Québecor’s subsidiary Vidéotron completed its acquisition of Freedom Mobile on April 3, 2023. Freedom remains a separate consumer-facing wireless brand with its own website, plans, stores and support channels.
Who owns Freedom Mobile?
The corporate chain is:
Québecor Inc. → Vidéotron Ltd. → Freedom Mobile Inc.
The CRTC describes Freedom Mobile as wholly owned by Vidéotron, which Québecor controls through subsidiaries. Québecor announced that the acquisition closed on April 3, 2023. CRTC ownership description · Québecor acquisition announcement
That makes “Québecor-owned wireless brand” accurate. Calling Freedom “Québecor” as though it were the customer’s new carrier is not.

Was Freedom Mobile renamed?
No—not as a consumer brand. Freedom continues to sell service under the Freedom Mobile name, including its own plans, account tools, coverage information and support pages. Its current plan shop still uses the Freedom identity. Freedom plan shop
Freedom is legally and operationally within the Vidéotron/Québecor group, but the available corporate filings do not establish a complete consumer rebrand or an automatic migration of every customer to a Vidéotron account.
Why did Québecor acquire it?
The purchase expanded Québecor/Vidéotron beyond Québec and gave it a much larger Canadian wireless footprint. Québecor said the combined businesses had more than 3.5 million mobile customers at closing and would strengthen competition as a fourth major wireless competitor. The transaction was also tied to regulatory conditions attached to the Rogers–Shaw deal, including affordability and expansion commitments in Western Canada and Ontario.

What commitments applied to Freedom?
Under undertakings published by Innovation, Science and Economic Development Canada, for ten years Freedom plans were to be at least 20% more affordable than equivalent incumbent-carrier plans in British Columbia, Alberta and Ontario, measured against the specified February 10, 2023 baseline. The undertaking provided for potential damages of up to $200 million if the affordability commitment was not met. ISED undertakings

Coverage uses both Freedom and Nationwide networks
Freedom advertises coverage reaching 99% of Canada’s population by combining its own network with partner networks branded Nationwide. The figure is not a claim that 99% of Canadians are within native Freedom radio coverage. Coverage map · Nationwide explanation

Check the map for your address and travel routes. A phone may switch between the Freedom Network and Nationwide, and that distinction can matter for performance, roaming rules and 5G availability.
5G depends on the device, SIM and network
Freedom says in-market monthly phone plans can access 5G/5G+ where available, but you need a compatible phone, compatible SIM and coverage in an applicable 5G area. Its support information says 5G is not currently available while using Nationwide partner coverage or roaming internationally. 5G and network requirements

“Unlimited” still has a full-speed allowance
Current plan material lists full-speed allowances ranging from 25GB to 250GB, depending on the plan and network. Once that allowance is used, data continues at reduced speed under the applicable policy; reduced speeds can materially affect video streaming, hotspot use and other high-bandwidth activity. Roaming is plan-specific
Eligible plans advertise roaming in more than 120 destinations, with plan-specific data, talk and text allowances. Freedom’s support material also lists 30-day roaming passes starting at $30. Canada-wide Nationwide access, Canada–U.S. service, Canada–U.S.–Mexico service and Roam Beyond destinations are different benefits, so verify the exact plan before travelling. Is Freedom a national carrier?
That depends on what “national” means. Freedom offers nationwide plans and customer access through a mix of its own facilities and partner networks. That is different from having a wholly native radio network across the country like the largest incumbents. Québecor has also expanded Videotron, Fizz and Freedom service areas and launched MVNO capabilities. Québecor press releases
Who is Freedom a good fit for?
| Freedom may suit you if… | Consider another option if… |
|---|---|
| You live in a strong Freedom coverage area and prioritise price. | You spend substantial time in remote areas where partner coverage may be less predictable. |
| You regularly visit the United States, Mexico or included international destinations. | You need consistent native-network performance nationwide. |
| You are comfortable checking Freedom versus Nationwide coverage. | You require a specific enterprise feature, handset or financing arrangement unavailable on your plan. |
| You value no-overage policies and advertised price protection. | You routinely use data beyond the full-speed allowance. |
| You compare the complete bill, including discounts and device costs. | You need roaming in a destination excluded from your plan or pass. |
What should former Shaw or legacy Freedom customers check?
- Whether your existing plan is grandfathered.
- Whether any migration is optional or required for your account.
- Whether your phone supports current VoLTE and 5G requirements.
- Whether your usual locations rely on Freedom or Nationwide coverage.
- Whether promotional credits, device financing and price terms remain active.
- Which Fair Usage Policy applies after your full-speed data is exhausted.
Do not assume that every former Shaw customer was moved to an identical current plan; account history determines the answer.
How Québecor, Vidéotron and Freedom differ
- Québecor: the ultimate parent company.
- Vidéotron: the Québecor subsidiary that directly owns Freedom Mobile.
- Freedom Mobile: the separate consumer wireless brand customers still see and buy.
CRTC proceedings concerning corporate reorganisations do not, by themselves, prove that the Freedom and Vidéotron consumer brands merged or that customers were migrated. CRTC 2024 decision · CRTC 2025 decision

The Bottom Line
Bottom line: Freedom Mobile is a Québecor-owned brand through Vidéotron, not a renamed Québecor service. For customers, Freedom remains its own brand; the practical decision still comes down to your address, Nationwide versus native coverage, full-speed data, roaming destinations and the final price after discounts and device costs.
