusive OpenAI features. Samsung said it was exploring broader internal adoption of ChatGPT, but the cited announcements do not establish a consumer-device integration.

What remains undisclosed

  • Whether Samsung Electronics signed a finalized memory-supply contract with OpenAI, and which products, process generations, volumes, prices, or delivery dates it covers.
  • How much of the projected monthly DRAM demand would come from Samsung compared with SK hynix or other suppliers.
  • Where proposed Korean data centers would be built, when they would be constructed, and what capacity Samsung would provide.
  • Whether a floating data-center project has secured a site, financing, permits, or a construction schedule.
  • The commercial terms of Samsung SDS’s reseller arrangements and how they compare with direct OpenAI agreements.
  • Whether Samsung’s internal employee deployment will lead to any consumer-product integration.

Why the arrangement matters

For OpenAI, the partnership offers potential access to a major semiconductor supplier, data-center and engineering capabilities, and a route to Korean enterprise customers. For Samsung, it creates possible demand for memory and infrastructure services and a channel to sell enterprise AI consulting and implementation. For South Korea, it aligns major industrial companies with a national AI ambition, without guaranteeing a particular ranking or amount of new capacity.

The key distinction is between proposals and demonstrated follow-through: the original infrastructure announcement remains an LOI, while Samsung SDS’s Korean enterprise resale activity and Samsung Electronics’ internal ChatGPT deployment are documented later developments. Those strands make the partnership broader than a chip deal, but they do not turn every element of the original plan into a completed contract.
