PayPal and OpenAI announced their agreement on October 28, 2025. The plan connects PayPal with OpenAI’s Agentic Commerce Protocol (ACP) and Instant Checkout, allowing PayPal to serve as a payment option and help participating merchants make products discoverable in ChatGPT. PayPal described the integration as beginning to roll out in March 2026, with availability dependent on region, user, merchant, product and account eligibility.
What PayPal and OpenAI actually announced
PayPal said it would adopt OpenAI’s Agentic Commerce Protocol and support payments for purchases made through ChatGPT’s Instant Checkout. The announcement has three practical parts:

- Consumer checkout: PayPal can appear as a wallet option in supported ChatGPT shopping flows.
- Merchant payments: PayPal can process or route payments for merchants participating in Instant Checkout.
- Catalog distribution: PayPal plans to connect catalogs from its merchant network so participating products can surface in ChatGPT without every merchant necessarily creating a separate OpenAI integration.
PayPal said millions of ChatGPT users would eventually be able to use PayPal and that catalogs from tens of millions of merchants could be connected during 2026. Those are future-oriented statements from the announcement, not proof that all of those users or merchants are already enabled. See the PayPal announcement and investor release.
How Instant Checkout works
Instant Checkout is OpenAI’s in-chat purchase architecture. A typical eligible transaction is expected to work like this:

- Select an eligible item and look for Buy, Instant Checkout or Pay with PayPal.
- Review the item, variant, quantity, shipping, taxes and total price.
- Authenticate with PayPal, potentially using your existing credentials or a passkey.
- Approve the transaction and receive confirmation.
OpenAI’s original launch on September 29, 2025 began in the United States for Free, Plus and Pro users buying from U.S. Etsy sellers. It initially focused on single-item purchases, with broader merchant, cart and regional support planned. OpenAI explains the architecture in its Instant Checkout and ACP announcement.
What the Agentic Commerce Protocol does
ACP is the technical layer that allows an AI assistant, merchant and payment provider to exchange the information needed for a transaction. It can carry:

- Payment authorization or a tokenized payment instrument
- Merchant acceptance or rejection
- Fulfillment, refund and post-purchase status
OpenAI says ACP was co-developed with Stripe and is designed to work across platforms, processors and business types. PayPal’s adoption therefore complements the existing ACP and Stripe infrastructure; it does not mean PayPal replaced Stripe. Merchants using another processor may participate through Stripe’s Shared Payment Token API or ACP’s delegated-payments specification, subject to implementation requirements.
Is PayPal checkout available to every ChatGPT user?
No universal availability should be assumed. PayPal’s March 13, 2026 consumer guide said the ChatGPT integration was “beginning to roll out” and could initially be limited by country, user group, merchant participation, product eligibility or checkout configuration. The cited first-party material does not establish a universally available PayPal button for every ChatGPT account as of August 18, 2026.

The practical test is simple: in an eligible shopping result, look for an actual PayPal control. Having a PayPal account alone does not guarantee that a particular product or merchant can be purchased inside ChatGPT. ChatGPT may display a product for discovery while sending you to the merchant’s website rather than offering in-chat checkout.
OpenAI’s March 24, 2026 product-discovery update expanded visual browsing, comparisons and product information, but it did not announce universal PayPal checkout.

Who is responsible after you click Buy?

Buying inside ChatGPT does not make OpenAI the seller or shipper. OpenAI says merchants retain control of fulfillment, returns, communications and customer relationships. PayPal’s merchant-readiness guidance describes the operational responsibilities involved.
What shoppers should verify before approving a purchase
- Exact merchant identity and product model
- Size, color, storage, quantity and other variants
- Full price, shipping, tax and any service charge
- Delivery estimate and inventory status
- Return, cancellation and warranty terms
- Any Pay Later, financing or currency-conversion terms
- That authentication occurs through a recognizable PayPal flow, not a text response asking for payment details
PayPal says tokenization can avoid exposing ordinary payment credentials in the chat. Eligible transactions may also appear in PayPal history and may qualify for Buyer Protection or dispute processes, but eligibility depends on PayPal’s terms and the circumstances of the transaction. - Double check if the URL/website is genuine before entering card details online. Do not provide any gift card details (example: claim code) to someone you do not know or trust. There are a variety of scams in which fraudsters try to trick others into paying with gift cards.
- If you believe that your Card has been lost or stolen, notify Mastercard immediately by calling 1-833-791-7288. You will be asked to provide the Gift Card number and other identifying information.
- Use your Mastercard Gift Card in the U.S. everywhere Mastercard debit cards are accepted, including online. Your Amazon.com Balance cannot be used to purchase Mastercard gift cards.
Does ChatGPT purchase autonomously?
Current Instant Checkout is designed around explicit user confirmation. ChatGPT can recommend and compare products, but the user selects the item, reviews the order and authorizes payment. That is different from a future system that might perform more actions under delegated instructions. The announcement does not give ChatGPT unlimited authority to spend money; payment tokens are intended to be authorized for particular merchants and amounts.
What it means for merchants
Potential benefits
- Product discovery among shoppers who are already expressing purchase intent
- Distribution through ChatGPT without building an entirely separate storefront
- Continued use of existing fulfillment, support and order systems
- Potential catalog distribution through PayPal’s merchant infrastructure
Operational requirements
- Structured, accurate product and variant catalogs
- Current prices, inventory, shipping and tax data
- Order acceptance and status updates
- Payment authorization and consent handling
- Returns, refunds, support and dispute workflows
Merchants pay fees on completed commerce, but the cited partnership materials do not publish one universal PayPal/OpenAI percentage. Fees vary by product, region, processor and commercial agreement. Merchants should consult current terms rather than rely on a generic rate.
PayPal versus other ChatGPT commerce options

PayPal’s July 2026 Open release notes also mentioned PayPal-powered checkout and catalog discovery in Microsoft Copilot, showing that the company’s AI-commerce strategy extends beyond ChatGPT.
Does PayPal change which products ChatGPT recommends?
OpenAI says shopping results are intended to be organic and unsponsored. It lists relevance, price, quality, availability, whether the merchant is the primary seller and checkout availability among possible ranking factors, while saying Instant Checkout eligibility is not an automatic placement advantage. That is OpenAI’s stated policy, not an independent audit of every recommendation.

What shopping costs
OpenAI says Instant Checkout is free for users and that merchants pay a fee on completed purchases. PayPal says it does not add a special consumer fee simply for using PayPal in an AI-chat checkout. Normal PayPal, currency-conversion, credit, Pay Later, shipping, tax or merchant-specific charges may still apply. The exact commercial terms of the PayPal/OpenAI arrangement were not disclosed in the cited announcement.
Bottom line for shoppers and merchants
PayPal and OpenAI signed a genuine, significant agentic-commerce partnership on October 28, 2025. It is intended to let PayPal process or authorize purchases in supported ChatGPT Instant Checkout flows and help PayPal merchants distribute catalogs. But the useful status answer is narrower: as of the latest cited public guidance, availability remains staged and eligibility-dependent. Treat a visible PayPal checkout button—not the announcement itself—as proof that a specific purchase is enabled, and remember that the merchant remains responsible for delivery, returns and product support.
