OpenAI reportedly engaged Rishi Jaitly, Twitter’s first employee in India and later an Asia-Pacific regional executive, as a senior adviser in 2023. TechCrunch reported that he was helping the company understand Indian AI policy, build government relationships and explore a local team. It did not establish that he was a full-time OpenAI employee, an India country head or the CEO of an Indian subsidiary.
By February 2026, OpenAI’s India strategy had become substantially larger: the company announced a Tata Group partnership, planned offices, education and enterprise deployments, and local data-center capacity. That later expansion fits the direction described in 2023, but no published source proves that Jaitly’s advisory work directly caused it.
What the December 2023 report actually said
On December 8, 2023, TechCrunch reported that OpenAI was working with Jaitly as a senior adviser. People familiar with the matter said his work included interpreting India’s policy and regulatory environment and facilitating conversations with government officials.
The arrangement reportedly began after Sam Altman visited New Delhi in June 2023 and met Prime Minister Narendra Modi. OpenAI had not announced a major India investment during that visit. TechCrunch also said OpenAI was considering establishing a local team, but had no official operating presence in India beyond an approved trademark at the time.

Neither OpenAI nor Jaitly confirmed the arrangement to TechCrunch, and the report said it was unclear whether he was formally employed by OpenAI.
Who is Rishi Jaitly?
Jaitly’s value was broader than the shorthand “former Twitter India head” suggests:
- He worked at Google India on public-private partnerships from 2007 to 2009.
- His LinkedIn profile described him as Twitter’s first employee in India.
- He later became vice president for Asia-Pacific and the Middle East and North Africa.
- He co-founded and led Times Bridge, the Times Group’s global investment arm, before leaving in 2022.
That combination gave him experience with government engagement, launching a major technology platform in India, regional policy and startup networks. It is reasonable to infer that those connections made him useful for market entry, but OpenAI did not publicly state why it chose him.

What OpenAI reportedly wanted him to do
Policy and regulatory navigation
The reported assignment centered on understanding how Indian rules and policy debates could affect artificial-intelligence companies, including copyright, privacy, safety, competition and data governance.
Government and institutional outreach
Jaitly was reportedly helping arrange or facilitate discussions with officials. TechCrunch linked him to Anna Makanju’s participation in the Global Partnership on Artificial Intelligence summit in Delhi.
Preparation for a possible local operation
“Kickstart” meant relationship-building, policy intelligence and exploration of a local organization—not proof that OpenAI had launched an Indian subsidiary, hired a country chief or begun local model training.

Why India mattered to OpenAI
In 2023, India combined a very large internet population, a fast-growing startup ecosystem and broad interest in generative AI among developers, students, businesses and public institutions. TechCrunch cited a contemporary estimate of more than 880 million internet users and described India as the world’s second-largest internet market after China; that was historical context, not a current measurement.
India was also shaping its approach to AI while weighing safety, trust, privacy, international cooperation and practical deployment. Contemporary Indian officials emphasized collaboration and useful applications rather than immediately adopting the most restrictive possible framework. Those were positions reported at the time and should not be treated as a permanent statement of current policy.

OpenAI also said India had more than 100 million weekly ChatGPT users as of February 2026. That is a company claim describing weekly users—not registered accounts, paying subscribers or monthly unique users.

OpenAI announced in May 2025 that eligible customers using the API Platform, ChatGPT Enterprise and ChatGPT Edu could use India as a data-residency location: OpenAI’s Asia announcement.
OpenAI’s current documentation lists India for ChatGPT data stored at rest, but not among the listed inference-residency regions: ChatGPT data-residency documentation. The API documentation likewise lists India for regional storage but not regional processing in the cited table: API regional-controls documentation.

Eligibility, supported endpoints and abuse-monitoring requirements can vary by product and contract.
What the expansion means for Indian buyers
The 2026 announcement points to a broader commercial strategy spanning government relations, enterprise software, education, infrastructure and local offices. Tata and TCS could become important implementation and infrastructure partners, although the announcement does not create a retail cloud product for small businesses.
Organizations evaluating OpenAI should compare the appropriate product—consumer ChatGPT, Business or Enterprise, ChatGPT Edu, or the usage-billed API—rather than treating them as interchangeable. Current plan names, limits and regional payment options can change, so consult the official pages for live terms: ChatGPT plans, API platform and API pricing.
Practical evaluation checklist
- Test Indian-language, speech and document workflows on your actual data.
- Decide whether you need storage in India, processing in India, or both.
- Check identity management, audit, retention, compliance and abuse-monitoring terms.
- Model total cost, including usage, integration, monitoring, storage and human review.
- Assess latency, quotas, reliability and portability before committing to one vendor.
- Compare managed alternatives such as Azure OpenAI Service, Google Vertex AI, Anthropic Claude, Amazon Bedrock, Sarvam AI and self-hosted open-source models.
The bottom line
Jaitly’s reported 2023 role was an early, unconfirmed advisory and government-relations effort—not a publicly documented executive appointment. OpenAI’s February 2026 announcement represents a far more concrete commitment involving infrastructure, offices, enterprise customers and education. The two developments are directionally connected, but the available evidence does not show that Jaitly personally led or caused the later expansion.
