What Samsung reportedly planned for 2025
On December 22, 2024, South Korea’s ETNews reported that Samsung had revised its smartphone plans amid weaker-than-expected presales for the Galaxy Z Fold6 and Z Flip6. Follow-on coverage attributed a specific 2025 target to ETNews: about 5 million Fold7 and Flip7 units combined, comprising 3 million Flip7s and 2 million Fold7s. The same coverage put the prior generation’s combined production target at 8.2 million units. ETNews reported the planning context, while 9to5Google published the model-level figures and comparison.

Taking the reported targets at face value, the planned total was 3.2 million units lower, or about 39% below 8.2 million. That is a comparison between reported plans, not a measurement of the eventual change in production.
Why the plan was reportedly reduced
Fold6 and Flip6 presales were lower in South Korea
ETNews reported 910,000 combined Korean presales for the Fold6 and Flip6, compared with 1.02 million for the preceding generation. Those figures refer to presales in South Korea, not final sales worldwide. The report connected the lower presales with the planning revision, but the available accounts do not establish one definitive cause for the target change.

The broader handset target was also lower
ETNews also reported a 2025 target of 230 million Samsung smartphone shipments, compared with a 250 million target for 2024. This was a company-wide handset target, not a foldable forecast, so it provides broader planning context rather than a direct explanation of the Fold7 and Flip7 target.
The outlet also discussed Samsung’s MX division operating profit of KRW 2.82 trillion in 2024 Q3, down 16.3% year over year. That figure covers the division, not foldables alone, and should not be read as a measure of the profitability of the Fold or Flip lines.
What happened after the report
Samsung launched the new models
Samsung announced that the Galaxy Z Fold7 and Z Flip7 would become available starting July 25, 2025, in 49 markets, with availability later expanding to more than 110 markets worldwide. Early preorder reports differed by market and model set
Samsung Electronics America said combined US Fold7 and Flip7 preorders were more than 25% higher than for the previous generation. It also said the Fold7 set a US record for Z Fold preorders and was nearly 50% ahead of Fold6 after availability opened. Samsung did not provide absolute unit counts in that announcement. Targets, presales, and preorders are different measures. A target describes an intended plan; a presale or preorder records early customer commitments under a particular market’s sales process. Neither alone establishes final manufacturing or completed purchases. The US and India announcements also cover different model groups, regions, and time windows, so they cannot be combined into a worldwide demand figure.
What remains unknown
The sources cited here do not confirm the actual worldwide number of Fold7 and Flip7 phones Samsung manufactured in 2025, nor whether the reported 5 million target was met. Samsung’s regional preorder announcements offer evidence of early interest in those markets, but they do not settle the global production outcome. Samsung did not publicly confirm the exact 5 million target in the cited material.
