Former Atos CEO Thierry Breton denied responsibility for the company’s later troubles and said they began in 2021, after he left to become a European Union commissioner. That is Breton’s account, not an established finding about what caused Atos’s decline. A March 4, 2024, report also described critics’ view that acquisition-led expansion left the company with a patchwork of businesses that struggled to adapt.
What Thierry Breton said about Atos
Breton led Atos from 2009 until 2019. Speaking to members of the financial press association in Paris, he said, “I have no responsibility, zero,” according to Bloomberg News reporting republished by Data Center Knowledge on March 4, 2024.
Breton said he had left Atos with no debt and in a good position to benefit from cloud growth. He attributed the company’s problems—including governance setbacks and changes in strategy—to a period beginning in 2021, after his departure. These are claims he made; the report does not independently establish either the company’s condition at his departure or when its difficulties began.
Why the causes were disputed
The March 2024 report also summarized critics’ argument that Atos’s rapid expansion through high-profile acquisitions created a patchwork of businesses that struggled to adapt to changes in IT. It noted that politicians, bankers, and media reports had criticized Breton for contributing to the company’s difficulties.

The report presents competing explanations, not a verdict. It does not establish that Breton, a later executive, or any particular acquisition or strategy decision caused Atos’s decline. Nor does the share-value comparison in the article, by itself, explain the causes.
What the March 2024 figures do—and do not—show
In the March 4, 2024, report, Bloomberg said Breton cited a fall in Atos’s value from €8.2 billion at the end of 2020 to €266 million “today.” The €266 million figure refers to the report’s March 2024 context, and the article does not state a market-data methodology. It should not be read as Atos’s current value or as proof of why the company’s position deteriorated.

The same report described Atos as seeking ways to address billions of euros in debt and said the French Senate was holding closed-door hearings into the company’s deterioration. Those details describe the situation as reported at that time, not a current corporate-status update.

Atos later announced that the Specialized Commercial Court of Nanterre approved its accelerated safeguard plan on October 24, 2024, and that it completed its financial restructuring in December 2024. The company’s October 2024 announcement and December 2024 announcement document those company-reported steps. They update the timeline after the March report but do not independently explain the causes of Atos’s decline.
