He joined President Donald Trump’s official Beijing delegation alongside other American executives. Its significance was commercial as much as diplomatic: Tesla needs China for vehicle production, exports, batteries, energy storage, suppliers and regulatory access, while Musk’s political role in Washington makes him an unusually conflicted intermediary.
The trip generated access and symbolism, but public reporting has not established a major Musk-specific agreement. The practical test is whether Tesla later secures approvals, equipment, investment commitments or measurable improvement in its Chinese operations.
What happened in Beijing in May 2026?
Trump’s China visit took place in May 2026, with meetings and events reported on May 14–15. Musk traveled with the presidential delegation rather than conducting a clearly separate diplomatic mission. Apple CEO Tim Cook and executives from companies including Boeing, Citi and Meta were also expected to participate in the wider commercial engagement (Associated Press; Reuters reporting).
That distinction matters. Musk was a powerful business participant with specific Tesla interests, not an appointed U.S. negotiator. Photographs, meetings and official praise demonstrate access; they do not by themselves demonstrate a concession, contract or regulatory approval. Reuters’ post-trip assessment found considerable goodwill and ceremony but few publicly documented deliverables for the companies involved (Reuters report).

Why Beijing values Musk’s presence
Tesla’s Shanghai operation is one of China’s most visible foreign-owned advanced-manufacturing projects. It demonstrates that a global company can build at scale inside China, employ local suppliers and use the country as an export base. That history makes Musk a familiar American business figure in Beijing, particularly on electric vehicles, batteries and clean energy (South China Morning Post).
Commentators’ description of Musk as a “bridge” is useful only if qualified. He is not a neutral envoy. Tesla has direct commercial interests in Chinese factories, customers, suppliers and approvals, and Musk’s political involvement in Washington can make him valuable to some Chinese officials while making him suspect to others. China can welcome Tesla investment without depending on Musk personally.
Tesla’s China exposure is much broader than car sales
Shanghai vehicle manufacturing and exports
Tesla’s 2025 filings listed installed annual capacity in Shanghai of more than 950,000 Model 3 and Model Y vehicles. Tesla described the site as a key export hub serving the Asia-Pacific region and other markets (Tesla filing).
“Installed capacity” is not actual production. Tesla expressly cautioned that operating conditions and other limitations can keep output below the stated capacity. The Shanghai plant nevertheless gives Tesla large-scale manufacturing, dense local sourcing, shorter logistics routes and an established operating presence with Chinese regulators.

The Shanghai Megafactory
Tesla began production at its Shanghai Megafactory in February 2025. Shanghai municipal materials said the facility was planned to produce up to 10,000 Megapack units annually; that is a planned rate, not proof of realized output (Shanghai municipal government).
Tesla’s 2025 Form 10-K identified Shanghai and Lathrop, California, as important Megapack production sites and highlighted the need for adequate battery-cell supply as storage demand grows (Tesla 2025 Form 10-K). China therefore matters to Tesla’s grid-storage strategy, renewable-energy integration and industrial-power customers—not only to its passenger-car business.
Chinese equipment and suppliers
Reuters reported that Tesla was looking to buy approximately $2.9 billion of solar-panel manufacturing equipment from Chinese suppliers. The figure describes a reported potential purchase, not a confirmed Tesla order (Reuters report).
This exposes a central supply-chain paradox. Washington encourages domestic clean-energy manufacturing and reduced dependence on China, yet Chinese machinery, process expertise and component networks may still be the fastest or most economical way for Tesla to expand capacity elsewhere. Beijing can make such equipment subject to export controls or licensing, while U.S. tariffs and technology rules can raise the cost of sourcing it.

FSD is the biggest regulatory prize
Tesla has been preparing a broader Chinese launch of FSD (Supervised), but its cited filings continued to make regulatory approval a condition of availability (Tesla filing). China is strategically important for autonomy because it combines a huge vehicle market, dense urban driving environments and sophisticated local competitors.
Approval is not simply a matter of Musk’s personal access. Driver-assistance deployment can involve:
- mapping and geospatial-data rules;
- vehicle-software and road-testing permissions;
- cybersecurity review;
- local data storage and cross-border-transfer controls; and
- competition with Chinese driver-assistance systems.
Associated Press reporting said Tesla stores data collected by its Chinese fleet in Shanghai as required by Chinese regulators. That does not establish authorization for unrestricted transfer of the data abroad (Associated Press). A meeting or announcement therefore cannot be treated as FSD approval unless Tesla or a Chinese regulator formally confirms it.
Why the relationship is interdependent—but not equal
China benefits from Tesla’s investment, jobs, technology diffusion and competition. Tesla benefits from China’s battery, electronics, machinery and automotive ecosystems, a large EV market, local production economics and Shanghai’s export connectivity. The relationship is mutually useful without making Tesla indispensable.

Chinese automakers retain important advantages: broader product ranges, more price points, local consumer knowledge, integrated domestic supply chains, connected-car features and close relationships with local governments. Tesla’s historic strengths in brand, efficiency and software do not guarantee future market leadership. Exact 2026 sales or market-share conclusions require current Tesla delivery data and Chinese industry statistics; the available evidence does not establish a definitive full-year comparison.

SpaceX and Starlink
Musk’s space businesses have major U.S. national-security and defense dimensions. That can conflict with the image of a purely commercial entrepreneur seeking accommodation with Beijing. It does not prove a SpaceX or Starlink business arrangement in China; no such arrangement should be inferred from Tesla’s presence.
AI and robotics
Tesla’s autonomy, humanoid-robot and AI ambitions increase the value of manufacturing scale and component access. Tesla filings describe continuing AI investment and preparation for FSD launches, but the China visit is not evidence that Beijing approved Tesla’s wider AI or robotics plans (Tesla 2025 Form 10-K).
X and the limits of access
X is blocked in China, as AP noted in coverage of Musk’s China-related political relationships (Associated Press). His ability to meet officials does not mean every Musk company receives operating access. X illustrates the boundary between elite political access and ordinary market permission.

The contradictions investors should watch

Tesla’s Shanghai asset also deepens exposure to Chinese demand cycles, local price competition and consumer sentiment. Reuters reported a widely publicized Shanghai auto-show brake complaint that became a viral point of criticism, a reminder that Musk’s personal popularity does not insulate Tesla from backlash (Reuters report).
What the visit did—and did not—prove
Established
- Musk participated in Trump’s May 2026 presidential delegation.
- Tesla’s Shanghai vehicle and Megapack operations remained strategically important.
- Tesla had active interests in FSD approval, Chinese suppliers and energy storage.
Reported, but not confirmed as agreements
- A potential approximately $2.9 billion purchase of Chinese solar-manufacturing equipment.
- Possible progress toward regulatory approvals.
- Any concession personally negotiated by Musk.
Not established
- A standalone Musk–Xi deal.
- Definitive Chinese FSD approval resulting from the trip.
- A final resolution of solar-equipment export restrictions.
- A mandate authorizing Musk to negotiate for the U.S. government.
A practical scorecard for judging the trip
Photos and official praise are weak measures of success. A meaningful assessment should look for formal documents and operating results:
- Did a Chinese regulator approve FSD or publish a defined timetable?
- Did China authorize or deny the reported solar-equipment exports?
- Did Tesla disclose a binding supply agreement or new Shanghai investment?
- Did Tesla receive documented access to data, mapping resources or testing permissions?
- Did Megapack production and orders expand in a measurable way?
- Did Tesla’s production, sales or competitive position improve relative to Chinese manufacturers?
Until those outcomes appear, the May visit is best understood as high-value political access and commercial signaling. Musk’s leverage comes from Tesla’s real dependence on China, but that same dependence limits how far personal diplomacy can carry him.
