The resignation followed an unauthorized-access incident involving information associated with roughly 33 million to 33.7 million Korean customer accounts. Coupang appointed Harold L. Rogers, an executive of the U.S.-incorporated parent Coupang, Inc., as interim CEO.
The headline numbers require care: Coupang said information linked to tens of millions of accounts was accessible, but that limited data from approximately 3,000 accounts was actually saved. That distinction, the company’s response, and the continuing regulatory and legal disputes define what is still unresolved.
What happened to Coupang’s CEO?
Park Dae-jun stepped down on December 10, 2025. In its announcement, Coupang said Park accepted responsibility for the personal-information incident and the recovery effort; the available record supports a resignation, not a dismissal or a finding that he personally directed the security failure. The company’s announcement is available in its newsroom release.
Park led Coupang Corp., the Korean subsidiary. He was not the CEO of Coupang, Inc., the U.S.-incorporated parent listed on the New York Stock Exchange. Harold L. Rogers, Coupang, Inc.’s chief administrative officer and general counsel, became interim CEO of the Korean entity, according to Coupang’s SEC filing.

How the breach unfolded
- June 2025: The unauthorized access reportedly began.
- November 18, 2025: Coupang detected the incident and initially identified about 4,500 accounts.
- Late November–December: The company expanded its estimate to approximately 33 million to 33.7 million accounts and notified Korean authorities.
- December 9, 2025: Police raided Coupang’s Seoul headquarters during the investigation.
- December 10, 2025: Park resigned and Rogers was named interim CEO.
Coupang said it identified a former employee as the suspected actor, obtained devices used in the incident and disabled the access method. The company also said it engaged external forensic specialists and cooperated with police, the Korea Internet & Security Agency and the Personal Information Protection Commission (PIPC). Its later 2025 Form 10-K describes the incident and response.
What information was involved?

These are company disclosures, not an independent determination that every affected record was exposed or that no copy exists elsewhere. Coupang’s updated account appears in its December 2025 SEC filing.

Why “33.7 million accounts” does not mean 33.7 million complete profiles were stolen
The incident has two different measurements. First, information associated with as many as 33.7 million accounts was reachable through the unauthorized access. Second, Coupang said the former employee saved limited information from about 3,000 accounts. A large access footprint can therefore coexist with a smaller set of data the company says was retained.
“Accounts” also is not necessarily the same as unique people: one person can hold multiple accounts, and some broader government references may include nonmember records. The most precise description is that Coupang said information associated with roughly 33 million to 33.7 million Korean customer accounts was accessed. Its claim that the saved data was deleted and never shared remains an attributed corporate finding while investigations and disputes continue.

What did Coupang offer customers?
Coupang announced a voucher program valued at approximately 1.685 trillion won, or about $1.2 billion, beginning in January 2026. The amount represents vouchers usable toward future Coupang purchases, not unrestricted cash damages. The available filings establish the program’s headline value but do not fully resolve every eligibility, expiration or redemption condition.
For customers, that distinction matters: vouchers can provide practical value only if they can and want to continue shopping through Coupang. The company also warned potentially affected customers, notified its board and continued its forensic and regulatory cooperation.

Regulatory penalties and legal exposure
On June 10, 2026, the PIPC announced an approximately $278 million administrative fine related to the November 2025 breach, along with corrective measures. Coupang’s SEC disclosure separately described an approximately $132 million fine concerning an unrelated third-party advertising-data matter. Those amounts total roughly $410 million, but only the $278 million figure was identified as breach-related. The company said it would seek judicial relief and that the final written findings and amounts could differ; see its June 2026 filing and the PIPC announcement.
The incident has also generated customer complaints, possible customer and investor litigation, securities-related claims in the United States, and continuing scrutiny by South Korean lawmakers and regulators. The existence, scope and outcome of individual lawsuits are not settled by the announced administrative penalty.

Why the dispute became political
Coupang and some U.S. stakeholders criticized aspects of South Korea’s enforcement and argued that a U.S.-listed company was being treated unfairly. Seoul disputed discrimination claims and defended its privacy-law process. The disagreement matters because Coupang is incorporated and listed in the United States but conducts most of its retail operations in South Korea, placing it under overlapping corporate, securities and Korean data-protection pressures.
