The 10 telecom expense management (TEM) companies worth watching in 2026 are Tangoe, Calero, Sakon, brightfin, Lightyear, RadiusPoint, Cass Information Systems, Motus, Valicom, and Asignet. This is an editorial watch list—not a market-share ranking. The right choice depends on carrier geography, inventory quality, mobile and fixed-network complexity, desired managed-service support, and whether you want telecom-only control or broader technology-cost management.
TEM now extends well beyond bill auditing. Modern programs can cover procurement, quoting, provisioning, inventory, moves/adds/changes/disconnects (MACDs), invoice validation, disputes, payments, usage, contracts, chargebacks, and analytics across wireline, wireless, internet, WAN, voice, UCaaS, SD-WAN, and colocation services.
What modern telecom expense management includes
Gartner’s current description of the global TEM-services market names usage management, invoice and contract management, inventory, ordering and provisioning, sourcing and vendor management, reporting, business intelligence, and dispute management as core capabilities. See Gartner’s market overview.
| Capability | What to verify |
|---|---|
| Invoice management | Automated intake, normalization, validation, exception handling, approvals, and payment |
| Inventory | Accurate circuits, services, devices, users, locations, contracts, and account IDs |
| Usage and contracts | Utilization, zero-use lines, overages, rates, renewal dates, terms, and service levels |
| Procurement and orders | Quotes, comparisons, sourcing, provisioning, delivery, installation, and carrier status |
| MACD workflows | Moves, adds, changes, and disconnects reconciled with billing |
| Disputes and allocation | Carrier credits, billing errors, cost-center chargebacks, and approvals |
| Analytics and integrations | Budgets, forecasts, savings tracking, ERP, AP, HR, MDM/UEM, ServiceNow, and carrier connections |
| Managed services | Analysts for invoice review, sourcing, payment, disputes, and vendor administration |
TEM is valuable because carrier bills are inconsistent, inventories drift after moves and reorganizations, disconnects can keep billing, and finance and IT often maintain different records. A platform cannot create savings by itself: results depend on clean data, carrier cooperation, organizational follow-through, contract terms, and implementing recommendations.

How this 2026 watch list was selected
- Current presence in TEM market research or active product documentation.
- Functional breadth across invoices, inventory, procurement, lifecycle, disputes, and analytics.
- A clear strategic angle, such as AI-assisted workflows, ServiceNow integration, network-pricing intelligence, or expansion into cloud and SaaS costs.
- Relevance to different buyers: global enterprises, mobile-heavy organizations, mid-market companies, and finance-led programs.
- Evidence quality. Official product documentation and independent analyst material carry more weight than unsupported marketing claims.
The 10 companies to watch

- Trade-off: Buyers needing only basic bill consolidation may not need the wider platform.

5. Lightyear
Best for: Multi-location companies modernizing telecom procurement, network inventory, and lifecycle workflows.
Lightyear’s Telecom Operating System covers procurement, quoting, inventory, implementation, MACDs, renewals, expense management, and APIs. - Trade-off: Companies wanting complete in-house control may prefer software-only deployment.

Which type of buyer fits each model?
Global enterprise with many carriers
Start with Tangoe, Calero, or Sakon, then test regional carrier, currency, tax, and invoice-format support. Cass is worth considering when payment and financial controls dominate.
Procurement-heavy or multi-location organization
Prioritize Lightyear’s quoting, network intelligence, inventory, and renewal workflows. Verify carrier coverage and whether its software-led approach supplies enough human support.
Mobile-heavy workforce
Compare Sakon, Tangoe, Calero, and Motus on device provisioning, replacements, decommissioning, policy controls, and mobile-carrier integrations.
ServiceNow-centric IT department
Evaluate brightfin, Sakon, Tangoe, and Calero for CMDB, ITSM, approval, and chargeback workflows. Ask whether each integration is native, API-based, batch-based, included, or professional services.
Finance-led invoice-control program
Compare Cass, RadiusPoint, Valicom, Tangoe, and Calero on invoice accuracy, payment authorization, disputes, credits, allocation, and audit trails.
Mid-market company replacing spreadsheets
Lightyear may offer a lower-friction procurement entry point, while Valicom or RadiusPoint may suit a buyer that needs analysts. Confirm minimum scale and implementation costs before shortlisting.
Questions to ask in a demo or RFP
- Can you load our largest and most complex carrier invoices, including taxes, surcharges, usage, credits, and disputed charges?
- How do you reconcile circuit IDs, account IDs, locations, devices, contracts, and statuses such as active, pending, disconnected, and disputed?
- Which carriers, countries, currencies, languages, tax regimes, and billing formats are supported?
- Show the complete order-to-bill workflow for a new service, a MACD, and a disconnect.
- Which features are native, API-based, batch-file, partner-built, or extra-cost services?
- Define savings: gross or net, one-time or recurring, benchmarked against which baseline, and after which fees?
- What does “AI” do—extraction, anomaly detection, recommendations, or autonomous action—and how can a user inspect the source line item?
- Which tasks remain with our staff: carrier escalation, inventory correction, approvals, negotiation, payment authorization, and savings implementation?
- What are implementation fees, contract terms, minimum scale, renewal conditions, data-export rights, and exit assistance?
- Can you provide references with a similar carrier mix, geography, service types, and number of locations or devices?
Common failure points
- Bad inventory: Duplicate or stale records undermine every savings calculation. Assign an owner for ongoing data correction.
- Invoice variability: Test real bills, not a polished generic demo, including foreign-currency or foreign-language bills where relevant.
- Uncomparable savings claims: Require definitions for baseline, recurring savings, renegotiations, implementation fees, and customer actions.
- Procurement-expense mismatch: A platform excellent before purchase may be weaker at AP controls, while an invoice specialist may not improve sourcing.
- Globality confusion: Global software availability is not the same as local carrier integrations, tax handling, payments, or benchmarking.
- Managed-service ambiguity: Document who follows up with carriers, approves orders, recovers devices, and implements recommendations.
Bottom line
Choose based on the operating problem, not the logo. Tangoe, Calero, and Sakon fit complex enterprise estates; brightfin fits ServiceNow and ITFM programs; Lightyear is strongest to investigate for procurement-led modernization; RadiusPoint, Cass, and Valicom suit buyers seeking more human administration; Motus and Asignet require especially careful scope verification. Most enterprise TEM pricing is quote-based, so a proof of concept using your real invoices, inventory, carriers, and workflows is more informative than a feature checklist.
