Mongolia Wants Data Centers: What’s Planned and What Exists

Mongolia has announced a green data center initiative, but it is distinct from the operating National Data Center, a Kharkhorum feasibility proposal and a separate expansion procurement.

Mongolia is pursuing several different data center projects, but they are at different stages. The government announced a renewable-powered green data center initiative in August 2026; a separate proposal in Kharkhorum was still under feasibility discussion in March; and the National Data Center already operates government systems. None of the available announcements confirms that the new green facility is under construction.

What Mongolia’s green data center initiative proposes

On August 26, 2026, Prime Minister N. Uchral introduced an energy-efficient data center initiative powered by renewable energy. The government says it is part of the country’s 2026–2030 development direction and government program. Its stated purpose goes beyond storing data: officials envision a platform for decision support that combines environmental information, remote sensing, satellite data, geospatial systems and artificial intelligence. Officials cite Mongolia’s cool, dry climate, solar and wind resources, and position between major markets as potential advantages. Those are the government’s stated rationale, not proof that suitable power is available at a particular site or that the project is economically viable.

Key project details have not been announced

The announcement does not specify a site, capacity, power demand, budget, financing, operator, delivery partners or construction schedule. It establishes policy intent, not a confirmed build or operating facility.

What is already operating—and what is being procured

The National Data Center says it keeps government information systems, national digital platforms, information exchange, authentication and access systems operating. Its stated development priorities include cloud computing, big data, AI, high-performance computing and green data center infrastructure, to be developed in phases. These existing government services should not be confused with the newly announced national green initiative.

The Smart Government II procurement notice was a separate route to expanding national infrastructure. It sought proposals for National Data Center expansion and a state big data repository, but its July 28, 2026 deadline has passed. The notice itself does not say whether a contract was awarded or work completed; an outcome should be checked in the procurement record before claiming either.

A World Bank project document describes planned energy-efficiency improvements to cooling and power systems at the National Data Center and Disaster Recovery Center. That work is context for improving existing government facilities and developing a green data center framework; it is not confirmation that the new initiative has been built. What the Kharkhorum proposal and private-sector MoU mean

Kharkhorum City Administration reported that officials met on March 4, 2026 to consider a data center developed through a public–private partnership. Participants included the city governor, a deputy minister for digital development, foreign-investor representatives and officials from the energy and economy ministries. The discussion covered feasibility, technical solutions, regulation, reliable power and investment structure. Reported next steps included forming a joint working group, preparing necessary decisions and legal documents, and considering phased implementation. The account describes a proposal under consideration, not an approved, financed or building project. (Kharkhorum City Administration, March 6, 2026)

Separately, ICT Group announced on September 2, 2026 that it had signed a memorandum of understanding with the digital development ministry. The stated areas of cooperation included public–private partnerships, data circulation, AI products and services, and a high-performance computing center. An MoU records cooperation intent; the announcement does not establish completed infrastructure or project financing. (ICT Group JSC, September 2, 2026)

How the data center plans fit Mongolia’s AI strategy

A September 2025 Cabinet Secretariat account described a draft National Strategy for Big Data and Artificial Intelligence containing 66 measures, organized through 13 methods and four objectives. The objectives included building an AI ecosystem, applying AI in areas such as health, education and agriculture, improving government services, and creating a legal and regulatory environment intended to attract international data centers. The account said the draft strategy’s measures were to be integrated into the draft 2026–2030 plan; it does not establish that every measure became law or has been implemented. Will Mongolia build a data center?

The clearest answer is that Mongolia has announced a national green data center initiative and is considering other projects, but the available official accounts do not confirm construction of that new facility. The country already operates a National Data Center, and a separate expansion procurement was advertised. The Kharkhorum proposal remained at feasibility and partnership-discussion stage in the city’s March 2026 account.

For the green initiative, the unanswered practical questions include where it would be built, how much capacity it would have, how power would be secured, how it would be financed and when construction might begin. Mongolia’s stated climate and renewable-resource advantages explain the rationale officials offer; without project particulars, they cannot establish the facility’s costs, power availability or delivery.
