Intel’s reported case involving former software engineer Jinfeng Luo is a civil lawsuit alleging that he copied approximately 18,000 confidential files before leaving the company. Reports say some files carried an “Intel Top Secret” label, but they do not establish that the material was classified by the U.S. government, publicly disclosed, or obtained by a competitor. Intel reportedly could not reach Luo after his departure; “disappeared” describes that lack of contact, not an official missing-person case.
The allegations were reported on November 10, 2025, by Cybernews and The Economic Times. The reviewed coverage establishes no arrest, conviction, admission, or final judicial finding.

What Intel alleges happened
According to the reports’ descriptions of Intel’s lawsuit, the company detected attempts to copy data from Luo’s company-issued laptop near the end of his employment. The first attempt, involving an external drive, was reportedly stopped by Intel’s security controls.

About three days before his final day, Luo allegedly used a personal NAS device to transfer files. Intel reportedly detected additional downloads and began an internal investigation. After Luo left, the company says it tried calls, emails, and physical letters for more than three months without receiving a response.
The available reports do not explain the exact connection between the laptop and NAS, the security control that blocked the first attempt, whether credentials were revoked remotely, or what forensic evidence linked the files to Luo’s personal storage.
Who is Jinfeng Luo?
Reports identify Luo as a former Intel software engineer who joined the company in 2014. Intel reportedly issued his termination notice on July 7, 2024, in the context of the company’s layoffs and restructuring.

No detailed biography, current location, lawyer’s statement, or response from Luo appears in the reviewed coverage. The timing does not establish that layoffs caused the alleged copying; it shows that the reported activity occurred during a termination period.

It is an approximate lawsuit figure
The 18,000 figure should be presented as the approximate number alleged in Intel’s lawsuit and repeated in press reports. The reports do not publish a file-by-file inventory, total data size, subject list, or aggregate commercial value.
“Intel Top Secret” is not automatically government classification
Some files were reportedly labeled “Intel Top Secret.” An internal company label can indicate highly sensitive trade-secret or engineering material, but the available reports provide no evidence that the files were classified national-security information.

Why Intel filed a lawsuit
Intel reportedly sought $250,000 in damages and court assistance to recover, preserve, and prevent further use or disclosure of the allegedly copied information. That amount was a demand in a civil claim, not a court-ordered award.
A civil lawsuit over alleged data removal is different from a criminal conviction. The reviewed reports do not establish separate criminal charges, a law-enforcement investigation, a temporary restraining order, or a final judgment.

What remains unknown
- Whether Intel recovered the files or obtained access to the NAS.
- Whether Luo opened, copied again, sold, or disclosed any material.
- Whether a competitor, including Microsoft, received the files.
- Whether any files appeared online.
- The files’ total size, contents, business value, or precise sensitivity levels.
- Whether Intel measured a financial or competitive loss.
- Luo’s location, response, legal representation, and the current status of the case.
Those gaps matter because detecting an alleged transfer does not show what happened afterward. The published reports also do not provide the underlying complaint, docket, exhibits, or final court order.

What the incident illustrates about insider threats
An insider incident can occur without an attacker breaking into a company’s network. An employee with legitimate access may copy information through removable media, personal cloud services, email, source-code repositories, or personal network storage.
Why departure periods increase risk
Resignations, layoffs, and role changes can create a short window in which a person still has access but expects that access to end. That timing is a risk factor, not proof that a particular employee acted improperly.
Why one blocked transfer is not the end of the investigation
The reported sequence—one blocked external-drive attempt followed by an alleged NAS transfer—illustrates why controls need to cover multiple routes. Monitoring removable media alone may not identify copies made through network storage or synchronized services.

Controls companies typically review
- Endpoint detection for unusual copying, compression, or downloads.
- Controls on USB and other removable media.
- Monitoring of personal cloud, email, NAS, and other external destinations.
- Prompt credential revocation and device collection when employment ends.
- Access reviews for source-code repositories, file shares, and privileged systems.
- Preservation of logs and forensic images before a device is reissued or wiped.
The reports show an alleged exfiltration despite at least one blocked attempt; they do not provide a complete forensic assessment of Intel’s security program or establish negligence.
A separate earlier Intel-Microsoft matter
Cybernews and The Economic Times also describe an earlier, separate case involving another former Intel engineer who allegedly copied confidential information before joining Microsoft. According to that reporting, the person received two years’ probation and a $34,000 fine, and court documents reportedly indicated the information may have helped Microsoft in negotiations with Intel.
That matter is not evidence that Luo gave data to Microsoft. The reports do not identify the earlier employee or provide the underlying judgment, so it should not be merged with the allegations in Luo’s case.
Bottom line
The accurate description is a reported insider-data-exfiltration allegation: Intel says former engineer Jinfeng Luo copied approximately 18,000 confidential files, some reportedly bearing an internal “Intel Top Secret” label, before leaving. Intel later sued after reportedly failing to reach him and sought damages and protection for the data. Public reporting does not establish government-classified material, public disclosure, competitor access, recovery of the files, or a final court outcome.
