Amazon suspended Prime Air drone deliveries in Texas and Arizona in January 2025 after two drones crashed during rainy-weather testing at the company’s Pendleton, Oregon, facility in December 2024. Amazon also paused testing while preparing a software update. This was a targeted interruption—not a grounding of every Amazon drone worldwide or a shutdown of the company’s normal delivery network.
The pause was later followed by an Arizona restart planned for October 3, 2025. A separate crane collision near Tolleson, Arizona, underscored that resuming service did not eliminate the program’s operational risks.
What happened at Amazon’s drone-testing facility?
Two Prime Air drones crashed during rainy-weather testing in December 2024 at Amazon’s facility in Pendleton, Oregon. TechCrunch’s January 17, 2025 report did not establish a final root cause. Rain was part of the reported operating conditions, but the January 17, 2025 public account does not prove that weather alone caused the crash or identify a confirmed software defect.
Amazon paused testing and said commercial flights would remain suspended while it prepared a software update for the fleet. That makes the update a reported corrective action, not evidence that investigators had conclusively assigned blame to software.

TechCrunch’s January 2025 report described the event and Amazon’s response.
How the September collision differed
The Oregon crash was separate from a September 2024 test incident. In that exercise, operators were testing how a drone would respond after losing a propeller. Two test flights were accidentally launched at the same time, entered the same airspace and collided.

- Environmental limits: operating safely in rain and other degraded conditions.
- Test coordination: preventing conflicting launches and managing airspace around a test site.
- Autonomy: detecting hazards, maintaining separation and handling failures.
- Procedures: ensuring human operators and site controls support the aircraft’s automated systems.
No cited account establishes that either incident had one common technical cause.

What exactly was suspended?

“U.S. drone deliveries” therefore describes a limited set of Prime Air operations, not all packages moving through Amazon’s logistics network. Conventional delivery by vans, aircraft and other carriers was not reported as affected.
Which customers and markets were affected?
Prime Air served only eligible addresses and packages in small geographic areas. The January report named Texas and Arizona, while later coverage said Amazon’s only commercial market was the West Valley of the Phoenix metropolitan area. Amazon no longer operated in College Station, Texas, by the October 2025 report.

Prime Air packages in the Phoenix-area service were reported as weighing up to five pounds. That payload limit, address eligibility and the need for a specialized launch site meant the service was never a replacement for ordinary Amazon shipping. The suspension therefore affected a narrow group of potential drone-delivery customers rather than most Amazon shoppers.
What did Amazon plan to fix?
Amazon’s stated immediate remedy was a software update and a fleet review. Amazon’s public accounts do not specify the exact code change, whether the Oregon crash was caused by a software bug, or whether the update alone resolved every safety concern.

- weather detection and operating restrictions;
- propulsion or other aircraft failures;
- obstacle detection and avoidance;
- moving equipment and changing construction sites;
- test-site separation and launch authorization;
- emergency landing and recovery procedures; and
- local airspace and regulatory requirements.
The September collision illustrates why operator discipline and test-environment controls matter alongside the aircraft itself.

Prime Air had delivered packages weighing up to five pounds in the Phoenix-area market since November 2024. The Federal Aviation Administration had also approved longer-distance delivery-drone flights in May 2024, according to later reporting.
Progress came alongside setbacks. TechCrunch reported that Amazon ended Prime Air operations in California in April 2024 and that the program experienced executive departures and repeated testing or operational incidents. Amazon’s long-term ambition was reported as roughly 500 million packages annually by the end of the decade. That figure is a company goal, not an independently validated forecast.

What happened when Arizona service resumed?
In a separate incident from the Oregon testing crash, two Prime Air drones collided with the boom of a crane near Amazon’s facility in Tolleson, Arizona, and fell to the ground. The Federal Aviation Administration and National Transportation Safety Board were reported to be investigating. Those investigations did not, by themselves, establish a rule violation or prove that the drone design was defective.
Amazon said it had completed an internal review and added enhanced visual landscape inspections intended to identify moving obstacles such as cranes. The company planned to resume Arizona deliveries on Friday, October 3, 2025, according to TechCrunch’s October 2025 report.
What the suspension means for drone delivery
Safety is a system problem
The incidents show that commercial drone delivery depends on the interaction of aircraft hardware, autonomous software, weather rules, human procedures, site surveys and airspace management. A software update may address one failure mode without solving problems involving construction equipment, launch coordination or severe weather.
Commercial scale remains unproven
Fast delivery, reduced road travel for small parcels and access to difficult locations are the potential benefits. Against those are limited payloads, restricted addresses, specialized launch infrastructure, weather sensitivity, local airspace constraints, public acceptance and the cost of testing and maintaining a safe fleet.
Regulatory approval is not the same as routine operation
FAA approval for longer-distance flights demonstrates regulatory progress, but it does not guarantee that a service can operate reliably in every environment. The January pause was described as Amazon’s decision; TechCrunch’s January 2025 report does not say that the FAA ordered the suspension.
Bottom line
Amazon’s January 2025 action was a serious setback for Prime Air, but it was geographically limited and temporary rather than a nationwide logistics shutdown or cancellation of the drone program. The Oregon crash prompted a software-focused pause, while the separate September collision and later Tolleson crane strike exposed additional operational and obstacle-management challenges. Arizona service resumed in October 2025, leaving Prime Air active but still a small, closely constrained part of Amazon’s delivery strategy.
