Defense and resilience technology is financed through several different channels—not one ranked list of venture firms. In 2026, a founder may combine a grant or accelerator award for validation, seed equity for product development, a government-backed fund for growth, strategic capital for manufacturing, and contracts that create revenue and procurement evidence.
The most consequential current sources include the €1 billion NATO Innovation Fund, NATO DIANA’s non-dilutive support of up to €400,000, the European Investment Fund’s Defence Equity Facility, the EIC STEP Scale Up Defence call offering up to €30 million in direct equity, Ukraine’s Brave1 ecosystem, and specialist private investors such as D3. Eligibility, stage and instrument differ sharply, so the right question is “which funding type fits this milestone?” rather than “which fund is biggest?”
What “defense tech” and “resilience” include
Defense technology can include autonomous systems, drones, counter-UAS and air defense; command, control, communications, computers, intelligence, surveillance and reconnaissance; electronic warfare; secure communications; battlefield software; logistics; space systems; advanced materials and propulsion; and military training or simulation.
Dual-use technology serves military and civilian customers. Common examples are cybersecurity, AI infrastructure, edge computing, robotics, computer vision, advanced manufacturing, sensors, navigation, quantum systems, energy storage and critical-infrastructure technology.

“Resilience” is broader and should not be treated as a synonym for weapons. A fund may use the term for civil-defense preparedness, cyber resilience, energy and communications continuity, supply-chain security, disaster response, biosecurity, or information resilience. Always read the investment policy rather than inferring it from branding.

NATO’s capital, testing and adoption stack
NATO Innovation Fund
The NATO Innovation Fund states a size of €1 billion and is backed by 24 NATO Allies. It invests in deep-tech and dual-use companies addressing defense, security and resilience, and may invest in venture funds as well as companies. It is not a conventional open-access grant portal; founders should use the fund’s engagement route and confirm current geographic and ownership requirements.

NATO DIANA
DIANA combines an accelerator with non-dilutive funding of up to €400,000, mentoring, investor access and testing. NATO says its network includes more than 200 test centres and accelerator sites. It is aimed at dual-use innovators headquartered in a NATO Allied nation. For many companies, access to operational users and realistic testing is more valuable than the initial award.

UNITE–Brave NATO
This cross-border program links funding, testing and pathways toward NATO adoption. NATO describes capacity of up to €50 million overall. Its first 2026 competition focuses on counter-UAS and air defense and is expected to award approximately €10 million in contracts. Those figures describe program capacity and the first competition, not a guaranteed award to each applicant.
European public-backed capital
InvestEU Defence Equity Facility
The EIF facility has a nominal €175 million commitment: €100 million from the European Defence Fund and €75 million from the EIF. Its stated goal is to mobilize up to €500 million in total investment. The EIF reported in June 2026 that €161 million had been committed and nine funds backed. This is fund-of-funds capital, so a startup normally accesses it indirectly through one of the selected venture managers rather than applying to the EIF for a startup cheque.

EIC STEP Scale Up Defence
Opened July 1, 2026, this call offers eligible companies up to €30 million in direct equity. It covers EU member states, associated Horizon Europe countries and Ukraine, and targets scale-ups raising rounds typically of €50 million to €150 million or more. Expected total rounds are three to five times the requested EIC investment. Relevant areas include air and missile defense, drones, counter-drones and other critical defense technologies. It is growth capital, not a substitute for seed funding.

Ukraine’s validation and investment ecosystem
Brave1 connects Ukrainian defense innovators with military users, government, investors and international partners. Its investor-facing offer includes battlefield validation, startup catalogues, curated introductions and investor-relations meetings. It is most relevant to Ukrainian companies and foreign companies able to work with Ukrainian partners.
Combat use is valuable evidence, but “battlefield-proven” does not by itself establish repeatability, safety, cybersecurity, interoperability, exportability, sustainment or procurement readiness. Ask who tested the product, under what conditions, and whether the evidence is documented. Brave1’s current investor page does not reliably display several headline numerical metrics, so do not rely on unconfirmed figures for total investment, check size or portfolio outcomes. Private venture funds and strategic investors
Private funds are not interchangeable. Stage, geography, check size, security requirements and willingness to finance hardware vary. Notable defense-friendly or national-security investors include D3 Venture Capital, MD One Ventures, OTB Ventures, American Dynamism at Andreessen Horowitz, Shield Capital, 8VC, Lux Capital, Founders Fund, Decisive Point, Scout Ventures and General Catalyst’s defense or resilience investments. Treat this as a starting map, not a ranking; verify each fund’s current mandate.
D3 Venture Capital
A June 30, 2024 TechCrunch report described D3 as an early-stage fund focused on technology supporting Ukraine and Western national security. That report cited a typical investment of $125,000 for 7% equity and possible follow-on investments of up to $750,000. Those are historical terms, not confirmed 2026 terms. Strategic capital
Prime contractors, defense integrators, cloud and AI companies, industrial manufacturers, sovereign investors, corporate venture arms and specialist family offices can provide money plus customer access, manufacturing capacity or integration expertise. Negotiate carefully around exclusivity, intellectual property, data rights, customer concentration and acquisition options.

Match the instrument to the milestone
- Research and proof of concept: grants, university or laboratory programs, challenge competitions and national innovation agencies.
- Testing and user feedback: DIANA, NATO test ranges, Brave1 or comparable national programs.
- Seed product development: specialist private venture funds and dual-use investors.
- Pilot deployment: grants, contracts and milestone payments; distinguish a contract from unrestricted grant money.
- Manufacturing and inventory: growth equity, strategic investors, private credit and production contracts.
- Large-scale expansion: EIC STEP Scale Up Defence, later-stage funds and syndicated rounds.
- Adoption: government procurement, NATO pathways and repeat purchase orders. A contract is not venture funding, but revenue and a reference customer can materially improve later fundraising.
What founders should prepare
- State the threat, mission and specific customer, and identify whether the product is defense-specific or dual-use.
- Document technology readiness and performance in realistic conditions, including pilots, exercises, contracts or paid deployments.
- Show manufacturing capacity, bill of materials, critical-component dependencies, quality systems and expected unit economics.
- Explain cybersecurity, data provenance, intellectual-property ownership and rights to operational data.
- Complete an export-control, sanctions, foreign-ownership and security review for every target jurisdiction.
- Map the likely procurement authority, contracting route, interoperability requirements and sustainment model.
- Separate R&D financing from production and working-capital needs.
- Include founders or advisers with credible operational, procurement or engineering experience.
Questions investors and program officers will ask
- Is the product genuinely differentiated, or a repackaged commercial system?
- Has it been tested beyond a controlled demonstration?
- Can the company manufacture at required volume without restricted-jurisdiction dependencies?
- Does it require changes to doctrine or existing infrastructure?
- Who owns the resulting data, and can the company pass security and procurement reviews?
- What is the transition from pilot to recurring procurement?
- Are margins viable after ruggedization, support and compliance costs?
- Is the business a scalable product or mainly engineering services?
- What happens if a war, government or procurement priority changes?
Key trade-offs and common mistakes
Equity versus grants
Equity is flexible and can be larger, but dilutes ownership and may add board or strategic-investor rights. Grants preserve ownership and suit technical validation, but may impose milestones, reporting, data, intellectual-property or government-use conditions and usually do not finance full production.

Private investors may move faster and focus on commercial growth. Public-backed programs align with strategic technology and industrial capacity, but commonly impose geographic, ownership or security rules and may invest only through intermediary funds.
Defense-specific versus dual-use
Defense-specific products may have clear government demand but face smaller customer pools, slower procurement and heavier compliance. Dual-use products have broader markets but may need substantial adaptation for ruggedness, security and interoperability.
- Applying to a program whose geography or company stage does not fit.
- Confusing a fund-of-funds commitment with money available directly to a startup.
- Using 2024 private-fund terms as if they were current.
- Assuming a resilience label means weapons investment.
- Treating battlefield use as proof of procurement readiness.
- Ignoring manufacturing bottlenecks, foreign-ownership review or classified-work requirements.
- Projecting prototype or one-time contract revenue as recurring sales.
- Overlooking ethical and reputational risks involving weapons use, civilian harm, surveillance or autonomous targeting.
How to verify an opportunity before applying
Check the official program page for the current call, eligible incorporation countries, ownership rules, stage, instrument, deadlines and reporting obligations. Confirm whether the money is equity, a grant, a contract, an accelerator award or indirect fund capital. Recheck private-fund terms and public metrics immediately before submission; the D3 terms cited above date from 2024, and program capacities can change.
