The report described proposed steps—not confirmed, enacted policy—and does not establish whether they were later signed or implemented.
What the reported trade agreement covered
Futurism said the agreement was signed on a Tuesday and reported that Commerce Secretary Howard Lutnick announced China would deliver rare earths to the United States while the United States would remove countermeasures. Lutnick was quoted as saying, “they’re going to deliver rare earths to us,” and, “we’ll take down our countermeasures.” Futurism characterized the agreement as one of ten made with trade partners after the administration’s tariffs.
The report did not reproduce the agreement text or establish whether its terms were carried out. Its account of the deal should therefore be treated as a reported summary, not a substitute for the agreement itself. Read Futurism’s June 27, 2025 report.
Which AI actions were expected
Futurism, citing CNBC and anonymous sources, said Trump was on the cusp of signing actions in four areas:

- Use of federal land for data centers.
- An AI action plan.
- Public messaging about competition with China.
The report does not provide the text of any proposed executive action and does not verify that Trump signed or implemented these measures. It also does not establish what changes, if any, followed for data-center permitting, electricity access, or other government decisions.
Why the report linked AI policy to China
The reported rationale was competition with China in artificial intelligence. Futurism also challenged the framing of the issue as an AI arms race. Its article quoted AI industry reporter Garrison Lovely: “Only one superpower has a government commission publicly calling for a militarized race to build superintelligent AI, and it’s not China.” That is Lovely’s argument, not an independently verified finding established by the report; the excerpt does not name the commission or supply evidence sufficient to check the comparison.

The timing places the reported AI proposals alongside the trade announcement, but the report does not establish that the rare-earth agreement caused the proposed AI actions.

Futurism’s June 27 account is a single secondary news report. It does not include the trade agreement, the underlying CNBC report, proposed action texts, or later evidence of implementation. It therefore establishes neither the exact terms or fulfillment of the deal nor the final status of the anticipated AI measures.
