Here’s Why the U.S. Is Experiencing Air Traffic Controller Shortages

The U.S. has fewer controllers handling more traffic. Here’s how hiring freezes, shutdowns, COVID-era training limits, attrition and a certification process lasting up to six years created the shortage—and what the FAA is doing about it.

The U.S. air traffic controller shortage is a staffing-and-training bottleneck, not simply a failure to post enough job openings. Over roughly the last decade, the controller workforce fell about 6% while flights using the national air traffic control system rose 10%, according to the U.S. Government Accountability Office (GAO). The Federal Aviation Administration (FAA) had 14,264 controllers in fiscal year 2024, but replacing departures and adding enough certified staff is constrained by screening, academy capacity and years of facility training.

How large is the staffing gap?

The clearest official measures are the trend in staffing, the number of certified controllers, annual hires and attrition—not a single universally accepted shortage number. Different staffing models produce different facility-level estimates.

GAO’s central finding is that FAA has faced shortages at critical facilities while managing more than 80,000 flights a day. News reports sometimes cite totals such as 3,000 or 3,800 vacancies, but those figures are not an official single shortage count unless the staffing model, facility scope and date are specified.

Why did the shortage develop?

Staffing did not keep pace with traffic

More flights require more controller coverage across towers, terminal radar facilities and en-route centers. A workforce that is about 6% smaller while system traffic is 10% higher leaves less margin when a critical facility loses certified personnel.

Several disruptions delayed recovery

The FAA’s workforce plan identifies repeated interruptions to hiring and training: the 2013 discretionary sequester hiring freeze, the 35-day federal government shutdown in 2018–2019, and the COVID-19 suspension and reduced-capacity training period. GAO also points to high attrition from 2019 through 2024 and the rapid rebound in travel demand as pressures on staffing.

Shortages are concentrated at critical facilities

A national headcount can hide local problems. A facility may have enough people on paper but too few certified controllers for a particular shift, position or traffic level. The FAA must therefore manage capacity facility by facility rather than treat every controller as interchangeable.

Why can’t the FAA simply hire more controllers?

Hiring an applicant is only the first step. Candidates must clear several gates before they can control traffic independently.

  1. Aptitude testing: Applicants take FAA assessments used to determine suitability for the work.
  2. Medical clearance: Candidates must meet medical requirements; obtaining and reviewing clearances can limit throughput.
  3. Security screening: Background and security checks must be completed before appointment.
  4. FAA Academy: Most candidates attend a four-to-six-month course in Oklahoma City.
  5. Facility training and certification: After the academy, developmental controllers complete on-the-job training at their assigned facility. GAO says certification can take up to six years.

GAO’s end-to-end analysis found that about 2% of the much larger applicant pool completed the full process. That figure is not the same as the graduation rate for people who already entered training: FAA reports average graduation rates of about 57% to 73%, depending on the training path. Applicants, academy trainees, developmental controllers and certified professional controllers are different groups.

How long does it take to become an air traffic controller?

The academy portion generally lasts four to six months, but it does not produce a fully certified controller by itself. Medical and security screening occur before training, and facility qualification follows the academy. The full path to certification can take as long as six years, depending on the specialty, facility, training progress and available instructors.

What happens to flights when facilities are understaffed?

When a critical facility lacks enough certified controllers, the FAA must keep traffic within available staffing and safety limits. It can reduce the number of aircraft handled at a time, which constrains throughput and can create holding, rerouting or departure delays. Overtime may also be needed to cover schedules.

Controller staffing is only one cause of a delay. Weather, aircraft problems, airport capacity and other operational constraints can produce delays even when controller staffing is adequate, so not every late flight is evidence of an air traffic control shortage.

What is the FAA doing to increase staffing?

The FAA’s 2025 workforce plan calls for at least 8,900 hires through 2028:

These are plans, not guaranteed certifications. Appropriations, academy instructors, medical and security processing, and facility-training capacity determine how many recruits can actually progress.

A shorter application process and higher trainee pay

The FAA says it moved from an eight-step hiring process to five steps and raised student starting salaries by nearly 30%. It also added medical-clearance resources, instructors and a Learning Center.

Completion and retention incentives

The 2025 announcement lists $5,000 awards for academy graduates and for new hires who complete initial qualification training, plus $10,000 awards for graduates assigned to 13 hard-to-staff facilities. It also describes a retention payment for eligible certified controllers who remain at work. Incentives can improve recruitment and retention, but they do not replace the instructors, clearances and supervised facility time required for certification.

How should proposed fixes be judged?

A credible solution should be evaluated on four measures:

  • Completion and retention: How many trainees finish each path and remain long enough to provide lasting staffing.
  • Facility coverage: Whether critical facilities have enough certified people for actual shifts and traffic demand, not merely a higher national headcount.
  • Safety and resilience: Whether the plan preserves safe separation and leaves enough capacity to absorb weather, equipment failures or demand spikes.

The FAA says a Transportation Research Board review found its legacy staffing models sound, while noting that additional considerations could improve them. That makes the choice of model—and transparent facility-level measurement—central to judging whether new hiring is solving the operational problem.

What the numbers mean for travelers

The shortage raises the risk that a busy facility will have to limit throughput, but it does not make every delay predictable or attributable to staffing. The practical issue is capacity: until enough recruits pass the complete pipeline and qualify at the facilities that need them, planned hiring may increase the workforce without immediately eliminating bottlenecks.
