The proposal included a new 100,000-square-foot facility and was expected to more than double the company’s local semiconductor workforce. It was a hiring plan reported at the time—not evidence of a current Mitel recruitment drive or proof that the jobs or facility were ultimately delivered.
What Mitel announced in October 2000
Site Selection Online Insider reported that Mitel Semiconductor planned to expand its Ottawa operations by adding 400 high-end engineering positions. The jobs were to be housed in a planned 100,000-square-foot facility, approximately 9,000 square metres. The report said the expansion would more than double Mitel Semiconductor’s Ottawa workforce, describing the intended scale of the plan rather than confirming a final headcount.
The announcement concerned semiconductor engineering at Mitel’s Ottawa operation. “Chip engineers” is a convenient shorthand, but the contemporary report described the positions as high-end engineering jobs.
Why Mitel chose Ottawa
Mitel president and CEO Kirk Mandy said the company chose Ottawa for the skills it needed and its ability to recruit people with those skills: “We decided that Ottawa was the best place for this expansion, given the skill sets we were looking for and our ability to attract those employees.”

The report connected the expansion to demand for high-bandwidth interconnectivity. Mandy characterized the wider industry backdrop as “the beginning of a 10- to 20-year retooling of the global telecom infrastructure.” That was his assessment in 2000, not a current forecast.
What the growth figures meant at the time
Site Selection reported annual growth rates of almost 50 percent for Mitel Semiconductor and revenue rising from US$40 million in 1992 to US$800 million by the time of the 2000 report. These are figures published in that contemporary account; they should not be read as current revenue or growth figures for Mitel.

Was the 400-job expansion completed?
The October 2000 report described plans and projections. It does not verify how many of the 400 positions were eventually filled, whether the proposed facility was completed, or whether it became occupied. The announcement alone cannot establish those outcomes.

Mitel’s later communications business should not be confused with the semiconductor operation described in the 2000 story. A Mitel announcement dated September 15, 2026 describes its current portfolio as communications, collaboration and contact-center solutions, and identifies Jeroen de Witte as EVP of Engineering and Support, based in Ottawa. That announcement does not establish that Mitel currently operates a semiconductor business or has revived the 2000 hiring plan.

Likewise, Ontario’s December 1, 2025 announcement about Marvell described a separate semiconductor research-and-development expansion in Ottawa and York Region. It was not a continuation of Mitel’s 2000 proposal.
