Short answer: No iPhone was announced or sold at $4,000 because of these tariffs. The figure came from a worst-case pass-through calculation for a 1TB iPhone 16 Pro Max. On May 28, 2025, the U.S. Court of International Trade blocked tariff orders imposed under the International Emergency Economic Powers Act (IEEPA). After appeals, the Supreme Court held on February 20, 2026, that IEEPA does not authorize the president to impose tariffs. That decision removed this particular legal route, but it did not rule out tariffs imposed under other statutes.
What the trade court actually blocked
The U.S. Court of International Trade ruled on May 28, 2025, in V.O.S. Selections, Inc. v. Trump and a related state-led case. It vacated and permanently enjoined the challenged tariff orders issued under IEEPA, including the broad “reciprocal” tariff program announced in April and emergency-powers tariff actions involving Canada, Mexico and China.
That was not a ruling against every tariff imposed by the United States. The decision addressed tariffs resting on one statutory theory: the administration’s claim that IEEPA’s power to regulate imports during a declared emergency included essentially unlimited tariff-setting authority. The court concluded that interpretation exceeded the authority Congress had delegated.
The constitutional issue was separation of powers. Article I gives Congress the power to impose duties. The government argued that IEEPA transferred sufficient authority to the president, while the challengers argued that the statute did not clearly authorize sweeping, open-ended taxes on imports. The trade court rejected the broader interpretation.

Contemporaneous coverage described the decision as a major interruption to the tariff program, but the administration appealed. Appellate proceedings allowed collections to continue temporarily while the litigation moved forward.

How a hypothetical iPhone reached $4,317
The headline number came from a scenario published by 9to5Mac, not from Apple or a government price notice. It used the highest-storage iPhone 16 Pro Max and applied extreme tariff assumptions to illustrate potential exposure.

The same calculation put an iPhone 16e with 128GB storage, originally listed at $599, at about $1,617 under the highest combined scenario.
Those figures describe a fully configured premium model and a modeled 100% pass-through of stacked rates. They do not mean that Apple planned to charge $4,317, that every iPhone faced those rates, or that the rates were all simultaneously in force. Tariff announcements and exemptions changed repeatedly in April and May 2025.

Why the calculation was not a guaranteed shelf price
Tariffs are generally assessed on customs value
Import duties are ordinarily calculated from the declared customs or import value, not automatically from the phone’s final U.S. retail price. A retail-price multiplication is therefore a simplified pass-through illustration. The actual effect would depend on the device’s customs valuation, classification, country of origin and whether a duty applied to the finished phone or particular inputs.

Apple and sellers have several ways to absorb a shock
A company could combine higher list prices with lower margins, smaller discounts, changed storage tiers, delayed launches or sourcing changes. Retailers and wireless carriers could reduce promotions or subsidies rather than raise the advertised list price immediately. There is no public evidence that Apple adopted any particular response because of the scenario.
Country of assembly is only one factor
Apple’s expansion of iPhone assembly in India mattered because country-specific tariffs can differ. It does not make the supply chain tariff-free. Components may originate in several countries, and customs rules can consider assembly, component sourcing and classification. A tariff aimed at China is also different from a measure applying globally to smartphones or electronics.

In Learning Resources, Inc. v. Trump and the related Trump v. V.O.S. Selections, Inc. litigation, the Supreme Court explained that Congress holds the constitutional tariff power and that IEEPA did not clearly transfer authority to impose tariffs of unlimited amount, scope and duration.

The February 2026 decision confirms that IEEPA cannot serve as the legal basis for the broad tariff program challenged in these cases. It does not create a permanent guarantee that imported iPhones will never face duties.
Other authorities, including Section 232 of the Trade Expansion Act and Section 301 of the Trade Act of 1974, can operate under different requirements. Congress could also enact new legislation. Whether a future measure affects an iPhone would depend on its statute, product scope, country coverage, exemptions, customs rules and effective date.

What iPhone buyers would notice first if tariffs returned
A tariff does not have to appear as an immediate $4,000 sticker price to affect household budgets. Possible pass-through channels include:
- Smaller Apple, retailer or carrier discounts.
- Lower trade-in credits or less generous bill-credit promotions.
- Fewer high-storage configurations.
- Higher prices for accessories or other Apple products instead of an immediate iPhone increase.
- More emphasis on older-generation or refurbished models.
- Changes in assembly, sourcing or launch timing.
These are possible commercial responses, not verified consequences of the May 2025 ruling. Buyers comparing offers should examine the total cost, required wireless plan, trade-in condition rules and whether promotional credits disappear after an early upgrade or cancellation.
Practical ways to limit exposure to a future price increase
Compare the full market, not just Apple’s list price
Apple’s official purchase page, apple.com/shop/buy-iphone, shows current configurations and installment options. Carrier promotions from AT&T, T-Mobile and Verizon may reduce the effective cost, but commonly require an eligible plan, trade-in and ongoing installments.
Consider trade-in and refurbished options
Apple Trade In can offset a purchase, although its quote depends on condition and may differ from private resale offers. Apple’s Certified Refurbished iPhone inventory can provide a lower-cost alternative when the desired model and storage are available.
Do not treat any of these options as proof that a tariff increase is imminent. They are ways to compare total costs if prices, discounts or financing terms change.
The Bottom Line
Bottom line: The $4,000 iPhone was a hypothetical worst-case calculation for a premium 1TB model, not an Apple announcement or an actual U.S. retail price. The trade court blocked the challenged IEEPA tariffs in May 2025, and the Supreme Court confirmed on February 20, 2026, that IEEPA does not authorize presidential tariffs. Future duties imposed under other legal authorities remain possible.
