Intel said its 18A chipmaking process entered risk production on April 29, 2025, and expected volume manufacturing to begin that year. Intel later reported that its first 18A products entered high-volume production at the start of 2026. Risk production marked a late manufacturing-ramp stage—not proof, by itself, of mature yields, broad outside-customer output or financial success.
What does Intel 18A risk production mean?
Intel described risk production as the final stage before volume production. In practical terms, the April 2025 announcement signaled that 18A had advanced toward manufacturing at scale. Intel’s public statements cited here do not specify the qualification gates, yield thresholds or production quantities associated with that stage, so the label should not be read as a particular yield level or output volume.
Intel also said ecosystem partners had electronic design automation (EDA) enablement, reference flows and intellectual property ready for production designs. That indicates design-enablement work was available to partners; it does not establish how many customers had products in production or how much output they were receiving.

Is Intel 18A in volume production now?
According to Intel’s July 24, 2026 Form 10-Q, its first 18A products were released at the start of 2026 in high-volume production. That is a company disclosure about Intel products. It does not establish the volume or timing of production for each product, nor does it show that outside foundry customers had products in high-volume production.

Where was Intel planning to make 18A?
In its April 29, 2025 announcement, Intel said volume production would begin in Oregon as Arizona manufacturing ramped. The same release said 18A and 14A research, development and wafer production would be U.S.-based. These were Intel’s plans as stated at that time, rather than a detailed disclosure of later site-by-site output.
How is 18A-P different from the original milestone?
Intel 18A-P is a performance-enhanced variant, and its June 2026 risk-production milestone is separate from base 18A’s April 2025 announcement. Intel’s Q2 2026 filing said 18A-P products entered risk production in June 2026. The two milestones refer to different versions of the process and should not be combined into one production timeline.

Intel Foundry reported that, compared with 18A, 18A-P offers 9% higher performance at the same power or 18% lower power at the same performance, 20–40% improved thermal resistance, and 10–30% improved via resistance. Intel also described a separate VLSI discussion reporting an 11% routed-area reduction and a 10X reduction in dynamic voltage droop for backside power delivery compared with a comparable frontside interconnect technology. Those figures concern that comparison; they are not measurements of the original 2025 risk-production milestone.

What the milestone does—and does not—show
Risk production is useful evidence that Intel had advanced 18A toward volume manufacturing. Intel’s later filing adds a more concrete update: first 18A products were in high-volume production at the start of 2026. But the public disclosures cited here do not provide independently verified yield figures, wafer-start volumes or customer-by-customer production details. Nor do they establish that the manufacturing ramp was financially successful.
Intel has said leading-edge process development and manufacturing expansion are risky and capital-intensive, and that investment pace depends on committed demand and expected returns. Its Q2 2026 Form 10-Q provides that business context, but does not turn the production milestone into evidence of a particular financial outcome.
