A Scrum Master helps a Scrum Team use Scrum effectively and continuously improve how it creates value. The person is accountable for establishing Scrum as defined in the Scrum Guide and helping the team become more effective—not for acting as the team’s boss, assigning every task, or guaranteeing a delivery date.
Current Scrum terminology describes Scrum Master, Product Owner and Developers as accountabilities, not necessarily permanent job titles. One employee may perform the Scrum Master accountability full time, part time or alongside another accountability, although conflicting responsibilities can make that difficult. Scrum.org explains the distinction between accountability, responsibility and roles.
What is Scrum?
Scrum is a framework for complex work. A Scrum Team works in short, repeated cycles called Sprints, inspects what it has learned and adapts its plans. Each Sprint should produce a usable Increment that meets the team’s Definition of Done.
A Scrum Team contains one Product Owner, one Scrum Master and Developers. It is intended to be cross-functional and self-managing, without internal sub-teams or hierarchy; Scrum.org describes a typical team as 10 or fewer people (Scrum Team guidance).

- Product Goal: the longer-term objective for the product.
- Sprint: a fixed-length cycle in which work is planned, completed and inspected.
- Increment: a usable, integrated step toward the Product Goal.
- Definition of Done: the shared quality standard an Increment must meet.
- Scrum events: Sprint Planning, Daily Scrum, Sprint Review and Sprint Retrospective, within the Sprint.
These practices rely on empiricism: transparency makes work visible, inspection examines progress and quality, and adaptation changes the plan or process when evidence shows that change is needed.
What is a Scrum Master accountable for?
The central accountability is to establish Scrum as defined in the Scrum Guide and help the Scrum Team become more effective. That includes teaching Scrum theory and practice, coaching people to apply it appropriately, facilitating useful inspection and adaptation, and addressing organizational conditions that make effective Scrum difficult. It is much broader than putting meetings on calendars.
How does a Scrum Master serve the Scrum Team?
Coach self-management and cross-functionality
The Scrum Master helps Developers and the wider team make decisions close to the work, collaborate across skills and focus on valuable, Done Increments. They may coach the team to clarify its Definition of Done, improve conflict resolution, inspect progress toward the Sprint Goal and adapt the Sprint Backlog. The objective is greater capability and independence, not dependence on the Scrum Master.
Cause impediments to be removed
An impediment is anything that blocks or slows progress. Examples include a broken deployment pipeline, delayed system access, unclear product decisions, excessive approvals, dependencies on another team, constant unplanned work, missing skills or policies that prevent short feedback cycles.
The Scrum Master does not have to fix every issue personally. They may coach the team to solve it, connect the team with someone who can act, facilitate a decision, escalate a dependency or help change a policy. Scrum.org describes this service in its Scrum Master overview.
Enable continuous improvement
The Sprint Retrospective should lead to learning and experiments, not merely a happiness poll. Useful improvements might reduce work in progress, clarify backlog items, raise technical quality, address a recurring blocker or make a Sprint Review more useful to stakeholders. The team can test a change in the next Sprint and inspect its effect.
What does a Scrum Master do during Scrum events?
The Scrum Master is accountable for ensuring events occur and remain positive, productive and within their timeboxes. That does not mean the Scrum Master must personally run every event or control every conversation.

Sprint Planning
- Help the team understand the event’s purpose.
- Coach the Product Owner and Developers toward a useful Sprint Goal.
- Encourage realistic forecasting rather than externally imposed task assignments.
- Surface dependencies and impediments that could affect the Sprint.
Daily Scrum
The Daily Scrum is for Developers to inspect progress toward the Sprint Goal and adapt their plan. The Scrum Master may coach the team on that purpose, but should not turn it into a daily management status report. Developers decide the format that best supports inspection and adaptation.
Sprint Review
The Scrum Master can help create a collaborative review, involve relevant stakeholders and ensure feedback informs future Product Backlog decisions. A review is more than a one-way demonstration.
Sprint Retrospective
The Scrum Master creates conditions for honest discussion, chooses facilitation techniques suited to the team, surfaces systemic problems and helps the team select a small number of actionable improvements without turning the event into blame.
Backlog support
The Scrum Master may help the Product Owner and Developers improve Product Goal clarity, backlog management techniques, item clarity, empirical planning and stakeholder collaboration. The Product Owner—not the Scrum Master—owns Product Backlog accountability.
How does the Scrum Master serve the Product Owner?
The Scrum Master coaches the Product Owner on defining and communicating the Product Goal, managing a transparent and understandable Product Backlog, planning empirically, collaborating with stakeholders and communicating priorities. This does not make the Scrum Master a deputy Product Owner, business analyst or owner of product value. Scrum.org’s service guidance describes support to the Product Owner as one of three service areas.

How does the Scrum Master serve the organization?
The accountability extends beyond the immediate team. A Scrum Master may teach employees and stakeholders how Scrum works, coach leaders on empirical approaches to complex work, expose how policies and structures affect delivery, remove barriers between stakeholders and teams, and help leaders stop bypassing the Product Owner.
They also help distinguish genuine Scrum from a calendar of meetings. If leadership demands individual utilization targets, bypasses product decisions or forbids adaptation, the Scrum Master helps make those conflicts visible and works with the organization to address them. The purpose is to improve the conditions in which teams create value, not to enforce rituals for their own sake.

What does a Scrum Master do day to day?
Scrum defines accountabilities, not a fixed daily checklist. Work changes with team maturity and organizational complexity.
- Observe interactions and coach an individual, pair or whole team.
- Prepare or facilitate a workshop, planning conversation or retrospective.
- Help resolve conflict and improve collaboration.
- Investigate a recurring impediment and connect the team with its owner.
- Support Product Backlog conversations without taking product accountability.
- Work with stakeholders and leaders who need to understand Scrum.
- Examine patterns in quality, flow, communication and decision-making.
- Support experiments selected in a retrospective.
- Improve personal coaching, teaching and facilitation practice.
A new or struggling team may need more education and hands-on facilitation. A mature team may need less event support and more organizational coaching. The Scrum Master should become less central as the team becomes more capable.

Scrum Master versus project manager
The titles overlap in some organizations, but the accountabilities differ. Project-management work does not disappear in an Agile environment; it may be distributed among the Product Owner, Scrum Master, Developers and organizational leaders.

Scrum Master versus team lead or engineering manager
- A team lead may provide technical direction.
- An engineering manager may handle hiring, staffing, performance reviews and career development.
- A Scrum Master focuses on Scrum, coaching, facilitation, impediments, team effectiveness and organizational adoption.
One person may hold multiple titles, but neutrality can be difficult when the same person evaluates employees, assigns work, controls promotions and is expected to facilitate conflict.

How technical should they be?
Technical literacy can help a Scrum Master understand architecture, quality risks and delivery constraints. The required depth depends on the product and team. Scrum does not require the Scrum Master to be a developer or technical decision-maker, and technical expertise alone does not demonstrate coaching ability.

How does a Scrum Master contribute to project success?
A capable Scrum Master can improve the conditions for success through a chain of practical effects:
- People understand Scrum’s purposes rather than merely attending its events.
- Inspection and adaptation become more useful.
- Risks, quality problems and impediments become visible earlier.
- The Product Owner, Developers and stakeholders make better-informed decisions.
- The team creates valuable, Done Increments more consistently.
This is not a guarantee. Product decisions, technical quality, stakeholder behavior, organizational design, market conditions and the team’s own capabilities also affect outcomes.

Do not judge the accountability solely by meeting attendance, rising velocity, busyness, happiness scores or whether the Scrum Master personally solves every problem. More useful evidence includes:

Velocity is a planning aid for a team, not a universal measure of individual productivity or business value.
When is the position poorly designed?
The accountability is likely misdesigned when the Scrum Master is judged only on delivery dates, expected to pressure Developers, given responsibility without access to decision-makers, used as a traditional project coordinator, made administrator of every tool and meeting, or assigned to more teams than can realistically be coached.
Scrum does not prescribe a universal staffing ratio. One Scrum Master may support several teams when maturity, complexity, shared products and impediment load make that feasible. A part-time arrangement can work for a mature team with explicit accountability and sufficient time; it is risky when the person also carries a full development, management or administrative workload.
A Developer can also take the Scrum Master accountability, but conflicts may arise if technical seniority dominates decisions, personal technical work takes priority, or the person must facilitate a conflict in which they are directly involved. Scrum does not categorically prohibit multiple accountabilities, while acknowledging that embodying all the necessary skills in one person can be difficult (Scrum.org).

Remote and distributed Scrum teams
- Keep Product Backlog, Sprint Goal, decisions and impediments visible and accessible.
- Use asynchronous preparation so meetings are not consumed by status updates.
- Protect time-zone fairness and rotate inconvenient meeting times.
- Watch for silent disagreement, unequal participation and communication gaps.
- Use tools as evidence of work, not as a substitute for conversation.
- Rotate facilitation when that helps the team build capability.
Do you need certification to become a Scrum Master?
Scrum does not require a particular certification. Employers vary: some request one, while practical coaching, facilitation and team experience often matter more than a certificate alone. Certification demonstrates knowledge of a framework or assessment standard; it does not prove that someone can resolve conflict, coach a dysfunctional team or influence senior leaders.
Self-study
Start with the Scrum Guide and free Scrum.org Open Assessments. This is the lowest-cost route and lets you test understanding before paying for an assessment or class.
Professional Scrum Master I (PSM I)
Scrum.org’s assessment-based PSM I page lists $200 USD per attempt, 80 questions, a 60-minute limit and an 85% passing score. The certification is lifetime, with no annual renewal fee. Scrum.org says attendance at a Scrum.org class is not required. Details: PSM I certification.
Certified ScrumMaster (CSM)
Scrum Alliance requires attendance at a course followed by an online test. Its public page displays a $250–$2,495 USD course range based on publicly available prices from October 2023, so treat it as a historical reference rather than a verified October 2026 quote. Foundational certifications such as CSM currently list renewal every two years with a $100 fee and 20 SEUs: CSM details and renewal information.

What tools does a Scrum Master need?
No software creates Scrum. Teams may use a backlog and Sprint board, documentation, retrospective tools, collaboration platforms or metrics dashboards, but the choice should follow workflow and organizational needs.
- Jira: useful for detailed issue, workflow and reporting configuration, especially where an organization already uses Atlassian. Pricing varies by product, edition, seats, billing term and policy; see Atlassian’s official pricing and Jira Product Discovery pricing.
- monday.com: a visual, configurable work-management option for teams wanting broader business-process functionality. Organizations with more than 40 users can request a quote; see official pricing and its Scrum-related guide.
Choose based on transparency, integrations, reporting, administration and existing systems—not because Scrum requires a particular vendor.
Final takeaway
The Scrum Master is accountable for the effectiveness of Scrum, not for controlling the team. Their success is measured by whether the team and organization become better at creating value, learning, inspecting results and removing the barriers that make complex work harder.
