Yes—but only in a limited, institution-based sense. Microsoft Pakistan and Pakistan’s Higher Education Commission (HEC) announced free Office 365 services for eligible students at participating higher-education institutions in June 2015 under Microsoft’s Student Advantage Program. It was not a blanket offer for every Pakistani resident, and the available evidence does not confirm that the identical nationwide arrangement is still active in 2026.
What Microsoft Pakistan and HEC announced
The announcement was made in June 2015 as Microsoft Pakistan and HEC launched the Student Advantage Program in Pakistan. Contemporary reports described a partnership intended to give students at eligible universities access to Office 365 services without an additional student charge. Reports from Teleco Alert and MediaSpring document the announcement.
The wording matters: this was an institutional benefit, not a promise that anyone with Pakistani citizenship could create a free personal Office account. A university generally had to hold qualifying Microsoft education licences before its students could receive the associated benefit.
What “free Office 365” could include
The 2015 coverage referred broadly to “Office 365 services.” Microsoft’s Student Advantage material described access to Office 365 ProPlus or other education-plan services, depending on the institution’s licensing arrangement. Historical capabilities could include:

- Office Online versions for browser-based work.
- Cloud document storage and collaboration.
- Use on personal devices where the applicable plan permitted it.
- Plan-dependent services such as institutional email, messaging and additional cloud storage.
These are historical plan descriptions, not a guaranteed list for every Pakistani university. Microsoft has changed Office 365 branding, plans and entitlements substantially since 2015. The term “Microsoft 365” is now used in many current education and consumer contexts, while older documents may say “Office 365 ProPlus.”
HEC’s 2015 magazine also referred to an Office 365 ProPlus deployment and said more than 60 universities had shared faculty data for that effort. That figure describes the deployment activity reported at the time; it is not a verified count of every institution that received student access, nor evidence of current availability. See the HEC 2015 material.
Who was eligible?
Eligibility depended on the student’s relationship with a participating institution and that institution’s Microsoft agreement. Microsoft’s explanation of Student Advantage states that the student benefit was linked to an educational organisation licensing qualifying Office products for its faculty and staff: Microsoft’s Student Advantage description.
- The student normally needed to be actively enrolled at an eligible higher-education institution.
- A university-issued email address or other institutional identity was likely needed for verification.
- The exact participating-university list is not established by the cited announcements, so no complete list should be assumed.
- Faculty and staff could have separate rights under the institution’s agreement; those rights are distinct from student access.
Citizenship alone was not the qualifying condition. A student at a non-participating institution could be ineligible even if another Pakistani university offered the service.

How activation was expected to work
The historical reports confirm the offer but do not provide a reliable, currently working Pakistan-wide activation URL. The practical workflow for an institution-managed education account would have been:
- Check participation. Ask the university IT office or student portal whether the institution has an eligible Microsoft education licence.
- Use the institutional sign-in route. Start from the university’s Microsoft or Office education page rather than a third-party activation site.
- Enter the university email address. Microsoft’s education verification normally checks the school domain or institutional identity.
- Complete verification and create or link the Microsoft account. Follow the identity and password instructions supplied by the institution.
- Open the assigned services. Depending on the plan, this could mean browser apps, desktop installation rights, OneDrive or other Microsoft 365 services.
- Escalate failures to campus IT. The university can determine whether the domain is configured, the student record is synchronised and the correct licence has been assigned.
For a current eligibility check, Microsoft’s official education page is Microsoft 365 Education. A generic personal Microsoft account is not a substitute for institutional verification.
What “free” did—and did not—mean
For an eligible student, “free” meant no additional charge to that student under the institution’s qualifying programme. It did not mean:
- a permanent, lifetime personal Office licence;
- automatic eligibility for every Pakistani student or resident;
- that the university incurred no licensing or administration costs;
- that every plan included desktop applications, identical storage or the same device rights; or
- that access would continue after graduation or after the institution ended its qualifying subscription.
The university controlled the account relationship. It could set security policies, manage data retention and disable the account when a student’s institutional status changed.

How the Microsoft–HEC relationship developed
2015–2016: deployment and training
HEC materials from 2015 and 2016 describe Office 365 deployment work, proof-of-concept activity, boot camps and university technology training. The 2016 account is available in HEC’s September–October 2016 magazine.
2020: Microsoft Teams during remote education
During the COVID-19 period, Microsoft said HEC deployed Teams to more than 100 universities and more than 500,000 students. That was a collaboration and remote-learning deployment, not proof that every student had the same Office 365 desktop entitlement. See Microsoft’s 2020 announcement.
2020: a separate certification promotion
HEC also reported a free Microsoft certification opportunity limited to the first 2,000 registrants. Certification access is different from an Office 365 software licence; the details appear in HEC’s April–June 2020 publication.
2023: Education Transformation Agreement
HEC and Microsoft announced another Education Transformation Agreement covering training and access to technologies including Microsoft 365, Azure and cybersecurity learning. It represents a later partnership development, not automatic confirmation that the 2015 Student Advantage offer remains open. HEC’s announcement is at HEC’s Microsoft agreement page.

Is the free offer still available in 2026?
The June 2015 announcement is genuine and documented. However, the sources available for this article do not establish that the same Pakistan-wide Student Advantage arrangement is still active in 2026. HEC’s current student-services page prominently references a Microsoft certification resource whose stated free-access validity ended on June 30, 2023; that is not evidence of continuing free Office 365 access.
Current status must therefore be checked institution by institution. Ask whether your university presently assigns Microsoft 365 Education, which applications are included and how long access lasts. Do not treat an old social-media post or a 2015 article as a working activation guarantee.

“My Gmail account does not work.”
That is expected for an institution-managed licence. Try the university-issued address and follow the school’s sign-in instructions.
“My university email is rejected.”
The institution may not participate, its domain may not be configured for Microsoft verification, or your enrolment record may not yet have synchronised. Campus IT must check those conditions.

“I can sign in, but there is no install option.”
Your account may have web-only rights, or the university may have assigned a plan without desktop installation. Signing in successfully does not prove that every Office application is licensed.
“The licence disappeared after graduation.”
Education entitlements are generally tied to active institutional status. A university can remove access when a student graduates, leaves or loses eligibility, although the exact timing is plan- and institution-dependent.
“A website offers a free activation key.”
Do not submit university credentials to unofficial portals or install cracked Office software. Use the university IT office and Microsoft’s official education page instead.
What to use if you are not eligible
Students who have graduated or whose institution does not provide a licence can compare current options through official pages:
- Microsoft 365 personal plans for individually managed subscriptions.
- Microsoft 365 for business for organisational use.
- Free Office for the web for browser-based Word, Excel and PowerPoint.
- Google Workspace for Education, which is normally administered by an institution.
- Google Docs, Sheets and Slides for web-based documents.
- LibreOffice as a no-subscription desktop alternative.
Check Microsoft’s current pages for live plan names and pricing. Web tools may not replace advanced desktop features, and LibreOffice can produce formatting or macro differences in workflows standardised on Microsoft Office.
The Bottom Line
The Microsoft–HEC offer was a real June 2015 Student Advantage announcement, but it was limited to students whose institutions met the programme’s licensing requirements. To find out what you can use now, verify your university’s current Microsoft education entitlement with its IT office; do not assume the historical offer is still a nationwide free licence.
