Verizon asked the FCC to end its 60-day phone-unlocking rule and won. Here is how the 2026 postpaid payoff policy and prepaid 365-day requirement affect switching carriers.

Yes. Verizon formally asked the Federal Communications Commission in May 2025 to waive the requirement that eligible phones automatically unlock after 60 days. The FCC granted that waiver on January 13, 2026. Verizon then replaced the old rule with separate policies: postpaid phones generally unlock when bought outright or paid off, while many prepaid devices require 365 paid, active service days.

That change can make switching more expensive and slower, especially if you bought a discounted phone, still receive promotional bill credits, or use a Verizon-owned prepaid brand. The original “losing tons of customers” wording was a headline characterization, not a published Verizon customer metric.

What Verizon asked the FCC to change

Verizon petitioned the FCC for a waiver from automatic unlocking obligations tied to conditions from its 2008 acquisition of 700 MHz spectrum and its 2021 TracFone acquisition. The 60-day rule required Verizon to unlock a device automatically after 60 days, even when the customer had not finished paying for it, subject to lost, stolen, or fraud-related exceptions.

Verizon argued that the obligation:

  • made subsidized phones easier to traffic or export before Verizon recovered its subsidy;
  • increased fraud and device-related losses;
  • made it harder to offer low upfront prices and handset promotions;
  • put Verizon at a competitive disadvantage because comparable carriers did not face the identical condition; and
  • was outdated because modern sales use financing, trade-ins, and long promotional-credit periods.

The filing did not specify a replacement lock period. Verizon referred instead to an industry approach of six months or longer. Droid Life reported the original request, while Light Reading summarized Verizon’s filing.

Verizon told the FCC that fraud and device trafficking cost it hundreds of millions of dollars annually, according to Light Reading’s account. Claims about criminal networks should be understood as Verizon’s submission and the FCC’s stated concerns, not as an independently established loss study.

What “locked” and “unlocked” mean

A locked phone is software-restricted to its selling carrier. An unlocked phone can be activated with another compatible carrier, but unlocking does not guarantee coverage or every feature. The destination carrier still has to support the phone’s model, LTE and 5G bands, VoLTE, SIM or eSIM configuration, and IMEI status.

  • Unlocking does not erase the phone, cancel service, or cancel a financing balance.
  • A phone can be unlocked while money is still owed under the former 60-day rule.
  • An unlocked device can remain unusable if its IMEI is blacklisted for theft, fraud, or nonpayment.

What the FCC did in January 2026

On January 13, 2026, the FCC granted Verizon’s waiver, removing the special mandatory 60-day automatic-unlock requirement. Post-waiver reporting said the agency viewed a more uniform carrier approach as a way to reduce incentives for criminals to target Verizon devices and to address Verizon’s competitive concerns. Consumer advocates and technology coverage disputed whether longer locks benefit customers.

The FCC’s March 12, 2025 “Delete, Delete, Delete” notice provided regulatory context by seeking comments on rules that might impose unnecessary burdens. It invited arguments about costs, competition, marketplace changes, and outdated requirements; it was not itself Verizon’s waiver decision. Verizon’s reported current unlocking rules

The practical answer depends on whether the device is postpaid or prepaid, when it was purchased, and how any balance was paid. Verizon’s live policy should control if it differs from news reports: Verizon’s device-unlocking policy.

Postpaid phones

Under the January 27, 2026 policy reported by Droid Life, a phone purchased directly from Verizon is initially locked. Verizon automatically unlocks it when bought at full retail price or after the device-financing balance is paid in full. A device reported lost or stolen is not unlocked until that report is cleared, and Verizon says it will not relock a phone after it has been unlocked.

A February report described an additional potential 35-day delay when a postpaid balance is paid online, in the My Verizon app, or in certain gift-card transactions. Verizon said the delay is intended to prevent fraud. The report said an in-person payoff at a corporate-owned Verizon store with an accepted secure payment type is treated differently. Because this is operational policy that may change, confirm the current wording before relying on a specific payment method. See the January policy report and February report.

Prepaid phones

Reported policies for Verizon-owned prepaid brands—including Visible, Total Wireless, Tracfone, and Straight Talk—generally require 365 paid and active service days before unlocking for devices purchased on or after January 20, 2026. A service interruption pauses progress. The device must not be reported lost or stolen and must not show fraud indicators.

Brand procedures are not identical. Some policy versions require a customer request, while later Verizon wording described automatic removal of the lock after 365 days. Check the applicable brand page, such as Total Wireless/Tracfone policy information and Visible’s policy, rather than assuming one rule covers every prepaid label. The 365-day change was reported January 20, 2026.

Why “paid off” is not a universal answer

For postpaid service, paying the device balance in full is generally the unlocking trigger under the new policy. For prepaid service, the decisive condition is usually 365 paid, active service days. A prepaid phone can therefore be fully paid for and still locked.

Financing and unlocking are separate from promotional credits. If a three-year promotion credits part of the phone cost each month, leaving Verizon can stop the remaining credits or make an unpaid promotional balance due. Unlocking does not preserve those credits.

How the change affects switching carriers

Longer locks raise the practical cost of leaving. A customer who needs to switch before eligibility may have to buy another phone, keep paying Verizon, or forfeit promotional credits. This matters to smaller carriers and MVNOs that rely on customers bringing compatible devices.

Verizon’s position is that locks protect subsidies and deter trafficking. Critics respond that a 365-day prepaid lock and payoff-based postpaid rule reduce resale value, make used-phone purchases riskier, and weaken competition by creating a device-based exit barrier. The available reporting does not prove that unlocking rules caused Verizon’s subscriber results; “losing tons of customers” does not identify whether the metric was churn, postpaid phone net adds, retail connections, or total wireless subscribers.

Check these points before buying or switching

  1. Identify the service type. Confirm whether the offer is Verizon postpaid or a specific prepaid brand.
  2. Check the purchase date. Prepaid rules may depend on whether the device was bought before or after January 20, 2026.
  3. Ask when it unlocks. Get the trigger in writing: full payment, 365 paid days, or another brand-specific condition.
  4. Check the payment method. Online, app, or gift-card payoff may be subject to the reported 35-day postpaid delay.
  5. Read promotion terms. Determine whether leaving ends bill credits or makes a remaining balance payable.
  6. Verify status and IMEI. Confirm the phone is not lost, stolen, fraud-flagged, or blacklisted.
  7. Check destination compatibility. Verify the exact model, LTE and 5G bands, VoLTE, eSIM/SIM support, and the new carrier’s IMEI checker.
  8. Keep documentation. Save the receipt, payoff confirmation, IMEI, and seller’s written unlock statement.

Common mistakes

  • Expecting an immediate unlock after paying a balance.
  • Assuming a paid-off prepaid phone qualifies without 365 service days.
  • Switching before checking compatibility.
  • Buying a “free” phone without understanding bill-credit conditions.
  • Assuming Visible, Total Wireless, Tracfone, and Straight Talk have identical procedures.
  • Trusting a marketplace seller’s “paid off” claim without an IMEI check and return rights.
  • Relying on January or February 2026 reports without reviewing Verizon’s current policy page.

When an unlocked phone is the safer choice

If you may switch within the next year, travel frequently, resell the device, or want maximum carrier choice, buy a factory-unlocked phone directly from a manufacturer or reputable retailer. Confirm network compatibility and the return policy. A carrier-discounted phone can cost less upfront but may impose a lock, financing obligation, service-day requirement, or forfeited credits that outweigh the discount.

Official starting points include Apple, Google Store, and Samsung. Compare the device’s total cost, warranty, financing terms, and unlock status—not just the advertised monthly payment.

Bottom line

Verizon really did ask the FCC in 2025 to end its unusually short 60-day unlocking obligation, and the FCC granted that request in January 2026. Verizon’s replacement is more restrictive in important cases: postpaid customers generally need to buy the phone outright or pay it off, while many prepaid customers now need 365 paid, active days. Before accepting a discount, verify the exact brand policy, unlock timing, payment-delay rules, promotional-credit consequences, and compatibility with the carrier you may use next.
