Global Cybersecurity Spending Is Set to Rise 12% in 2025—Here Are the Industries Ramping Up Investment

IDC expects worldwide security spending to grow 12.2% in 2025. Here is what the forecast measures, which industries spend the most, which are growing fastest, and how buyers should evaluate the increase.

IDC forecasts worldwide security spending to grow 12.2% year over year in 2025. The estimate is credible when attributed to IDC’s Worldwide Security Spending Guide, but it is not a universal market total. Gartner’s later forecast used a different scope and put 2025 worldwide end-user information-security spending at $213 billion, up from $193 billion in 2024—about 10.4% growth.

That distinction matters for executives and investors. The sectors spending the most dollars are not necessarily those growing fastest, and a larger security budget does not automatically produce better protection.

What the 12% cybersecurity-spending forecast measures

IDC’s 12.2% figure is a forecast of worldwide security spending for 2025. The reported market encompasses security products and services rather than a single software category. Depending on the market model, that can include security software, hardware, managed and professional services, identity and access management, cloud and endpoint security, network and data protection, security operations, and incident response.

The figure should be read as forecast spending, not audited final 2025 results. It also should not be confused with vendor revenue or with a measure of how much protection organizations gained. Analyst firms can classify cloud, consulting, fraud, privacy, resilience, and IT operations costs differently; inflation, currency movements, price increases, and budget reclassification can affect nominal growth.

IDC’s forecast and Gartner’s information-security forecasts are therefore not directly interchangeable. Gartner’s July 29, 2025 update estimated $213 billion in worldwide end-user spending, compared with its August 2024 estimate of $212 billion and 15.1% growth. Gartner’s later estimate implied approximately 10.4% growth, while a Gartner analysis excluding services put growth at roughly 12%.

Industries with the largest security-spending pools

IDC identified banking, federal and central government, telecommunications, capital markets, and healthcare providers as the largest industry spenders. “Largest” generally means the greatest absolute dollar totals—not the highest percentage increase.

Banking

Banks protect payment systems, deposits, trading and lending platforms, customer identities, and high-value financial data. Their programs must also address fraud, account takeover, ransomware, supply-chain exposure, third-party providers, and operational-resilience reporting. Legacy core systems often run alongside cloud and application modernization, creating demand for privileged-access management, identity governance, transaction monitoring, fraud prevention, endpoint controls, and security operations.

Budget growth varies by country, institution size, regulatory exposure, and modernization program. A global bank and a small regional institution should not be expected to increase spending at the same rate.

Federal and central government

Government agencies operate critical services and hold sensitive citizen, defense, tax, and infrastructure data. Spending commonly supports identity modernization, secure remote access, network monitoring, vulnerability management, incident response, resilience, and protection of suppliers and contractors. Procurement cycles and national-security requirements can make government spending patterns differ from commercial sectors.

Telecommunications

Telecom operators secure nationwide networks, subscriber identities, billing systems, cloud platforms, and internet-facing infrastructure. They face abuse of privileged access, distributed denial-of-service attacks, fraud, supply-chain risk, and pressure to protect both legacy and 5G-era environments. Network detection, identity security, DDoS protection, zero-trust access, and managed operations are common investment areas.

Capital markets

Brokerages, exchanges, asset managers, and market-infrastructure firms combine concentrated financial value with algorithmic trading, low-latency systems, cloud adoption, and extensive third-party connectivity. The resulting attack surface helps explain why capital markets are both a major spending category and IDC’s fastest-growing sector.

Healthcare providers

Hospitals and provider networks must keep clinical systems available while protecting health information, connected medical devices, and billing operations. Ransomware and supply-chain incidents can affect patient care, so spending often covers segmentation, endpoint and identity controls, vulnerability remediation, immutable backup, disaster recovery, and incident-response readiness. Healthcare providers are a distinct category from life-sciences companies.

The fastest-growing industries in IDC’s forecast

IDC-reported growth rates put three sectors at the top:

These percentages are IDC estimates for industry categories, not a prediction that every company in each sector will grow its budget by the same amount. A smaller life-sciences firm can post faster percentage growth than a large bank while spending far fewer dollars.

Why organizations are increasing security budgets

Escalating and more targeted threats

Ransomware, state-linked campaigns, identity attacks, cloud misconfiguration, supply-chain compromise, and personalized social engineering are pushing organizations to improve prevention, detection, response, and recovery. Threat activity is only one budget input: regulation, insurance requirements, technology change, and business priorities also influence spending.

Generative AI on both sides of the attack

Attackers can use AI to scale phishing, reconnaissance, vulnerability discovery, social engineering, and convincing content. Defenders need controls for AI applications, model access, prompt abuse, sensitive-data leakage, insecure integrations, and AI-generated code. Gartner specifically cited the expanding use of AI and generative AI by attackers and defenders as a spending driver: Gartner’s forecast announcement.

Cloud and SaaS expansion

Public-cloud and SaaS adoption spreads identities, APIs, data stores, administrative interfaces, and workloads across more environments. Buyers are consequently funding cloud-security posture management, workload and application protection, SaaS security posture management, API security, identity security, and data-loss prevention. Gartner previously highlighted cloud adoption, SASE, and generative-AI security as growth factors: Gartner’s market outlook.

Skills shortages and managed services

Many organizations cannot staff 24/7 monitoring, threat hunting, detection engineering, and incident response. Spending therefore shifts toward managed detection and response, managed security operations centers, consulting, penetration testing, response retainers, training, and outsourced identity or cloud operations. Gartner has linked strong security-services demand to skills shortages and access to specialist tools and expertise; its MENA estimate is regional, not a global rate: Gartner’s MENA forecast.

Regulation, resilience, and third-party risk

Breach notification, critical-infrastructure rules, operational resilience, data protection, financial controls, healthcare privacy, and software-supply-chain requirements all create investment pressure. The exact obligation depends on geography and industry; a rule affecting an EU financial firm may not apply to a US retailer or an Asian manufacturer.

Regional and company-size differences

Global averages hide major differences in maturity, regulation, labor costs, and threat exposure. IDC expected Asia-Pacific enterprises to spend $44.4 billion on cybersecurity in 2025 and projected the regional total to reach $60.6 billion by 2028, a 10.6% compound annual growth rate. Its regional discussion highlighted banking, healthcare, manufacturing, and public utilities facing simultaneous AI-adoption and threat pressures: IDC’s Asia-Pacific analysis.

Large organizations account for much of the absolute market because they have more users, endpoints, applications, data, compliance obligations, and security staff. Smaller organizations can post faster percentage growth from a low base and are more likely to buy packaged products, cyber-insurance support, or managed services instead of building large internal teams.

How buyers should turn a bigger budget into lower risk

Choose products or managed services deliberately

  • Software is usually preferable when the organization has security expertise, can tune and operate the tools, needs direct control of data, or requires deep integration with existing identity and cloud systems.
  • Managed services are often preferable when staffing is limited, 24/7 monitoring is required, or incident-response and threat-hunting expertise is unavailable.
  • The trade-off: outsourcing reduces staffing pressure but adds provider dependency, data-sharing concerns, contract complexity, and possible customization limits.

Evaluate consolidation versus best of breed

A platform can reduce overlapping tools, simplify procurement, and correlate telemetry. Best-of-breed products may offer deeper capability in one area but add integration work, licensing complexity, and alert fragmentation. Compare deployment model, integrations, telemetry ownership and retention, response automation, support coverage, data residency, certifications, exit terms, data export, and total cost of ownership.

Test AI features instead of assuming value

Ask whether customer data trains the model, how prompts and telemetry are retained, whether humans approve automated response, how false positives and negatives are handled, what audit logs exist, where models and data reside, and whether AI is included or sold as an add-on.

Measure outcomes

Track multifactor-authentication coverage, privileged-account reduction, time to detect and contain, critical-vulnerability remediation time, cloud-misconfiguration exposure, backup-recovery tests, phishing-resistant authentication adoption, third-party assessment coverage, and incident-response exercise performance. Spend growth alone is not evidence of reduced risk.

Commercial options by security problem

These examples illustrate buying models; inclusion does not establish that any vendor is best for every organization.

Match the purchase to the problem: packaged endpoint protection or MDR for small teams, Microsoft’s stack for organizations already standardized on Microsoft, Zero Trust services for distributed workforces, and broader identity, cloud, SIEM, and response capabilities for regulated enterprises.

Bottom line

IDC’s 12.2% forecast is a defensible explanation for the “12%” headline, but it is one analyst estimate with its own market scope. Banking, government, telecommunications, capital markets, and healthcare providers represent the largest spending pools, while IDC expects capital markets, media and entertainment, and life sciences to grow fastest. The sound investment test is not whether a company spends more than last year; it is whether the spending measurably reduces exposure, improves detection and containment, and proves that critical systems and data can be recovered.
