Yes. In 1924, leading international incandescent-lamp makers formed the Phoebus arrangement, coordinating production and markets while standardizing lamp life around 1,000 hours. Historical records also document a decline in the average life of member-factory reference bulbs. But the story is more complicated than a simple scheme to make every bulb fail sooner: lamp life and energy efficiency were technically linked, and the cartel’s conduct must be distinguished from its engineering rationale.
What was the Phoebus cartel?
Phoebus was an international coordination arrangement formed by major incandescent-lamp manufacturers in 1924. Its signed agreement was called the “Convention for the Development and Progress of the International Incandescent Electric Lamp Industry.” It described cooperation, use of manufacturing capacity, uniform quality, improved lighting and consumer advantage. In practice, the arrangement also coordinated production and market activity.
A scholarly account hosted by Erasmus University Rotterdam identifies Philips, General Electric, Osram and Compagnie des Lampes among the participants, and describes production quotas and market division. Members also used testing and monitoring to enforce the agreed lamp-life standard. The agreement and its operation therefore involved more than a technical discussion about how long a bulb should last.
How much did bulb life change?
IEEE Spectrum reports that household bulbs before Phoebus typically lasted 1,500 to 2,500 hours. After the arrangement set a 1,000-hour target, average life in a series of standard reference bulbs produced in member factories fell from 1,800 hours in 1926 to 1,205 hours in fiscal year 1933–34—about one-third. IEEE says that by then no factory was producing bulbs lasting more than 1,500 hours.

These figures describe historical ranges and averages, not the guaranteed life of every bulb. The 1,800- and 1,205-hour figures refer to standard reference bulbs from member factories, not all lamps sold worldwide. IEEE identifies the Municipal Archive of Berlin as the source of its lifespan graph.
Was the 1,000-hour target only about planned failure?
The record supports a conclusion that manufacturers coordinated around a lamp-life standard and that measured lifetimes in the documented member-factory series declined. It does not establish that the entire episode can be explained as a plot to make every bulb fail sooner.

IEEE Spectrum reports the manufacturers’ technical argument: raising operating current could increase lumens per watt, but it also raised filament temperature and shortened lamp life. That relationship creates an efficiency-versus-longevity tradeoff. It helps explain why a life standard could be presented as an engineering compromise; it does not erase the significance of coordination, compliance testing or penalties.
A 1951 report by the UK Monopolies and Restrictive Practices Commission records that the British Standards Institution, British Electricity Authority and most lamp manufacturers giving evidence regarded 1,000 hours as the best compromise at the time. The Commission wrote that “they regard the 1,000 hours as the best possible compromise at the present time, nor has an evidence been offered to the contrary.” This is the Commission’s account of historical evidence, not a current engineering recommendation or a statement attributed to one named person.

What weakened the arrangement, and when did it end?
Phoebus faced commercial and legal pressure as well as internal strain. IEEE Spectrum reports that cheaper Japanese lamps challenged its prices and market position; Japanese annual incandescent-bulb output rose from 45 million in 1922 to 300 million in 1933. Other pressures included declining sales from 1930 to 1933, expired GE patents, internal conflicts and legal attacks, particularly in the United States.
Its coordination became difficult around the outbreak of World War II. IEEE says the 1924 agreement was nullified in 1940, while the university dissertation describes operations as falling apart in the early 1940s. These accounts distinguish a disruption in practical coordination from the formal nullification date; a single year does not capture every stage of the breakup.

How does Phoebus fit into U.S. antitrust history?
The U.S. Department of Justice’s historical overview describes earlier coordination in the American lamp industry: GE organized the Incandescent Lamp Manufacturers trade association in 1896, which fixed prices, allocated customers and assigned production quotas to members. The Justice Department also recounts a separate 1948 federal district court finding that GE and its licensees violated Sections I and II of the Sherman Act.
That 1948 ruling is context for U.S. lamp-industry coordination and antitrust enforcement; it should not be treated as a judgment on every Phoebus activity. The two episodes are related to the industry’s broader history, but they are not the same proceeding.
