President Trump’s proposed FY2027 budget shifts—not simply expands or shrinks—federal cybersecurity. The request would increase reported cyber funding for the Justice Department and State Department while reducing CISA, research, healthcare, financial and several regulatory cyber accounts. CSO’s analysis of OMB crosscut tables estimates civilian federal cybersecurity spending declining from $12.455 billion in FY2026 to $12.228 billion in FY2027, about $227 million lower overall. These are presidential budget-request figures, not enacted appropriations; Congress can restore, redirect or reject them.
What the numbers measure
The comparison is between FY2026 enacted or estimated resources and the president’s FY2027 request. “Cybersecurity spending” here means the specialized civilian-federal cybersecurity crosscut reported from OMB tables—not every agency IT dollar, military cyber account, intelligence program, law-enforcement budget or national-security activity. Agency totals therefore are not interchangeable: DOJ cyber investigations differ from DOJ enterprise security, and CISA’s top-line budget is not identical to every DHS cybersecurity line.

Why DOJ and State are the clearest winners
Justice Department: enforcement capacity
The reported $312 million increase is the largest civilian-agency gain. It fits a policy preference for investigating, prosecuting, seizing and disrupting cyber-enabled criminal networks, alongside stronger Justice information-sharing technology. That is a law-enforcement and intelligence-sharing gain—not necessarily more hands-on defensive assistance for hospitals, utilities or small businesses.
State Department: diplomacy and technology competition
The reported $174 million increase would support international cyber diplomacy, allied coordination and emerging-technology policy. Its value will be measured through diplomatic reach and strategic alignment rather than domestic incident-response services.
Commerce, Transportation and Energy
Commerce’s reported increase could help NIST standards, technology guidance and post-quantum migration. The June 2026 White House cryptography order assigns Commerce and NIST major roles in guidance, validation and migration coordination. Transportation’s reported gain may support operational technology across aviation, rail, maritime and related infrastructure. Energy’s increase may assist energy-sector, laboratory and industrial-control security; it is not the same as the department’s wider nuclear or national-security budget.

Smaller increases
CSO also reports modest gains for HUD, EPA, Education, the Tennessee Valley Authority, the Federal Mine Safety and Health Review Commission and the U.S. Army Corps of Engineers. Those changes are materially smaller than the DOJ, State, CISA, NSF, VA and HHS moves.

Why CISA is the central loser
The proposal identifies an approximately $707 million CISA reduction and says the agency should return to “core” missions: federal network defense and critical-infrastructure security. CSO reports 867 positions proposed for elimination—about 766 full-time-equivalent employees—from a stated 3,732-position staffing level. In the Stakeholder Engagement Division, 120 of 145 positions would be eliminated, with more than $50 million in associated reductions.
Services that could face pressure
- Incident-response personnel and coordination during major attacks.
- Threat-intelligence dissemination and vulnerability coordination.
- Joint Cyber Defense Collaborative and other public-private activities.
- Regional, sector-specific and state, local, tribal and territorial assistance.
- Voluntary engagement with infrastructure operators and international partners.
The documents do not establish that every listed service ends. The $707 million could combine program eliminations, staffing changes, transfers, grants and administrative reductions. The operational question is which technical functions survive and which are moved or removed. A narrower CISA could concentrate scarce staff on federal networks and designated critical infrastructure while leaving other organizations with less direct government support.

Other significant losers
National Science Foundation
NSF’s reported 50% reduction—$132 million—may be less visible immediately than a CISA staffing cut but matters over five to 10 years. University research, cryptography and systems-security work, doctoral pipelines and workforce grants could all face a smaller funding base. That is a projected capacity risk, not a measured result yet.
Veterans Affairs and Health and Human Services
VA’s reported $165 million, or 13%, reduction could constrain modernization in medical devices, identity, cloud and patient-data systems, although a department-level crosscut number does not identify each affected program. HHS’s $94 million, or 10%, reduction could pressure federal health-system security and coordination with hospitals; it does not automatically eliminate healthcare grants or regulatory authorities.
Treasury
The reported $80 million, or 10%, Treasury reduction could affect financial-sector coordination, enterprise security, anti-ransomware, sanctions and cyber-enabled-fraud work. Statutory responsibilities would remain unless Congress changes the underlying law.

SEC, FCC and ONCD
CSO reports zero separately identified cybersecurity spending for the SEC and FCC in the relevant crosscut tables. “Zero” can mean an eliminated account, reclassification into general IT or mission funding, a transfer or simply no separately reported line; it does not prove that either agency will have no security operations or that enforcement authority disappears.
ONCD’s proposed reduction of about $3 million, or 18%, to approximately $17 million is symbolically important. A smaller coordinating office could increase reliance on agency execution and White House direction, even while the government takes on technically demanding initiatives.

That creates an execution paradox: the government is asking agencies and contractors to adopt AI-enabled defense and inventory and replace vulnerable cryptography while reducing parts of CISA, ONCD and the research ecosystem that coordinate, guide and staff such work. A budget increase is not automatically added capacity if inflation, hiring limits, one-time modernization or new mandates absorb it; a cut may be less damaging if it removes duplicative or already-unfilled functions.
What the proposal means for businesses
- Map dependencies. Inventory which teams rely on CISA alerts, vulnerability coordination, incident assistance, grants or sector briefings.
- Build redundancy. Confirm contacts at an Information Sharing and Analysis Center, industry association, managed detection provider and incident-response firm. The National Council of ISACs directory is a starting point.
- Keep free sources in the stack. Use CISA resources, NIST cybersecurity guidance and the NIST post-quantum project before buying replacements.
- Prepare for contracting changes. Federal contractors should track post-quantum inventory, certificate and key-management, crypto-agility and evidence requirements.
- Buy only for a defined gap. Commercial endpoint, intelligence, incident-response or vulnerability services can add redundancy, but a scanner without asset ownership and remediation workflows creates findings rather than security.
Potential commercial categories include managed detection and response, Recorded Future or Mandiant intelligence, incident-response retainers from Mandiant, CrowdStrike or Unit 42, and vulnerability platforms from Tenable, Qualys or Rapid7. These services are generally quote-based, and their suitability depends on staffing and existing contracts; the budget request alone does not show that any named vendor will win.
What Congress can still change
Appropriators can restore CISA personnel or grants, protect specific programs, reject proposed eliminations, transfer responsibilities, impose reporting requirements or preserve NSF and sector-assistance funding. Earlier negotiations reportedly restored part of a proposed CISA reduction, illustrating why the president’s request is a negotiating position rather than an enacted outcome. Until Congress passes and the president signs appropriations, use “proposes” and “would,” not “cut” or “will spend.”
Bottom line
Trump’s proposed FY2027 budget is best understood as strategic redistribution under institutional contraction: more weight for DOJ enforcement, State diplomacy, offensive capabilities and selected technology priorities, alongside less broad civilian coordination, research and some regulatory or stakeholder functions. The defining test is whether a narrower CISA and smaller coordinating and research institutions can execute AI and post-quantum ambitions without leaving businesses to purchase substitutes for capabilities government intelligence and national coordination cannot fully replace.
