Samsung Electronics announced on November 21, 2025, that TM Roh (Roh Tae-moon) would become head of its Device eXperience (DX) Division and one of the company’s two CEOs. Roh continues to lead the Mobile eXperience (MX) Business. Young Hyun Jun remains the other CEO, responsible for the Device Solutions (DS) Division and Memory Business.
The change formalizes Roh’s broader consumer-device remit after he served as acting DX head from April 1, 2025. It is not a new appointment as Samsung’s mobile chief; that responsibility continues under the expanded DX role.
What Samsung announced
Samsung’s official announcement names four major leadership appointments:

What changed for TM Roh
Roh’s progression has three stages:
- He led Samsung’s Mobile eXperience Business.
- On April 1, 2025, he became acting head of the broader DX Division, as described in Samsung’s April leadership announcement.
- On November 21, 2025, Samsung made him the permanent DX head and appointed him CEO while retaining his MX role.
Therefore, the new mobile-related fact is continuity: Roh still oversees smartphones and other mobile products. His substantial new responsibility is the entire DX organization.
How Samsung’s two-CEO structure works
Samsung Electronics operates two major business pillars with different product characteristics. Samsung’s company overview describes DX as the finished-product organization and DS as the semiconductor organization.

TM Roh: DX and MX
The DX Division covers finished consumer and business products, including smartphones, televisions, home appliances, computers, network systems and medical equipment. MX, which Roh continues to lead, is the mobile-device business within that wider division.
Young Hyun Jun: DS and Memory
Jun continues to run the DS Division, Samsung’s semiconductor side, and its Memory Business. DS is broader than memory alone; memory is a major business within the division rather than a synonym for all of DS.

Samsung’s corporate listings identify Roh and Jun as CEOs associated with DX and DS respectively (management committee listing; company information). This is a division-based arrangement, not two interchangeable executives jointly running every operation.
Why the structure matters
Permanent accountability for the consumer-device side
Roh’s appointment replaces interim oversight with a formal executive mandate for DX. One CEO now has clear responsibility for the consumer-device portfolio while continuing to run mobile.

A single leader across connected products
Because DX includes phones, TVs, appliances, computers and networks, placing those businesses under one executive could make coordination across devices, software and services easier. That is a potential organizational benefit, not a result Samsung has already measured or guaranteed.
A clear boundary with semiconductors
Jun’s continued leadership keeps semiconductor and memory decisions under the DS organization. The arrangement clarifies accountability even where the businesses interact—for example, when DX products use components developed or supplied through DS.

Technology leadership is being reinforced
Yoon’s combined DX CTO and Samsung Research role links product technology leadership with the company’s research organization. Park’s appointment to lead SAIT adds a separate advanced-research focus; Samsung described his background as including nanoscience, quantum science and engineering.

Samsung has said in its shareholder communications that DX aims to expand AI-driven product leadership and integrate AI across products, features and services. The concentration of DX, CTO, Samsung Research and SAIT leadership is consistent with that stated direction.
It does not, however, prove that a specific Galaxy feature, AI service, chip breakthrough or product launch will follow. The November announcement contains no product roadmap, earnings forecast or performance result tied to the reshuffle.
What Galaxy users and investors should—and should not—expect
What is established
- Roh is now the official head of DX and a Samsung Electronics CEO.
- He remains head of the MX Business.
- Jun remains responsible for DS and Memory and serves as the other CEO.
- DX now has permanent top-level leadership after Roh’s acting period.
What has not been announced
- No immediate change to Galaxy launch schedules, pricing or software-support policies.
- No announced product redesign, manufacturing change or semiconductor allocation resulting from the appointments.
- No evidence that the co-CEO model will automatically improve earnings or decision speed.
Any customer-facing effects would have to appear in later product, software or financial announcements. The leadership announcement itself is organizational and strategic.
Limits of the co-CEO model
- Potentially overlapping decisions: Products can involve both DX businesses and DS-supplied components, requiring coordination between the two CEOs.
- Roh’s workload: He is responsible for the broad DX portfolio while continuing to lead MX.
- Governance is separate: CEO responsibilities should not be confused with the board chair or director roles; Samsung’s governance material explains those distinctions (2025 AGM reference material).
The bottom line for Samsung’s direction
Samsung has formalized TM Roh as the executive accountable for its consumer-device businesses and made him co-CEO, while Young Hyun Jun continues to lead semiconductors and memory. The arrangement gives DX a permanent leader, preserves continuity in mobile and places additional technology leadership around research and AI ambitions. It does not, by itself, announce a change to Galaxy products or guarantee a financial outcome.
