Short answer: On August 11, 2025, Donald Trump reportedly said the United States might allow Nvidia to sell China a reduced-performance version of its next-generation Blackwell AI processor. Reports described a chip roughly 30% to 50% less capable than the unrestricted version. That statement was a proposal or negotiating position—not an export license, Commerce Department rule, or confirmed Nvidia product launch.

As of August 18, 2026, the official record cited here confirms case-by-case licensing for products such as Nvidia H200 and AMD MI325X. It does not establish a general authorization for a China-specific Blackwell derivative such as the B30A or B20A names reported in the media.

What Trump actually proposed

Trump’s August 11, 2025 comments were reported amid negotiations over Nvidia and AMD shipments to China. He indicated that a scaled-down Blackwell-class chip could be considered, with performance described as approximately 30% to 50% below the unrestricted version. The reports did not establish a finalized model number, benchmark, customer list, quantity limit, or shipment date.

Reuters reported that Nvidia chief executive Jensen Huang said discussions over advanced China chip sales would take time, another indication that the remarks were not immediately executable policy. (Reuters via Investing.com)

The same period produced reports that Nvidia and AMD would give the U.S. government 15% of revenue from certain China chip sales in connection with export-license approvals. That arrangement was reported in connection with Nvidia H20 and AMD MI308 sales; it should not automatically be applied to a future Blackwell product. (Reuters report via Investing.com)

Blackwell is an architecture, not one chip

“Blackwell” refers to Nvidia’s accelerator generation. Products in that family include the B200 and later variants, while GB200 systems combine Blackwell GPUs with Grace CPUs in rack-scale configurations such as GB200 NVL36 and GB200 NVL72. Nvidia’s filings identify B200 and GB200 NVL systems as subject to U.S. licensing requirements for China and other restricted destinations. (Nvidia 2025 SEC filing)

That distinction matters because a “reduced-performance Blackwell” could mean several technically different things:

  • a purpose-built China SKU;
  • a flagship GPU with cores or features disabled;
  • a system with constrained memory, networking, or rack-scale scaling; or
  • a product whose software and deployment configuration limits aggregate capability.

Media reports have used names including B30A and B20A for possible China-focused designs. Those names and specifications remain reporting-based rather than confirmed Nvidia product nomenclature. What “reduced performance” could mean

A percentage cut in headline compute does not predict every workload. Export-compliant engineering can limit several parts of an accelerator or cluster:

  • compute throughput or enabled GPU cores;
  • memory capacity and memory bandwidth;
  • GPU-to-GPU and node-to-node interconnect bandwidth;
  • NVLink topology and maximum scale-out;
  • power limits, packaging, or cooling; and
  • networking, firmware, software, or deployment options.

Training large models is particularly sensitive to memory and interconnect performance because thousands of accelerators must exchange data efficiently. Inference may respond differently depending on model size, batch size, latency targets, and software optimization. Consequently, a chip described as 30% to 50% below a flagship on one metric could be much closer—or much farther away—on a particular application.

U.S. export rules themselves treat capability as multidimensional. The Bureau of Industry and Security (BIS) addresses factors including memory bandwidth, interconnect bandwidth, DRAM capacity, and power consumption, rather than relying on a single teraFLOPS figure. (EAR §748)

That sequence is important: H20 was designed around earlier limits; H20 later became license-controlled; Trump then entertained a reduced Blackwell successor; and the administration subsequently set a case-by-case framework for H200-class products.

What U.S. policy actually says now

On January 13, 2026, BIS announced that it would review license applications for Nvidia H200, AMD MI325X, and similar products case by case. The policy is conditional, not an unrestricted China sales permission.

  • Applicants must satisfy security and customer-screening requirements.
  • Products must undergo independent third-party testing in the United States.
  • Applicants must show that exports will not reduce semiconductor capacity available to U.S. customers.
  • Rules address entities owned by restricted parties.
  • Technical certifications cover memory bandwidth, interconnect bandwidth, DRAM capacity, and power consumption.

Was a Blackwell China sale actually authorized?

No general Blackwell authorization is established by the cited official record. The record supports four narrower statements:

An actual authorization would need to identify the exact model, eligible customers, quantities, end-use conditions, testing requirements, and whether it covered shipment or only license review. A product appearing in media reports is not evidence that those conditions were met.

Why the proposal was politically contentious

National-security argument

Even a slower accelerator could add substantial Chinese AI capacity when deployed in large clusters. The strategic question is therefore not whether one chip matches a U.S.-market flagship, but whether many legally exported units could support advanced training or inference at useful scale.

Commercial and ecosystem argument

Nvidia has warned that shifting licensing rules can push customers toward alternatives. If U.S. suppliers abandon China entirely, domestic Chinese vendors such as Huawei may gain sales, software adoption, and engineering feedback. Nvidia’s 2026 filing discusses that competitive risk. Revenue-sharing argument

A reported 15% government share links a commercial export license to a direct payment. Supporters can view that as a way to retain U.S. influence and capture value while imposing controls. Critics can view it as turning national-security restrictions into a negotiable commercial toll. The reported arrangement should be limited to the products and licenses described by the reports, rather than generalized to every Nvidia China sale.

Leakage and circumvention

Controls can be weakened through third-country resale, foreign-owned subsidiaries, cloud access to overseas accelerators, smuggling, multi-chip systems, or remote transfer of model weights. BIS has also acted to close loopholes involving foreign-owned semiconductor fabs and entities connected to restricted parties. (BIS release)

What China may do

Chinese buyers could value a faster Nvidia accelerator because software compatibility and developer familiarity can matter as much as raw specifications. But Beijing may also favor domestic suppliers in government or strategically sensitive projects. Reports in 2025 said authorities discouraged some companies from using H20 chips; that remains a reported policy signal, not proof of a universal ban. (Reported discussion)

What to watch next

  • A BIS notice naming a specific Blackwell model or licensing category.
  • An Nvidia announcement confirming model specifications and China availability.
  • Evidence of actual shipments, rather than a license application or political statement.
  • Customer, quantity, end-use, testing, and revocation conditions.
  • Any written clarification of whether a revenue share applies and to which products.

Until those facts appear, “Trump may allow” should be read literally: it describes a proposal, not a completed export-control decision.
