OpenAI’s expansion into Japan happened in two stages. On April 10, 2023, CEO Sam Altman said the company was considering a Japanese office after meeting Prime Minister Fumio Kishida. In April 2024, OpenAI announced OpenAI Japan, its first Asian office in Tokyo, and early access for selected businesses to a custom GPT-4 model optimized for Japanese-language text.
That model was not announced as a separate consumer ChatGPT app or a wholly new Japanese foundation model. OpenAI described it as a customized GPT-4 system intended to improve Japanese translation and summarization, use tokens more efficiently, and run up to three times faster than GPT-4 Turbo under some conditions.

Keeping those dates separate is important. The 2023 statement showed intent; the 2024 announcement established the local organization and product-access plan.
What OpenAI launched in Tokyo
According to OpenAI’s launch announcement, the Tokyo operation included four connected elements:

Why Tokyo?
OpenAI cited Tokyo’s global technology leadership, Japan’s culture of service, and a community receptive to innovation. Those are the company’s stated reasons, not independently measured proof that Tokyo was the objectively superior location. A local presence also gives enterprise customers and public institutions a channel for Japanese-language support and policy engagement.
What the “Japanese GPT-4” actually was
“Japanese version of GPT-4” is convenient shorthand, but it can mislead. OpenAI called the product a custom GPT-4 model optimized for the Japanese language. The announcement did not establish that it was trained entirely in Japan, hosted exclusively in Japan, or governed on a separate Japanese technical stack.
OpenAI highlighted Japanese translation and summarization, along with more efficient token usage. The company said the model could operate up to three times faster than GPT-4 Turbo. “Up to” describes a best-case ceiling, not a guaranteed latency improvement for every prompt or customer.
At launch, access was described as early access for selected local businesses, with broader API availability planned in the following months. That is different from saying every Japanese consumer could select a new model in ChatGPT immediately.
What the performance numbers mean
OpenAI cited Speak, an English-learning application in Japan, as an early user. In the tutor-explanation use case described by OpenAI, Speak reported:

These figures came from OpenAI’s announcement and its cited customer example. They do not provide a full comparison with standard GPT-4, GPT-4 Turbo, Japanese competitors, or human translators. Results can change with prompt design, context length, traffic, output format and the underlying task.
Why Japanese-language optimization can affect cost and speed
Japanese workloads are not simply English prompts with different vocabulary. Tokenization—the way text is divided for model processing—can behave differently for non-Latin scripts. A study examining GPT models on Japanese medical examinations documented language-specific differences in token and context behavior; it is useful technical context, but it does not validate OpenAI’s particular custom model. - Translation that preserves meaning rather than word order.
- Summaries of Japanese documents containing implicit subjects and context.
- Mixed Japanese-English terminology, including technical katakana terms.
- Potentially lower token consumption for selected Japanese prompts.
Better performance in these areas does not automatically mean better coding, legal analysis, factual accuracy, safety or long-context reasoning.
Japanese customers and the policy setting
OpenAI identified Daikin, Rakuten and TOYOTA Connected as Japanese companies using ChatGPT Enterprise for business-process automation, data analysis and internal reporting. It also said Yokosuka City had made ChatGPT available to almost all city employees and that 80% reported increased productivity. That percentage is an OpenAI-reported outcome, not an independent evaluation.
The policy conversation began before the office opened. During the April 2023 meeting, Kishida and Altman discussed AI’s progress and benefits alongside privacy risks and possible copyright infringement. Japan was also participating in international AI-policy work through the G7 Hiroshima AI Process. The combination of productivity ambitions and concerns about data, copyright and accountability explains why a local office could matter to regulators and institutional buyers.

What Japanese businesses should evaluate before buying
A language-optimized model is not automatically the right choice for every Japanese workflow. A practical evaluation should use the organization’s own documents and approval rules.
- Test representative text. Include formal emails, contracts, product manuals, OCR output, tables, dates, addresses, names and Japanese era-calendar conversions.
- Check language edge cases. Evaluate honorifics, dialects, colloquial phrasing, katakana-heavy technical language and mixed Japanese-English documents.
- Measure the complete cost. Separate list price from token efficiency, engineering, monitoring, storage, human review and compliance work.
- Confirm access and integration. Verify whether the required model is available through the API or an enterprise product; the 2024 announcement described staged access, not permanent universal availability.
- Review governance. Examine retention, training-use policies, security controls, data residency requirements and obligations under applicable privacy and sector rules.
- Require human review where consequences are high. Language optimization does not remove hallucinations or errors in legal, financial, medical, HR or public-facing content.
For individuals and small teams, ChatGPT can be useful for translation experiments and drafting, but sensitive corporate information should not be entered without checking the applicable account controls. Developers needing programmatic integration should consult the OpenAI API platform and official documentation. Organizations wanting a managed workplace product can review ChatGPT Enterprise information. Current prices, model names and availability are time-sensitive and should be verified on those official pages.
What the expansion meant
OpenAI’s Japan move combined geographic expansion with product localization. The Tokyo office created a local base for government, enterprise and research relationships, while the custom GPT-4 model addressed Japanese-language workflows that may have different quality and tokenization demands.
The announcement was significant, but its evidence had limits: no independent benchmark, no universal speed guarantee, no promise of a lower public price, and no assurance that the early-access model would remain available under the same name. The durable lesson for buyers is to treat the reported gains as hypotheses to test on their own Japanese data, not as a blanket replacement for every GPT-4 workload.
