Intel Predicted a Shift to “Scale” Data Centers by 2025. Did It Happen?

Intel’s 2016 forecast described a shift toward rack-level, pooled infrastructure—not data centers as physically large as hyperscalers. Available 2025 evidence from Intel IT does not verify the global forecast.

Intel did not claim that most data centers would become as physically huge as Google’s or Facebook’s. In 2016, Intel executive Jason Waxman forecast that 70–80% of compute, network, and storage would go into facilities using “scale” design principles by 2025. That was a prediction—not a verified result. The available company-specific evidence from 2025 illustrates how scale-oriented infrastructure can work, but it does not establish a worldwide adoption rate.

What did Intel mean by “scale” data centers?

In an April 22, 2016 report, Data Center Knowledge described Intel’s “scale data centers” as facilities built around principles used by web-scale operators such as Google, Microsoft, and Facebook. The distinction was about design and operations, not simply building size. Intel was arguing that more facilities would adopt methods associated with large cloud operators, not that most facilities would match their physical footprint. Data Center Knowledge’s 2016 report quoted Waxman saying that most data centers would be “designed using the same principles, to deliver computing at scale.”

From whole servers to rack-level resources

The architectural shift described in the report was to treat the rack, rather than a complete server, as the basic building block. Instead of buying and managing each server as a self-contained unit, an operator could pool compute, network, and storage resources, provision those pools through cloud systems, and replace individual components as needed. Intel’s rack-scale work was described as involving collaboration with Facebook and the Open Compute Project.

In that model, capacity can be organized around applications and managed across a rack. The practical idea is modularity: resources can be allocated from shared pools, while a failed or outdated component can be swapped without treating the entire server as indivisible.

What exactly did Intel predict for 2025?

Jason Waxman, then Intel’s vice president and general manager of its Cloud Platforms Group, said: “Our projection is between 70 and 80 percent of the compute, network, and storage will be going into what we call scale data centers by 2025.” The statement was reported in 2016. It was Intel’s forecast for where those resources would be deployed, not a claim that 70–80% of data-center buildings would be physically large.

Waxman also estimated at the time that “about 40 percent is already there.” That figure should be read only as his estimate reported in the 2016 article; it was not presented as an independently verified global measurement and is not a current statistic.

Did the world switch to scale data centers by 2025?

The available evidence does not confirm whether the worldwide 70–80% forecast was met. Intel IT’s 2025 white paper describes modernization inside Intel’s own data-center environment, which is useful as a company-specific example but cannot establish a global adoption rate. No independent worldwide measurement is provided by the sources cited here.

Intel IT reported that its network modernization used a leaf-spine architecture and top-of-rack switches. The white paper describes a large internal estate: 55 data-center modules across 15 sites, with 126 MW of total capacity and more than 418,000 servers. It also reports that Intel IT faced annual demand growth of greater than 25% for network capacity. These are figures about Intel IT, not the data-center industry as a whole. Intel IT’s 2025 white paper on software-defined networking and automation says automation reduced provisioning time for entire server racks from nearly eight hours to less than two hours.

Those details show one organization applying automation and network design to operate at scale. They do not prove how common those practices were across other operators, or whether the forecast’s specific 70–80% threshold was reached.

Why the distinction between “scale” and size matters

A data center can adopt scale-oriented principles without resembling a hyperscaler in square footage. The relevant comparison is between operating models:
