The order does not, by its text, ban paper straws for private businesses, state and local governments, or households.
What Executive Order 14208 does
The order, titled “Ending Procurement and Forced Use of Paper Straws,” establishes a federal policy to end paper-straw use within the executive branch. Its operative directive requires agency heads to take appropriate action to:
- Eliminate procurement of paper straws.
- Ensure paper straws are no longer provided in agency buildings.
- Remove policies designed to disfavor plastic straws.
The order identifies plastic straws as the policy alternative, but it does not require every person or business in the United States to use them.
Does it ban paper straws nationwide?
No. The legal text is directed at executive departments and agencies. Its references to nationwide implementation concern federal policy tools such as contracts, grants, and other government actions—not a direct prohibition on private consumption or restaurant sales.

What remains outside the order
- Restaurants and other private businesses are not universally required by this order to stop offering paper straws.
- Households and consumers are not ordered to discard or stop buying paper straws.
- State and local governments retain their own authority to regulate disposable straws.
Anyone checking whether a paper-straw restriction applies locally must review the law or ordinance in the relevant state, county, or city separately.
Are federal agencies required to buy plastic straws?
The order requires agencies to eliminate paper-straw procurement and provision, while directing them to eliminate policies that disfavor plastic straws. It does not say that every agency must purchase a specified quantity of plastic straws or provide them in every setting.

The administration’s fact sheet says the federal government should stop purchasing paper straws and raises possible concerns about PFAS in some paper-straw products. Those statements describe the administration’s rationale; the order and related documents do not establish an independent scientific comparison of the health or environmental effects of paper and plastic straws.
What happened to the 45-day national strategy?
Executive Order 14208 set a 45-day deadline for a National Strategy to End the Use of Paper Straws. The April 2025 strategy calls for agencies to use available policy levers to end what it calls forced paper-straw use nationwide.

Its procurement position is explicit: “Taxpayer dollars should never be wasted, so no federal contracts or grants should fund paper straws or support any entities that ban plastic straws.” In practical terms, the strategy points beyond purchases inside agency buildings to federal contracting, grantmaking, and relationships with organizations receiving federal support.
What the strategy does not establish by itself
The strategy is a policy document, not a blanket federal criminal ban on paper straws. Whether a particular contract, grant, or federal program includes a restriction depends on the implementing terms and rules attached to it.

How federal procurement rules may change
The federal regulatory agenda lists FAR Case 2025-006 as an implementation track. The agenda describes a proposed approach that would ensure agencies procure straws with the strength and durability of plastic in line with the National Strategy.
An agenda entry does not itself establish a final regulation or an effective date. Contractors and suppliers should check the latest Federal Register notice and the text of any final Federal Acquisition Regulation amendment before relying on a requirement.

What this means for taxpayers and suppliers
Taxpayer spending
The order and strategy could shift federal purchases away from paper straws and toward products meeting federal durability specifications. They do not provide a government-wide estimate of savings, and the reviewed documents contain no independent lifecycle or cost-per-use comparison.
Businesses seeking federal work
Companies selling food-service supplies to federal agencies may need to review product specifications, contract clauses, and grant conditions. A supplier’s eligibility cannot be determined from the executive order alone; the controlling language will be in the applicable solicitation, contract, regulation, or funding agreement.
Consumers choosing a reusable option
The policy alternative identified by the order is plastic, including reusable plastic drinking straws. Associated Press reporting said Trump’s 2019 campaign sold Trump-branded reusable plastic straws for $15 per pack of 10. That historical campaign price is not evidence of current availability, quality, or a current retail price.
