Utah lawsuit alleges TikTok knew minors were being exploited on livestreams

A Utah complaint alleges TikTok’s internal reviews identified age-bypass and exploitation risks on LIVE. TikTok disputes the state’s account, and the court’s decision to let the case proceed was not a liability finding.

Utah’s less-redacted complaint says TikTok’s internal reviews identified children bypassing age controls, adult contact and sexual-exploitation risks on TikTok LIVE. TikTok disputes the state’s interpretation of its documents. A judge’s decision allowing the case to continue was not a finding that TikTok exploited children or is liable.

The filing is in Utah Division of Consumer Protection v. TikTok Inc., Third Judicial District Court, Salt Lake County, case no. 240904292. Utah filed the less-redacted version on January 3, 2025, after the court addressed TikTok’s request to keep portions sealed. The public version is still not necessarily complete.

What Utah alleges in the LIVE lawsuit

Utah’s Division of Consumer Protection alleges that TikTok:

  • allowed minors to use LIVE despite minimum-age restrictions;
  • failed to prevent adults from contacting, and allegedly grooming, underage users;
  • knew LIVE could expose children to sexual exploitation;
  • continued taking a share of virtual-gifting transactions that, according to the complaint, were connected to sexualized conduct;
  • used recommendation and ranking systems that allegedly favored livestreams generating gifts; and
  • did not adequately police suspicious financial activity conducted through LIVE.

These are allegations in a civil consumer-protection case. The complaint does not establish that every minor on LIVE was exploited, that every adult interaction was abusive, or that TikTok intentionally enabled a particular crime.

Utah’s legal theory goes beyond the existence of harmful content. The state claims TikTok knew about serious risks, monetized activity associated with those risks and failed to adopt adequate safeguards. The complaint is the state’s pleading and interpretation of the evidence, not a judicial finding.

What Project Meramec allegedly found

Utah says TikTok conducted an internal investigation called Project Meramec in early 2022. In the state’s account of that investigation, the company identified:

  • “Hundreds of thousands” of children ages 13 to 15 bypassing TikTok’s minimum-age restrictions;
  • some of those children hosting LIVE sessions; and
  • concerning messages from adults to underage hosts.

The complaint also says LIVE enabled exploitation of hosts and that TikTok profited from “transactional gifting” involving nudity and sexual activity. Those descriptions come from Utah’s presentation of internal TikTok material. They should not be read as an unqualified admission by TikTok or as proof that every transaction or message was unlawful.

The age allegation concerns enforcement and circumvention, not simply the age listed in TikTok’s rules. An age gate is not the same as verified age assurance. The state’s “hundreds of thousands” figure is an allegation highlighted in the filing, not an independently established count of children who were exploited.

How virtual gifts and recommendations fit the case

On TikTok LIVE, viewers can buy or use virtual currency to send digital gifts during a stream. Utah alleges that TikTok received a percentage of relevant transactions and that this created financial incentives around sexualized conduct.

The state further claims TikTok’s LIVE recommendation system favored streams that generated gifts. If proven, Utah argues, that design could reward sexualized performances or expose them to larger audiences. The complaint does not by itself prove how any particular recommendation was generated or that TikTok promoted every stream described by the state.

What the complaint says about adult contact

Utah says minors received substantial numbers of direct messages from adult users and characterizes those messages as warning signs that some children were being groomed. “Grooming” is a serious characterization; in this case it is an allegation attributed to the complaint, not a finding that every message constituted a crime.

The public documents do not establish the identity of alleged victims or resolve the circumstances of individual contacts. Repeating sexual details is unnecessary to understand the claims and could further harm children involved.

What Project Jupiter allegedly found

Utah describes a separate TikTok investigation, Project Jupiter, launched in 2021 after suspicions that organized crime was using LIVE’s gifting system to launder money. The state says TikTok’s investigation found criminal activity involving drug sales and fraud through livestreams.

This allegation broadens the case beyond child safety: Utah argues that LIVE’s monetization system was vulnerable to financial abuse as well as exploitation. It does not establish that TikTok knowingly facilitated every transaction, that all suspicious transactions were criminal, or that the court has accepted the state’s interpretation.

Why the filing became public in January 2025

The January 3, 2025 document was not a new lawsuit. It was a less-redacted public version of the complaint after a December 20, 2024 ruling on TikTok’s request to maintain redactions. Some material remained protected, so the public filing may not show the complete complaint or every underlying document.

TikTok’s response

TikTok disputed Utah’s presentation of the evidence in statements reported by KSL and Engadget. The company said the lawsuit cherry-picked misleading quotes and outdated documents and presented them out of context.

TikTok pointed to teen-account safety protections, screen-time limits enabled by default, Family Pairing tools, livestreaming requirements and enforcement of its Community Guidelines. Those are TikTok’s stated defenses; the materials cited here do not independently determine how effective each safeguard was in the circumstances alleged by Utah.

What the court has—and has not—decided

Utah’s attorney general says Judge Coral Sanchez denied TikTok’s motion to dismiss the LIVE lawsuit. That allows the case to proceed; it does not decide whether the allegations are true.

  • The ruling did not find that TikTok exploited minors.
  • It did not establish that TikTok intentionally profited from abuse.
  • It did not resolve disputed interpretations of internal documents.
  • It did not determine liability, damages or injunctive relief.

Discovery, further motions, settlement or trial proceedings could change the factual record. The official material cited here confirms that the case advanced past the motion-to-dismiss stage, but does not provide a complete later docket history.

Timeline

  1. July 25, 2023: Utah sought to compel TikTok to comply with a Division of Consumer Protection subpoena and investigation.
  2. October 10, 2023: Utah filed its first TikTok lawsuit, focused primarily on allegedly addictive design and youth engagement.
  3. June 3, 2024: Utah filed the separate lawsuit focused on TikTok LIVE and alleged sexual exploitation of minors.
  4. December 20, 2024: The court ruled on TikTok’s request to keep complaint material redacted.
  5. January 3, 2025: Utah filed the less-redacted public complaint.
  6. 2025: Utah reported that Judge Sanchez denied TikTok’s motion to dismiss the LIVE case.

What parents and minors should take from the allegations

  • Do not treat a platform’s stated minimum age as proof that a child’s age has been verified.
  • Review LIVE access, direct messaging, gifting, privacy and Family Pairing settings.
  • Preserve account names, dates, messages and livestream details if exploitation is suspected, but do not redistribute sexual material involving minors.
  • Report suspected child exploitation to law enforcement or the applicable child-safety reporting channel.
  • Do not confront suspected offenders or conduct an independent investigation.

TikTok’s menus and reporting pathways can change. The lawsuit explains disputed allegations; it is not a substitute for checking the platform’s current safety instructions or official reporting contacts.
