A Buyer’s Guide to Data Center Colocation Space

A practical guide to defining colocation requirements, verifying usable power and cooling, checking connectivity and compliance, reviewing SLAs, and comparing total contract cost.

Choose colocation by verifying the power, cooling, connectivity, contract protections and full-term cost you can actually use—not by comparing facility size or a headline monthly quote. Before requesting proposals, define your current IT load, expected growth, rack density, resilience needs, compliance requirements, location constraints and target go-live date. Then require each provider to price and document the same requirements.

Define what you need before requesting quotes

A quote is only useful if providers are pricing comparable space and services. Create a requirements sheet and give the same version to each provider.

  • Space: Record the number and type of cabinets or rack units, plus any cage or private-suite requirement.
  • Power: State current and forecast IT load in kW, sustained kW per rack, and whether quoted power must be available at installation or can be delivered later.
  • Resilience: Specify your required redundancy and whether equipment has dual power supplies that can connect to separate A and B feeds.
  • Connectivity: List required carriers, cloud on-ramps, internet exchanges and any other connections, along with lead-time constraints.
  • Risk and compliance: Identify applicable audit evidence, insurance requirements, physical-security needs and operational procedures.
  • Place and timing: Set location or latency constraints and a target ready-for-service date.

Include expected growth, not just the initial deployment. If you may need more capacity, ask for the price and conditions for expansion and whether adjacent space can be reserved.

Confirm power and cooling in the specific hall

Facility-wide megawatts do not establish that a provider can deliver your required IT load in the hall, rack and timeframe in your proposal. Ask the provider to identify the exact hall and confirm whether its quoted capacity is usable IT power available now, or depends on utility work, construction or another milestone.

Questions to put in the proposal

  • What sustained IT kW per rack is installed and available in the named hall?
  • What cooling technology serves that space, and what environmental limits apply?
  • How are A and B feeds designed, and what redundancy does the quoted service provide?
  • How are usage overages measured and billed?
  • What contractual remedy applies if power, cooling or the ready date is not delivered as agreed?

Do not assume a standard air-cooled hall can support a high-density deployment. If your equipment needs more than the offered air-cooling arrangement can support, request evidence that the required rear-door, in-row or liquid-cooling capability is installed and available for your racks. Treat a general statement that a facility supports a cooling technology as insufficient unless it applies to the quoted space.

Assess connectivity as both a resilience and cost decision

A carrier logo or a claim of carrier neutrality does not tell you which networks are available in the building, how connections are routed, or how much they cost. Request the building’s on-net carrier list and confirm availability of each required carrier, cloud on-ramp and internet exchange.

Ask for the meet-me-room topology, cross-connect non-recurring and monthly recurring charges, provisioning lead times, and the terms that govern carrier choice. Include these charges and dependencies in your comparison: connectivity can affect both ongoing spend and how quickly you can bring services online.

Verify resilience, security and compliance evidence

Ask for evidence that applies to the specific facility and services you plan to buy, rather than relying on a provider-wide statement. Request applicable Tier or equivalent certification evidence, current audit reports, maintenance procedures, physical-access controls, and visitor and shipment procedures. Where relevant to your obligations, ask for current SOC 2, ISO 27001, PCI DSS, HIPAA or FedRAMP reports and check that the report scope names the facility and service.

For resilience, request details of UPS and generator arrangements, cooling redundancy and planned-maintenance procedures. Ask for three to five years of incident history and clarify what information the provider can supply. Equinix describes five physical security layers at its IBX sites; that description is a provider statement, not a substitute for reviewing the controls and evidence applicable to your proposed location.

Power deserves particular scrutiny, but do not treat a historical outage statistic as a forecast for a specific facility. Equinix has cited Uptime Institute outage analysis stating that 43% of significant outages were caused by power-related problems. That is a historical figure from the cited analysis, not a current universal rate or a prediction of a particular provider’s performance.

Read the SLA and contract for what they actually promise

Review the primary service agreement and the service-level agreement (SLA) with legal, finance and technical stakeholders. The operative details are how performance is measured, what is excluded, what remedy is available and whether the remedy is meaningful for your business.

Contract terms to check

  • Availability measurement: Identify the covered service, measurement point, calculation period and process for reporting an incident.
  • Exclusions and maintenance: Check how planned maintenance, customer equipment or actions, and other exclusions affect an SLA claim.
  • Remedies: Read service-credit rules, claim deadlines and any limits on credits. Check whether repeated or chronic outages give you termination rights.
  • Operational response: Compare response times and support scope, including remote-hands availability and charges.
  • Price changes: Identify annual escalators, renewal pricing and how renewal works.
  • Flexibility and exit: Review expansion rights, audit rights, de-installation obligations, migration overlap and any charges that apply when leaving.
  • Delivery commitments: Make sure the ready-for-service date, dependencies and remedies for delay are in enforceable contract language.

For example, Verizon’s U.S. Premium Data Center Colocation SLA says: “AC power is to be available to Customer’s Data Center Colocation cabinet 100% of the time.” That statement is specific to the named SLA; it should not be read as a general guarantee from all providers. For any SLA, assess the surrounding measurement rules, exclusions and remedies alongside the headline commitment.

Compare total cost over the full contract term

There is no reliable public colocation price benchmark that applies across markets. Actual pricing depends on location, contract term, power commitment, rack density, connectivity, construction and required services. Compare proposals using your own requirements and the complete contract term, rather than relying on a generic per-rack figure or base monthly charge.

For a common comparison, calculate total expected term cost divided by usable committed IT kW and the number of contract months. Use the same definition of usable kW and the same term for every proposal. Keep the underlying totals visible so a lower normalized figure does not hide a different scope or a large upfront charge.

Cost item What to include in the comparison
Space and power Cabinet, cage or suite charges; committed power; any overage charges and how usage is measured.
Network Cross-connect setup and recurring charges, plus any other quoted connectivity costs.
Setup and construction Non-recurring charges, including cage construction or other work needed to make the space usable.
Operations Remote hands, monitoring, shipping and staging charges, and any required support costs.
Contract and risk Taxes, insurance requirements, annual escalators, renewal mechanics and exit or de-installation costs.

Ask each provider to show the cost and billing basis for every item, including charges that are optional, usage-based or triggered by installation and exit. A complete comparison should reflect the services and capacity you need throughout the term, not just the initial invoice.

Use a consistent shortlist and decision process

Score each proposal against the same requirements before choosing. A provider that leads on one dimension may be weaker on another, so record evidence and unresolved conditions rather than relying on an overall sales presentation.

  1. Freeze the requirement: Send every provider the same load, density, redundancy, connectivity, compliance, geography and delivery requirements.
  2. Confirm deliverability: Obtain written confirmation of usable power, cooling capability and delivery timing for the specific hall and racks.
  3. Validate connections: Confirm building-level carrier and cloud access, topology, cross-connect costs and provisioning time.
  4. Check controls: Review facility-specific resilience, security and compliance evidence, including report scope.
  5. Compare the contract: Have the relevant stakeholders assess SLA measurement and remedies, maintenance, price changes, expansion and exit provisions.
  6. Normalize the full-term cost: Compare all recurring and non-recurring costs against the same usable capacity and contract period.

Make a decision only after material assumptions are documented: what capacity is available, when it will be ready, what evidence applies to the facility, which charges can change, and what your options are if requirements or service delivery change.
