The appointment replaced Rodney Clark during the rollout of Cisco 360, a major redesign of Cisco’s partner program. That goodwill mattered, but it was not proof that Cisco 360’s compensation and operating changes would improve margins.
What Cisco changed
Cisco named Tim Coogan senior vice president of Global Partner Sales and its global channel chief in 2025. Rodney Clark left the channel-chief post and, according to Cisco information reported by CRN, was expected to serve as a strategic adviser through the end of 2025. The move was therefore both a leadership replacement and a reset in tone as Cisco implemented Cisco 360.
The timing was important. Cisco 360 changed how the company intended to recognize partner capabilities, performance, customer outcomes and compensation after decades of a more traditional program structure. Partners were being asked to adapt while managing Cisco networking, security, collaboration, services, Splunk and infrastructure portfolios.
Who Tim Coogan is
Coogan had spent about 25 years at Cisco when he was appointed; later Cisco material describes his tenure as more than 26 years. His most recent position was senior vice president of Cisco’s U.S. commercial business. Earlier, he led Cisco’s Global Enterprise Segment as an area vice president.

CRN reported that the U.S. commercial operation he oversaw represented more than $7 billion in annual product and service sales. That figure describes the business under his responsibility, not Cisco’s total channel revenue or Coogan’s personal sales.
His background spans Cisco’s direct sales organization, enterprise customers and partner-facing operations. Cisco’s author page now identifies him as SVP of Global Partner Sales. Cisco also says on that page that nearly 90% of its $57 billion in annual revenue flows through partners; that is a Cisco-published company claim, not an independently audited channel-attribution measure.
Why partners said he “gets” the channel
The “high-fiving” phrase came from an anonymous partner executive quoted by CRN, not from a survey of Cisco’s ecosystem. Named partner comments nevertheless show why the appointment resonated.
- Aqueduct Technologies CEO Manak Ahluwalia said Coogan understood the partner business model, including value creation and profitability pressures.
- Trace3 executive Steve Wylie described him as a strong leader and channel advocate.
- Partners saw a Cisco veteran as more familiar with products, internal processes, field sales and customer realities than an executive arriving from outside the company.
That familiarity could reduce the time partners spend explaining how deal registration, presales labor, certifications, services delivery and direct-sales overlap affect their economics. It also created confidence that objections to Cisco 360 would be heard by someone who had worked inside those operating realities. The positive reaction should not be read as universal approval; the CRN account also records uncertainty about the redesigned program.

Why Cisco 360 made the appointment consequential
Cisco positioned Cisco 360 as a move away from rewarding mainly transactional volume and large infrastructure deals. The intended model emphasizes capabilities, specializations, customer outcomes and broader ecosystem value. Cisco said it was designed for developers, consultants, managed service providers (MSPs), managed security service providers (MSSPs), resellers and other partner types.
The redesign introduced new designations, tools and a customer-facing Partner Locator. It was rolled out in phases rather than changing every program element at once. Because those changes affect eligibility, investment requirements and payouts, compensation became the central practical issue for partners.

- Uncertainty about how the new rules would work in day-to-day deals.
- Fear that compensation changes could lower profitability after presales, labor, certification and delivery costs.
- Difficulty determining how Cisco would measure partner value.
- Operational strain from changing sales, services and delivery models while supporting a broad Cisco portfolio.
- Concern that software-partner concepts would not map cleanly to traditional Cisco solution providers.
Coogan’s appointment could improve communication and execution, but an internal leader remains accountable to Cisco’s corporate incentives. A familiar face cannot by itself change payout formulas, direct-sales credit or capability requirements.
What Cisco 360 became by January 2026
Cisco announced that Cisco 360 went live on January 26, 2026. In its newsroom announcement and launch article, Cisco described a framework organized around AI-ready data centers, future-proof workplaces and digital resilience. It highlighted new partner designations, capability and performance measures, customer-success criteria and discovery through the Cisco Partner Locator.
Cisco’s stated goal is more predictable profitability and a program built through partner co-design. Those are company objectives and claims, not independent evidence that every partner’s margins improved. To evaluate the outcome, partners need actual payout examples, stable rules and enough operating history to compare net margin before and after the change.
What Coogan has said since taking the role
In later Cisco communications, Coogan has said Cisco should judge itself by partner success, make it easier to do business, help partners move deals forward and support greater profitability. He has also emphasized partner feedback and co-design in Cisco 360 and positioned the ecosystem as central to Cisco’s AI, security, networking and infrastructure strategy. His comments are consistent with what partners wanted to hear in 2025, but statements alone do not show that the underlying economics changed.

How to judge whether the appointment mattered
Partners should assess results rather than the initial reception. The most useful questions are:
- Can a partner model compensation and net margin before committing presales, training and delivery resources?
- Are certifications, specializations, managed services and customer-success investments rewarded after their full cost is counted?
- Has Cisco reduced channel conflict and clarified credit for partner-led opportunities?
- Are deal registration, enablement, support and tools easier to access?
- Can smaller regional providers meet requirements without disproportionate administrative cost?
- Do MSPs and MSSPs gain real demand without weakening traditional resellers?
- Do new metrics measure customer outcomes rather than merely activities?
Implications by partner type
Traditional resellers
Resellers may gain from clearer recognition of services and specialization, but they face risk if transaction-based economics become less predictable or if new capability requirements add cost.
MSPs and MSSPs
Managed providers may find more room to package recurring networking and security services. They still need the operational, security and staffing capacity to deliver those services profitably.

Global integrators
Large integrators are generally better positioned to fund certifications, automation and specialist teams. Their scale may also increase competition for opportunities previously served by regional providers.
Regional solution providers
Regional firms should test whether Cisco’s requirements and payout calculations reflect local labor costs, customer mix and delivery models rather than assuming the economics designed for large partners will transfer.
Distributors and specialized AI or security partners
Distributors may support a broader set of partner types, while security and AI specialists could benefit from Cisco’s emphasis on resilience and AI infrastructure. Both groups should verify demand, enablement obligations and margin after implementation costs.
Bottom line
Tim Coogan’s promotion restored confidence because partners viewed a 25-plus-year Cisco veteran as more likely to understand their economics and act on operational feedback. That was a meaningful advantage during a difficult transition, and Cisco 360 is now live. The appointment, however, is not evidence that Cisco 360 solved partner profitability concerns. Its success will be measured by predictable net margins, transparent rules, fair deal credit, useful enablement and easier execution across different partner models—not by the initial “high-fiving.”
