The complaint, informed in part by former Apple contractor Thomas Le Bonniec, alleges that Siri audio—including recordings triggered accidentally—was collected, analyzed and made available to contractors without sufficiently clear consent. Prosecutors have reportedly assigned the case to a cybercrime police unit. These are allegations under investigation, not findings that Apple committed a crime.
What the French investigation is examining
The LDH complaint and related testimony raise several separate questions about Siri:

- Accidental activation: whether sounds or words resembling the wake phrase caused devices to capture speech unrelated to an intentional request.
- Transmission and storage: whether those recordings were sent to Apple, retained, and shared within Apple’s contractor network.
- Human review: whether contractors listened to recordings or corrected transcripts, and what information accompanied the audio.
- Notice and consent: whether users were clearly told that some interactions could be reviewed by people, that false activations could create recordings, how long data might be retained, and how to opt out or delete it.
The French National Assembly’s record identifies the LDH’s February 13 complaint and its allegations of large-scale Siri data collection (official parliamentary record). Reuters reported that the Paris prosecutor’s office confirmed an investigation and assigned it to a police force specializing in cybercrime (Reuters report republished by Investing.com).
The case does not establish that every Siri interaction was sent to a person, that Siri recorded continuously in the ordinary sense, or that any particular recording was unlawfully handled. Local wake-word detection, recording, transmission, server retention and human review are different stages that investigators must assess separately.

The whistleblower account behind the complaint
Thomas Le Bonniec worked for Apple subcontractor Globe Technical Services in Ireland on Siri transcription and review work in 2019. In an account reproduced in a U.S. court pleading, he said he listened to recordings from Apple devices in France and elsewhere and encountered highly sensitive material. He also said some clips appeared to follow unintended activations.
Those descriptions are allegations in litigation and a whistleblower’s account, not judicial findings. The court filing is useful evidence of what was alleged, but it does not by itself prove the volume of recordings, the identity of people who could be linked to them, or the legality of Apple’s practices (second amended complaint).
How the story developed
| Date | Development | What it means |
|---|---|---|
| 2019 | Reports and whistleblower disclosures described human review of a portion of Siri recordings. | The controversy concerned accidental activations, sensitive content, contractor access and the clarity of Apple’s disclosures. |
| August 28, 2019 | Apple announced changes in a statement titled “Improving Siri’s privacy protections.” | Apple said it was temporarily suspending human review, adding an opt-in choice for users who wanted to help improve Siri, and changing how audio recordings were retained (Apple newsroom statement). |
| 2020 | Le Bonniec publicly expanded his account. | His allegations became part of later legal and regulatory complaints. |
| 2022 | AppleInsider reported that Ireland’s Data Protection Commission closed a related case without conducting an investigation. | That reported procedural outcome was not a ruling that Apple’s conduct was lawful. |
| January 2025 | Apple agreed to a $95 million U.S. civil settlement. | The settlement resolved claims without an admission of wrongdoing; reported payments could reach $20 per eligible Siri-enabled device, subject to the settlement rules. |
| February 13, 2025 | The LDH submitted its complaint and signalement to the Paris prosecutor. | This started the French prosecutorial process. |
| October 2025 | Reports said the Paris prosecutor had opened a criminal investigation. | Cybercrime investigators were assigned to examine the allegations; no final charging or judicial decision was reported in the available material. |
What Apple says it changed—and what it denies
Apple has said it tightened Siri privacy controls after the 2019 controversy and again in 2025. Its stated position is that Siri data is not used to build marketing profiles, is not provided to advertisers and has never been sold (Reuters report; AppleInsider overview).

That response addresses advertising and sale, but it does not automatically resolve the questions now before French investigators: whether unintended activations produced recordings, whether people reviewed them, whether disclosures were adequate, and whether collection, retention or contractor access complied with French law. Apple’s 2019 announcement should also not be read as saying that Siri stopped capturing audio altogether; the relevant issue is what audio is captured, under which activation conditions, where it goes, how long it remains available and what consent applies.

Why the U.S. settlement does not settle the French case
The U.S. and French matters overlap in subject matter but are legally distinct.
U.S. class action
The U.S. litigation alleged that Siri-enabled devices sometimes recorded conversations without deliberate activation and that Apple mishandled or disclosed those recordings. Apple agreed to a $95 million settlement in January 2025. Reporting said eligible claimants could receive up to $20 per qualifying device, subject to the settlement’s claim rules. A settlement is not an admission that Apple violated the law (Le Monde/AP report).

French criminal investigation
A prosecutor’s investigation asks whether conduct may have violated French criminal or data-protection law. It is not a compensation program. Investigators can gather evidence, interview witnesses and request records before prosecutors decide whether to close the case, pursue charges or take another step.
Regulatory and private proceedings
A data-protection authority’s administrative process, such as a CNIL or Irish DPC matter, is different from a criminal probe. A private civil lawsuit or collective consumer proceeding has a different purpose again: seeking damages, an injunction or another remedy. AppleInsider reported that the French complaint also helped prompt a separate class-action-style proceeding, but the available reporting does not establish its court, admissibility, participation rules or current deadlines. Readers should not assume that a French payout is available.
Why the allegations matter beyond advertising
Apple’s statement that Siri data was not used for advertising does not answer every privacy concern. A voice clip can reveal health information, family conversations, work discussions or the voices of bystanders even when it is used only for quality control. Questions about anonymization are also narrower than they may sound: removing an account name does not by itself establish that a recording cannot be linked to a device, location, contacts, metadata or the speaker’s voice.

Create routines to automatically turn on lights when you walk into a room, or start a fan if the inside temperature goes above your comfort zone.
- Do more with device pairing – Fill your home with music using compatible Echo devices in different rooms, or create a home theatre system with Fire TV.
- Say goodbye to drop-offs and buffering - With eero Built-in, Echo Dot doubles as a mesh wifi extender, adding up to 1,000 sq. ft. of wifi coverage to your existing eero network.
The practical dispute is therefore about the full data path—from false trigger to deletion—not only about targeted advertising.

- Whether prosecutors will bring charges or close the investigation.
- The precise period and practices under review, including whether current Siri systems are included alongside historical conduct.
- How many users, bystanders or recordings may have been affected.
- What Apple records, contractor-access logs or retention information investigators may obtain.
- Whether any French civil proceeding will be admitted and, if so, what remedies or deadlines will apply.
- Whether French authorities will reach conclusions different from earlier administrative proceedings elsewhere.
What Siri users should understand now
Users can reduce future exposure by reviewing Siri and Dictation privacy controls, declining optional voice-improvement sharing where that choice is offered, and disabling Siri if they do not need it. Exact menu names and available options vary by iOS release, language and region, so Apple’s current support instructions should be checked for the device in question.
- Turning off Siri is not necessarily the same as turning off analytics or optional improvement programs.
- Deleting Siri history addresses available account data; it cannot determine what may already have been reviewed before deletion.
- Household members, guests and other bystanders may appear in an accidentally captured clip even if they never agreed to use Siri.
- Privacy settings changed after 2019 do not by themselves answer what happened to earlier recordings.
