The figure is the Rockland County Industrial Development Agency’s total project amount—not the same measure as the $435 million benefited project amount or the $9.01 million in exemptions it reported for fiscal 2014.
Where is Bloomberg’s $710 million data center?
The project is at 155 Corporate Drive, Orangeburg, within the Town of Orangetown in Rockland County. Orangeburg is the hamlet and mailing-address reference; Orangetown is the municipality. Data Center Knowledge’s May 2013 report described Bloomberg’s plan at a Russo Development site, and the Rockland County Industrial Development Agency’s later project record identifies the address.
What does the $710 million figure mean?
The IDA’s certified fiscal 2014 annual report, run on April 23, 2015, lists $710 million as the Bloomberg Data Center’s total project amount and $435 million as its benefited project amount. Those are separate fields in the agency’s record. The available reporting does not establish that the two amounts use identical definitions.
In 2013, Data Center Knowledge reported that Bloomberg planned to invest $710 million over 15 years and sought public assistance related to an initial $435 million renovation and equipment investment. That article’s $435 million describes the initial investment; it should not automatically be treated as interchangeable with the IDA’s benefited-project amount.

How much tax assistance did the project receive?
The IDA’s fiscal 2014 report lists $9,014,446.49 in exemptions for that fiscal year. This is a year-specific figure, not a lifetime total. The same report records project approval on September 19, 2013, and an IDA title date of November 25, 2013.
In its certified fiscal 2022 annual report, run March 29, 2023, the IDA lists zero exemptions for that reporting year and identifies 2027 as the planned end year for financial assistance. The zero is specific to fiscal 2022; it does not establish that the project received no assistance in other years or reveal cumulative assistance.

Was the data center built, and when did it open?
Contemporaneous local coverage reported a topping-off ceremony in June 2013 and described the building as 130,000 square feet. It said occupancy was scheduled for the first quarter of 2014. That was a plan, not confirmation of the actual opening date. The public records and news reports cited here do not establish precisely when the facility began operating.
How many jobs did the project create?
The Rockland County Times reported in June 2013 that construction had created 250 jobs and that the project was expected to bring 80 full-time jobs to Rockland County. The 80 was a forecast, not a verified eventual headcount. In the same article, Orangetown Supervisor Andy Stewart called the project “the beginning of what we predict will be a boom in high-tech business for the town”—a contemporaneous prediction, rather than evidence that such a boom followed.

The IDA’s fiscal 2022 report lists 168 current full-time equivalents (FTEs) for the project and says it had more than doubled its estimated job creation. The agency also notes that employment and salary details were confidential. Those disclosures apply to that reporting year; they do not provide a 2026 staffing count or a breakdown of roles and pay.

New York announced in July 2026 a pause of up to one year on environmental permits for new hyperscale data centers. The state announcement concerns new projects; it does not establish that the existing Orangeburg project was affected or that its status changed.
What the public record does not establish
The sources cited here do not give a facility-specific current capacity, energy use, water use, or exact opening date. They also do not establish cumulative tax assistance across the project’s full term. Those figures should not be inferred from the project amount, a single year’s exemption figure, or general data-center industry estimates.
