Visa announced the opening of a large data-processing center in the eastern United States on November 16, 2009. The company said it measured 370,000 square feet, included more than 140,000 square feet of raised floor, and could handle more than 10,000 transaction messages per second. The announcement described a historical infrastructure project—not a new 2026 build—and did not name a city. Visa’s 2009 announcement is the source for those figures; they are company-reported claims from that time, not independently verified current specifications.
What Visa announced in 2009
Visa presented the eastern-U.S. facility as part of a multi-year upgrade to VisaNet, its electronic-payment processing network. The company said the investment was intended to increase capacity, reliability and security as electronic payments became more complex.

Visa’s release also said that electronic payments represented 33 percent of global consumer spending. That was historical context supplied by the company, not a measure of this data center’s share of payment activity.
Where is the data center?
The 2009 announcement identifies the site only as being in the “Eastern United States”; it does not give a city or street address. Visa referred in 2021 to its largest data center as being in Virginia. Separately, a secondary facility registry lists a Visa Eastern US Data Center / Operations Center East in Ashburn, Virginia. Those references make Virginia—and Ashburn in the registry—relevant context, but do not conclusively establish that the 2009 opening, the 2021 reference and the registry entry are the same facility.

Visa’s 2021 statement said its largest data center then accounted for more than one-third of the company’s global electricity use. Visa also announced a renewable-energy supply agreement for its Virginia data center for a five-year term. The announcement does not establish the facility’s electricity sourcing after that agreement’s stated term. Visa’s 2021 announcement describes what the company said at that time.
Why Visa built redundant processing capacity
Visa said its North American design used two synchronized, secure data centers, each capable of carrying the company’s entire global payments volume if the other became unavailable. The company also described instant failover and an expected “5-nine” service level. These were Visa’s design and availability claims in 2009; the announcement does not provide independent operational uptime data or guarantee that interruptions cannot occur.

The release said the center was designed to run multiple authorization engines and expand rapidly during peak periods. Visa also reported implementing IBM’s z/TPF operating system as part of the upgrade and described it as a 64-bit system. Those details describe the historical project, not Visa’s current technology stack.
In 2017, Visa said new facilities in Singapore and the UK would complement existing North American processing locations and strengthen redundancy. The company described each of those facilities as 10,000 square feet after the UK site’s retrofit and said it planned to begin processing global transactions there in 2018. That announcement shows the company’s regional footprint expanding at the time; it does not establish today’s network topology or the current capacity of the East Coast center. What the facility’s size and capacity figures mean
The 370,000-square-foot figure describes the reported size of the building, while the more-than-140,000-square-foot figure refers specifically to raised floor. Neither figure alone indicates how much of the facility was occupied by computing equipment or how much processing it handles today.
Likewise, “more than 10,000 transaction messages per second” is the capacity Visa reported for the new center in 2009. It should not be read as a current network-wide transaction rate, a count of completed consumer purchases, or a promise that every second’s actual traffic reaches that level. Visa’s announcement does not provide a present-day throughput figure.

What Visa said about the project
Mike Dreyer, then Visa Inc.’s chief information officer, said: “Few people recognize the critical role VisaNet plays in supporting our extensive brand acceptance, securing our products and facilitating payment innovation.” This was a contemporaneous comment in Visa’s 2009 company release, not independent technical validation.
Mark Anzani, then IBM vice president and chief technology officer for System Z, said: “Visa has raised the standard for future transactions processing by tapping the reliability and security of the new Z10 mainframe and the power of the new z/TPF software to connect an ever-increasing number of merchants, banks and consumers.” This, too, was a company-release statement from 2009.

What is—and is not—established today
- The opening announcement and its size and capacity figures date to November 2009.
- The 2009 release does not identify a city. Virginia appears in Visa’s 2021 statement; Ashburn appears in a later secondary registry record, without conclusive proof that all references identify one facility.
- The redundancy description, instant failover and “5-nine” expectation are Visa’s stated design claims, not independently documented current performance.
- The available announcements do not establish current throughput, network topology, uptime, electricity sourcing or the facility’s present-day technology stack.
