Oracle Added Five Cloud Regions in 2020: Where They Are and What’s Live Now

Oracle’s 2020 expansion added regions in Jeddah, Melbourne, Osaka, Montreal, and Amsterdam. Oracle’s current directory lists all five as live.

Oracle’s February 2020 announcement added five Generation 2 public cloud regions: Jeddah, Saudi Arabia; Melbourne, Australia; Osaka, Japan; Montreal, Canada; and Amsterdam, Netherlands. Oracle said they were open for business in its Cloud Console, bringing its total at the time to 21 fully independent locations. Oracle’s current directory lists all five locations as live, although it uses updated region names.

Which five locations did Oracle add?

The headline “Oracle Adds Data Centers in Five New Countries to Its Cloud Platform” described an expansion of Oracle Cloud Infrastructure (OCI), but the more precise term is five new cloud regions—not five physical data-center products or five entirely new national markets.

Oracle’s February 2020 blog said the five regions were available in the Oracle Cloud Console. Oracle’s public cloud region directory, checked September 30, 2026, lists each as live. The directory’s current names and status are vendor-maintained and can change.

Why did Oracle expand its regional footprint?

Oracle presented the expansion as a response to enterprise demand for cloud capacity closer to users and for separate regions that could support disaster-recovery planning. Andrew Reichman, then an Oracle senior director of product management for OCI, said: “Customers have told us that to run critical systems of record in the cloud, they need to run workloads across fully independent cloud regions for disaster recovery purposes.” This describes Oracle’s stated rationale; it is not a measured claim about recovery outcomes or service availability.

Data residency was another stated consideration. Organizations may need data to remain within a country or jurisdiction, and some may want separate regional locations within that boundary. Oracle described Osaka, Melbourne, Montreal, and Amsterdam as second sites in their country or jurisdiction context; it specifically characterized Amsterdam as a second EU site paired with Frankfurt. That helps explain why “five new regions” is more accurate than saying Oracle entered five wholly new national markets.

Oracle also said it had automated steps in its region-building process to support expansion while maintaining consistency. That is Oracle’s description of its own process, not independent verification of the speed or quality of construction.

What did the announcement mean for Oracle’s footprint?

With the five additions, Oracle said its Generation 2 Cloud had reached 21 fully independent locations. The contemporary Data Center Knowledge report also described Oracle’s target of 36 regions by the end of 2020. That 36-region number was a projection made in 2020, not a current count or forecast.

Oracle’s directory currently describes its public cloud footprint as 50+ regions across 28 countries. Those figures reflect the directory checked September 30, 2026 and may change as Oracle updates its footprint.

How should customers interpret the regional list?

A listed region identifies a geographic location in Oracle’s cloud footprint; it does not, by itself, establish that every OCI service is available there, that a particular workload will meet a latency target, or that a deployment satisfies a regulatory requirement. Those questions depend on the service, architecture, and applicable rules. The cited announcement and directory do not provide independent latency measurements, compliance determinations, or customer outcome data.

For a deployment decision, verify the required OCI service and features in the intended region, then assess whether the region pair and data placement meet the organization’s recovery and residency needs. Oracle’s 2020 statement about a plan to provide at least two regions in almost every country where it operated should be read as a historical plan, not a present guarantee for every country or service.
