Microsoft’s First Power BI Price Increase in a Decade Took Effect in 2025: What Customers Pay Now

Microsoft’s Power BI Pro and Premium Per User increases were announced in November 2024 and took effect April 1, 2025. Here are the current U.S. prices, renewal rules, exceptions and licensing choices.

Microsoft announced its first Power BI per-user pricing update in roughly a decade on November 12, 2024. The higher commercial rates took effect on April 1, 2025. In the United States, the listed annual-billing equivalents are now $14 per user per month for Power BI Pro and $24 for Premium Per User (PPU). The change applies to those per-user licenses—not automatically to every Power BI, Fabric, Embedded, nonprofit, or bundled Microsoft 365 purchase.

Microsoft’s current U.S. pricing page still showed those rates on August 18, 2026. Actual charges can differ by country, currency, tax, contract, reseller, purchasing channel, and customer segment.

What Microsoft announced—and when

Microsoft made the announcement on November 12, 2024, describing it as the first Power BI pricing update since the product launched in July 2015. The company attributed the change to nearly a decade of product development and investment. The commercial price change did not begin on announcement day; it became effective on April 1, 2025, generally reaching existing customers at renewal.

How much did Pro and PPU increase?

These are U.S. commercial list-price signals. Microsoft says displayed prices may vary with geography, currency, taxes, regional offers, enterprise agreements, eligibility programs, and purchasing method. Check the current Power BI pricing page before budgeting.

Who pays the higher price?

New commercial customers

New commercial contracts made under the updated terms use the higher Pro and PPU rates.

Existing commercial customers

Existing customers generally encounter the new rate when a subscription renews on or after April 1, 2025, rather than having an active term repriced immediately.

Enterprise Agreement customers

Microsoft said existing standalone Pro or PPU pricing under an Enterprise Agreement continues until the customer’s next renewal under the applicable terms. Agreements executed after April 1, 2025 use updated pricing. Confirm the enrollment, product-use rights, and renewal date in your agreement rather than relying on public list prices.

Microsoft 365 E5 and Office 365 E5 subscribers

Microsoft stated that customers receiving Power BI through annual-billed Microsoft 365 E5 or Office 365 E5 subscriptions had no pricing change under this announcement. That exception does not automatically cover monthly billing, standalone Power BI seats, or every E5-related purchase. The pricing page also describes a PPU add-on for certain users who already have Pro, Microsoft 365 E5, or Office 365 E5.

Nonprofits, academic and government organizations

These customers should use their eligibility and agreement channel, not the commercial table above. Microsoft’s nonprofit community announcement described separate prices effective July 1, 2025: $4.20 per user per month for Pro and $9.60 for PPU. Academic and government pricing is also separate. See the nonprofit announcement and ask Microsoft or your reseller to confirm current terms.

Pro versus Premium Per User

Power BI Pro

Pro is the standard paid license for creating, publishing, sharing, and collaborating on Power BI content in ordinary shared-service scenarios. Users can build reports and work with shared workspaces subject to the workspace and capacity rules. The current U.S. public signal is $14 per user per month when paid yearly.

Power BI Premium Per User

PPU includes Pro capabilities plus premium features. Microsoft documentation identifies larger model limits, AI-related capabilities, XMLA endpoints, advanced dataflows, deployment pipelines, and more frequent refresh options among the premium feature set. The current U.S. public signal is $24 per user per month, paid yearly.

PPU is still a per-person license. Users accessing content in a PPU workspace generally need PPU licensing, so it does not automatically create the broad viewer economics of a sufficiently large capacity. Microsoft’s detailed differences are in the Premium Per User FAQ.

“Power BI Premium” is not one product

Premium Per User is a named-user subscription. Premium capacity and Microsoft Fabric capacity are capacity-based models designed for larger workloads and, in specified scenarios, wider distribution.

Microsoft’s current pricing page says Fabric capacity is variable-priced, with reservation and pay-as-you-go options. It also says license-free consumption of Power BI content can be available in qualifying capacity scenarios at Fabric F64 and above, subject to Microsoft’s licensing conditions. Publishing content and other activities may still require per-user licenses.

A separate change: Premium capacity moved toward Fabric

Do not combine the 2024 Pro/PPU increase with Microsoft’s separate capacity transition. In March 2024, Microsoft announced consolidation around Fabric and retirement of Power BI Premium per-capacity P-SKUs for new purchases. New customers could not purchase Power BI Premium per-capacity after July 1, 2024; existing customers could continue under specified renewal and Enterprise Agreement arrangements, with some transitions toward Fabric at renewal.

If your organization uses a P-SKU, review that capacity agreement separately. The Microsoft Fabric licensing announcement governs a different timeline and decision.

Is Power BI Desktop still free?

Yes. Microsoft describes Power BI Desktop as a free download for building reports locally. Free Desktop does not make the service’s normal sharing and collaboration features free.

  • Free Desktop: Create reports on a computer.
  • Free or Fabric Free service license: Limited scenarios, including My Workspace and consumption of content in eligible capacity.
  • Pro: Publish, share, and collaborate in standard shared-workspace scenarios.
  • PPU: Use premium per-user capabilities.
  • Fabric capacity: Use a capacity-based model for broader analytics workloads and qualifying distribution.

What the increase means in practical budgets

The following arithmetic uses the current U.S. commercial list-price signals before tax and before contract, nonprofit, education, government, reseller, or regional adjustments:

These calculations do not predict an organization’s invoice. A renewal date, EA discount, E5 bundle, nonprofit eligibility, currency, tax, and reseller terms can change the result.

Choosing between per-user licenses and capacity

Small teams with many authors and viewers

Pro is usually the baseline when most people both create and consume reports. If only a few people author content but a much larger audience views it, model a capacity option as well. Capacity is not automatically cheaper: publishing and other activities can still require Pro or another paid license, and license-free viewing depends on the capacity tier and scenario.

A limited group needing premium features

PPU can fit when a small specialist group needs larger models, premium refresh, AI, XMLA, deployment pipelines, or advanced data management, and the audience is also willing to hold PPU licenses. It is a weaker fit when many casual viewers need access or when broad distribution, multi-geo, or capacity-level deployment patterns are central.

Existing E5 environments

First separate qualifying annual E5 subscriptions from monthly billing, standalone seats, and mixed licensing. Do not assume every E5 user automatically has every PPU capability; verify the entitlement and any add-on requirement.

Checklist before your next renewal

  1. Record each current SKU: Pro, PPU, E5-bundled, capacity, Embedded, or another offer.
  2. Write down the contract type, billing term, currency, region, and renewal date.
  3. Count report authors separately from viewers, including external viewers.
  4. Identify whether content sits in a standard workspace, PPU workspace, Premium capacity, or Fabric capacity.
  5. List required features: model size, refresh frequency, AI, XMLA, deployment pipelines, multi-geo, and embedded distribution.
  6. Check nonprofit, academic, government, E5, EA, CSP, or reseller eligibility.
  7. Ask your Microsoft account team or licensing partner for a written quote tied to your renewal terms.

Common purchase blockers

A user may not see “Buy now” or “Start trial” because self-service purchasing is disabled by an administrator, the account uses a personal email address, the user already has a license or has used a trial, or regional and tenant settings differ. The account-manager path also varies by license and organization. Use Microsoft’s purchase and signup guidance or contact your administrator.

The Bottom Line

The increase was real, but its impact depends on what you buy and when. Standalone commercial Pro and PPU customers generally met the higher rates at renewal from April 1, 2025. Annual E5 subscribers, Enterprise Agreement customers, nonprofits, government and academic organizations, and capacity users can follow different rules. Classify your licenses, audience, capacity, and renewal terms before deciding whether to absorb the increase, move selected users to PPU, or evaluate Fabric capacity.
