When to Choose Colocation Over a Private Data Center

Colocation lets an organization keep its IT hardware while renting facility infrastructure. A private data center offers direct control but brings facility costs and operational responsibilities.

Choose colocation when your organization wants to own and operate its servers but would rather rent data-center space and facility services than build and run the facility. Consider a private data center when direct control or customization is valuable enough to justify the building, equipment, staffing, and ongoing operations. Neither option is automatically cheaper or more secure: the right choice depends on workload requirements, whole-life costs, operational capacity, contract terms, and jurisdiction.

What colocation and a private data center mean

Colocation

In colocation, a business generally supplies its own servers, storage, and networking equipment, while renting space and facility infrastructure such as power and cooling. Providers typically also supply the building, internet connectivity, and physical security, but the precise division of responsibilities varies. Check the service contract rather than relying on the label “colocation.” Tennessee’s data-center definitions and ENERGY STAR’s colocation guidance describe the general model.

Private enterprise data center

A private enterprise data center is owned and operated by one organization. It can provide more direct control over facility security and customization, but the organization also takes responsibility for the facility’s requirements, costs, and operations. Tennessee’s definitions describe this distinction; the specific obligations depend on the facility and location.

When colocation is worth considering

  • You want to keep ownership of your IT equipment but have a business case for renting the space and facility services that support it.
  • You need to evaluate a provider’s facility capabilities, including power density, cooling, redundancy, uptime commitments, physical security, expansion capacity, and energy efficiency.
  • You would rather not own and operate the building infrastructure. Colocation shifts some facility responsibilities to the provider, but it does not remove the need to manage your hardware, applications, security responsibilities, or contract boundaries.
  • Your comparison accounts for the full lifecycle. Include capital, maintenance, management, operating, migration, and exit costs where they apply—not just rent or construction. When a private data center may fit better

A private facility deserves consideration when direct control or customization has a clear operational or business value, and your organization can fund and operate the facility over its useful life. That means being able to provide the required power, cooling, physical security, resilience, and capacity—not simply preferring ownership in principle. There is no general workload size or cost threshold that establishes when building becomes preferable.

Ownership also does not guarantee better security or availability by itself. Those outcomes depend on the controls, staffing, design, maintenance, and recovery arrangements actually in place. Compare the facility against the needs of the workload, not against assumptions attached to the word “private.”

Compare the options on the same basis

Decision area Questions to answer
Whole-life cost What are the capital, maintenance, management, operating, and exit costs over the expected period? Include facility costs, staffing, power, cooling, migration, and contract costs where relevant. Capacity and flexibility Can the facility meet current and forecast needs for power density, cooling, space, and expansion? Confirm what capacity is reserved and how it can change. ENERGY STAR’s selection guidance.
Resilience and security Assess power and cooling redundancy, contractual uptime commitments, physical security, recovery needs, and controls for the specific workload. A facility commitment is not proof that an application will be available: application architecture and operations matter too. ENERGY STAR and UK hosting guidance.
Energy and sustainability Ask how facility efficiency is measured, which period the data covers, what renewable-energy options are available, and whether the tenant can influence efficiency. ENERGY STAR.
Location and regulation Check the actual jurisdiction, siting constraints, utility and water conditions, cooling approach, backup power, and environmental obligations. Requirements depend on location and project facts. Tennessee’s environmental guidance illustrates how responsibilities can be distributed across agencies.

Model cost and energy instead of assuming a winner

A useful comparison uses the same planning period and workload assumptions for both choices. Account for construction or fit-out, equipment, staffing, maintenance, utilities, provider charges, migration, and exit obligations as applicable. Then test how the result changes if demand grows, power prices change, or capacity sits unused. The available guidance supports whole-life evaluation, but it does not establish a universal price break-even point between colocation and private ownership.

Colocation charges do not follow one universal formula. ENERGY STAR notes that leases may combine physical space and required power capacity; some facilities increasingly bill measured energy use and add overhead for cooling and power delivery. Utility rules can affect sub-metering. Confirm the provider’s billing basis, measurement method, included services, and any variable charges in the contract. Power usage effectiveness (PUE) compares total data-center facility energy with the energy delivered to IT equipment; a value closer to 1 indicates better facility efficiency. ENERGY STAR cites a historical average reported PUE of 1.7 from Uptime Institute in 2014. That is not a current industry average. Check compliance in the actual jurisdiction

There is no blanket compliance answer without knowing the location, industry, data classification, facility arrangement, and workload. As one jurisdiction-specific example, Tennessee guidance identifies factors such as construction footprint, water source, wastewater management, cooling technology, backup-power equipment, fuel storage, waste, and potential effects on state waters. It also notes that siting and oversight may involve multiple agencies and other authorities. These are Tennessee considerations, not a global checklist. For UK public-sector organizations, the Cloud First policy says to default to public cloud where possible and document the business case and value for money when choosing another solution; it also recognizes community, hybrid, or private models in specific circumstances. This is UK public-sector policy, not general commercial advice. Read the policy.

A practical decision sequence

  1. Define the workload. Record required capacity, power density, cooling, availability, recovery, security, and growth needs.
  2. Set the service boundary. List what your team will own and operate, and what a colocation provider would supply. Verify those responsibilities in each proposed contract.
  3. Build comparable lifecycle estimates. Use the same timeframe and demand assumptions; include operating and exit costs, not only upfront investment or recurring rent.
  4. Evaluate facilities and contracts. Compare measured capacity, redundancy, security, uptime terms, energy data, billing rules, and expansion flexibility.
  5. Validate location-specific obligations. Check applicable environmental, utility, siting, industry, and data-handling requirements with the relevant authorities and advisers.
  6. Choose based on the business case. Favor colocation if renting facility services while retaining hardware control best meets the requirements and lifecycle economics. Favor a private facility only when the value of direct control or customization justifies the investment and operating responsibility.
