In early 2025, manufacturers and distributors moved PCs into the United States before anticipated tariffs and price increases. That pulled some orders forward, lifting reported channel shipments while underlying end-user demand was described as relatively stable. By 2026, the reversal was visible: U.S. shipments were falling, budget machines were under particular pressure, and memory and storage costs were pushing prices higher.
What “PC sales” actually measured
Analyst headlines often use “sales” for several different events. A manufacturer shipment is a device sent to a distributor, retailer, corporate reseller or subsidiary. Sell-in is inventory entering that channel. Sell-through is a retailer’s sale to a household or organization. Commercial purchases include businesses, schools and government agencies; consumer demand refers to household buying.
The strongest evidence for the 2025 increase concerns shipments and channel inventory, not an equivalent increase in final purchases. Canalys/Omdia said vendors accelerated deliveries even though end-user demand was otherwise relatively stable (Computer Weekly; PCWorld).
Revenue and units can also diverge. Prices can rise, lifting vendor revenue, while fewer computers are sold. A healthy-looking revenue number therefore is not proof of healthy unit demand.

Why anticipated tariffs caused a 2025 shipment rush
- Vendors expected imported computers or components to become more expensive.
- Manufacturers shipped more U.S.-bound products before tariff changes were expected to take effect.
- Distributors and retailers accepted extra inventory.
- Customers already planning upgrades moved orders forward to avoid possible price increases.
- Later replenishment weakened because some near-term demand had already been satisfied.
This is a timing shift—a pull-forward—rather than permanent market expansion. Lenovo’s U.S. shipments rose about 20% and HP’s about 13% in the first quarter of 2025, according to Canalys/Omdia reporting. A Gartner estimate cited by PCWorld put U.S. PC shipments up 12.6% year over year in that quarter. Those are shipment estimates, not checkout-level retail sales.
The Windows 10 upgrade cycle complicates the explanation
Microsoft’s Windows 10 support deadline in October 2025 gave businesses and some consumers a genuine reason to replace aging machines. That replacement cycle overlapped with tariff fears. Windows upgrades created legitimate demand; tariff expectations changed when orders were placed; and vendor inventory decisions amplified the shipment figures. Analysts therefore could not reasonably attribute all Q1 growth to tariffs alone.
What the 2026 numbers reveal
The later data are consistent with a pull-forward hangover rather than a lasting boom.

Omdia’s U.S. figures and forecast are reported at Omdia. IDC’s broader forecast is at IDC. IDC has also discussed an 11.3% global PC decline in a separate, differently timed forecast; it should not be merged with the 10.4% personal-computing-device estimate.

Why prices can rise while unit shipments fall
Memory and NAND storage shortages became a major 2026 constraint as AI data-center demand competed for components. Omdia reported approximately $90 to $165 of additional cost pressure in some mainstream configurations; that is not a universal retail increase. Vendors may absorb part of a tariff or component cost, reduce discounts, change specifications, switch suppliers or raise prices selectively.
Tariff exposure itself is product-specific. The applicable duty can depend on HTS classification, country of origin, whether the item is a complete computer or a component, exclusions or trade agreements, and the date of entry. A PC assembled outside China can still contain Chinese-made parts. Check the U.S. International Trade Commission’s Harmonized Tariff Information and its announcement archive—including 2026 revisions—rather than applying a blanket “PC tariff.” A tariff rate is not the same thing as the final retail-price increase.
Who feels the effects first?
Budget consumers
Entry-level systems have the least margin for absorbing higher memory, storage and shipping costs. The 18.7% Q1 decline in sub-$500 U.S. shipments shows the segment’s sensitivity. A Chromebook or tablet can handle browsing, documents and streaming, but not every Windows application, game or professional workload.
Small businesses
Small firms often lack the purchasing scale and long contracts that let large enterprises smooth price changes. A pulled-forward order can also leave them with older inventory just as component costs rise.

Large enterprises, schools and government
Fleet refreshes follow budgets, contracts and Windows-support deadlines, so tariff timing may matter less than procurement calendars. Long-term agreements can delay the price impact, while later renewals may reflect higher costs.
Gamers and workstation users
High-memory systems, powerful GPUs and large SSDs are exposed to component shortages and configuration inflation. Comparing total specifications—not just the advertised model name—is essential.
Refurbished-PC buyers
Refurbished equipment can reduce upfront cost for office work, school and light development. Check battery health, warranty length, included accessories, upgradeability and whether the device supports a currently supported Windows release.

- Loading U.S. channels before expected trade changes.
- Moving some production away from China toward Vietnam, Thailand and India, while recognizing those countries can face their own tariffs or restrictions.
- Adjusting memory, storage and other configurations.
- Reducing promotions or raising prices selectively rather than passing through every cost equally.
Changing final assembly does not automatically eliminate tariff exposure, and a manufacturer may change global pricing rather than maintain a separate U.S. price.

Should you buy a PC now?
Buy now when the need is fixed
Replace a failing work computer, meet a school or business deadline, or complete a Windows 10 migration when the device is required. Compare identical CPU, RAM, storage, display, warranty and operating-system configurations; an apparent discount can conceal a lower specification.
Delay a discretionary upgrade
If your current machine meets your needs, waiting may be sensible, but do not assume a later purchase will be cheaper. Component shortages, tariff rules and promotions are volatile. Set a performance requirement and a maximum price, then monitor comparable configurations.
Choose refurbished or used equipment
This is often the most effective response to a budget squeeze. Prefer manufacturer-certified or reputable refurbishers, verify return rights and warranty coverage, and confirm Windows-support eligibility before paying.
Consider a tablet or Chromebook for basic work
These can be practical for web apps, email and documents, but they are not direct substitutes for specialized Windows software, high-end gaming, workstation workloads, substantial local storage or some enterprise-management environments. IDC noted that tablet demand benefited partly from entry-level PC shortages (IDC).

Bottom line
Tariff fears did boost U.S. PC shipments in early 2025, chiefly by pulling deliveries and some planned purchases forward into the channel. They did not establish durable new demand. The subsequent inventory digestion, the end of the Windows replacement surge, memory and storage shortages, and higher costs help explain why U.S. shipments fell 7.0% in Q1 2026 and why Omdia expects a 14.4% decline for the year. Treat shipment headlines as supply-chain evidence—not automatic proof that consumers bought more computers.
