Why Culpeper, Virginia Is Emerging as a Data Center Hub—and What Could Limit Its Growth

Culpeper is attracting major data-center proposals, but announced capacity is not the same as operating capacity. Here are the projects, power plans, Ashburn comparison and battlefield-preservation issues shaping its prospects.

Culpeper is attracting planned data-center campuses because it combines a designated technology zone, available land, planned power and fiber investment, and proximity to Northern Virginia’s established market. But it is an emerging development area, not a proven “next Ashburn”: major projects announced in 2023 and 2024 were plans with future power needs, not evidence that their full capacity is operating today. The county’s growth also sits alongside a formal effort to preserve Civil War battlefields, making power delivery, permitting and community acceptance central to what happens next.

Why are data centers being planned in Culpeper?

The county’s pitch is not simply that land is available. Culpeper created the Culpeper Technology Zone to concentrate data-center growth in a defined area, so officials can focus power and fiber resources there, make use of existing infrastructure and limit major line construction outside the zone. County economic-development materials also promote comparatively affordable land near Richmond and Northern Virginia.

That approach offers developers a potential route to assemble large sites while giving the county a way to manage where infrastructure-intensive development goes. A designated zone does not, by itself, guarantee that a particular site has power available, that a utility can deliver it on a desired schedule, or that every proposal will secure approvals.

Workforce development is another part of the local strategy. Data Center Knowledge has described a pipeline involving the Culpeper Technology Education Center and Germanna Community College. That is evidence of workforce planning, not proof that the region already has enough trained workers for every proposed campus or that hiring needs will be met automatically.

Which projects and power figures have been announced?

The best-known project figures come from developer announcements and local economic-development information. They describe planned campuses and potential capacity, not operating facilities. “Critical IT load” is the power capacity intended for computing equipment; it should not be read as a forecast of continuous electricity use or as a statement that the full load has already been delivered.

Do not add the project figures together and call the result operating capacity. The EdgeCore figure is a design target with a possible later expansion; DataBank’s announcement gives building area but no megawatt figure. The cited material does not establish how much power all proposed Culpeper facilities currently draw, how much has been committed across the zone, or whether the announced schedules have since changed.

Is Culpeper the next Ashburn?

Culpeper is roughly 55 miles south of Ashburn, according to Data Center Dynamics. That puts it within reach of Northern Virginia’s established data-center market while giving it a different land and infrastructure profile. EdgeCore land-acquisition vice president Michael Shaw described the comparison as “Some have likened the Culpeper of today to pre-2008 Ashburn due to the availability of land, power, and fiber,” in comments quoted by Data Center Knowledge in 2024. That is an industry comparison, not an official designation or a guarantee that Culpeper will follow Ashburn’s growth.

Ashburn’s established network and customer ecosystem and Culpeper’s available land are not interchangeable advantages. The practical comparison for a project depends on whether a specific site can secure power and fiber on time, connect to the networks and customers it needs, and clear local constraints. A useful site-by-site checklist is:

  • Land: Can the developer assemble the parcels and scale the campus without conflicting with adjacent uses?
  • Deliverable power: What capacity can the utility actually provide, on what schedule, and what substations or transmission work are required?
  • Connectivity: Which fiber routes and interconnection options reach the site, rather than merely passing through the broader region?
  • Distance to customers and network hubs: How does the location’s distance from established markets affect latency, network cost and business needs?
  • Permitting and local acceptance: What approvals, tax arrangements and land-use decisions apply to the particular project?
  • Construction and operations: Are skilled workers, contractors and supporting services available at the scale and pace required?
  • Environmental and historic context: What are the project-specific effects on water, noise, emissions, historic resources and nearby communities?

The available sources support Culpeper’s land, power-and-fiber strategy and relative proximity to Ashburn. They do not provide comparable, site-level figures for every item on this checklist, so they are not enough to establish that Culpeper is cheaper, faster or a better fit than Ashburn for every operator.

What happens to the Civil War battlefields?

Virginia dedicated Culpeper Battlefields State Park on June 8, 2024. The park protects and interprets portions of four battlefields: Brandy Station, Cedar Mountain, Kelly’s Ford and Rappahannock Station. The Virginia Department of Conservation and Recreation says the park is Virginia’s 43rd state park and is intended to encompass more than 2,200 acres through phased transfers planned from June 2024 to December 2027. The park offers interpretive trails, equestrian access and guided-tour options.

The park’s establishment makes preservation part of the county’s development story, but it does not establish that every data-center proposal affects protected park land. Formal park holdings, nearby development proposals and broader battlefield landscapes are distinct. The practical question for any individual project is where its parcel and infrastructure would sit relative to protected land and historic resources, and what review applies to that site.

The county is therefore pursuing two land-use goals at once: concentrating power-intensive technology development in a designated zone and preserving a wider historic landscape. Whether those goals can coexist depends on project siting, infrastructure routes and the decisions made through planning and approval processes—not on a blanket assumption that data centers are either inside or outside the battlefield areas.

What could determine whether the hub actually grows?

The announced campuses demonstrate developer interest, but turning plans into operating capacity depends on more than a land purchase or approval. EdgeCore’s July 2024 announcement placed expected initial power delivery in early 2028; that date was an expectation stated at the time, not a current confirmation. Power delivery and construction schedules should be checked against current utility and county records before treating the planned capacity as imminent.

Other factors also shape whether proposed growth is workable: workforce supply, construction capacity, local permitting, water use, noise and emissions impacts, historic-resource review and community acceptance. EdgeCore said in July 2024 that it aimed to limit impact on local water supplies. That is the company’s stated commitment, not independent proof of actual water use or a finding about the effects of all proposed campuses.

For residents and local decision-makers, the most informative questions are project-specific: what is being proposed and approved; which infrastructure upgrades are necessary; when power is scheduled and delivered; what environmental and historic reviews say; and what conditions apply to construction and operation. The 2023–24 announcements and reporting identify a serious development opportunity, but do not answer all of those questions for every site or establish the projects’ status today.
