Apple CEO Tim Cook said on July 31, 2025, that the company was “significantly growing” its artificial-intelligence investment, moving a “fair number of people” into AI work and considering acquisitions that could accelerate its roadmap. The announcement marked a strategic escalation—but Apple did not disclose a standalone AI budget, spending target or firm timetable for its delayed personalized Siri.
What Cook announced
Speaking during Apple’s fiscal third-quarter 2025 earnings call, Cook described AI as a major technology platform that Apple is embedding across its devices, operating systems and services. He said Apple was putting substantial organizational focus behind AI, reallocating employees and remaining open to acquisitions of different sizes when they could speed development.
“Significantly growing” was management language, not a formal financial-guidance term. Apple did not attach a percentage, dollar amount or reporting segment to the statement. The comments therefore establish direction and priority, rather than a measurable investment commitment.
The financial backdrop was strong: Apple reported fiscal Q3 revenue of $94.0 billion, up 10% year over year, and diluted earnings per share of $1.57, up 12%, in its official results release (Apple’s Q3 2025 results).

What “AI investment” can include at Apple
People and opportunity cost
Reassigning engineers and other staff toward machine learning, software, silicon, infrastructure and product work can increase AI capacity without appearing as a separate capital line. It also creates an opportunity cost: projects outside AI may receive fewer people or move more slowly.
Computing and infrastructure
Apple needs computing for model training, evaluation and cloud-based inference, as well as private-cloud features that cannot run entirely on a phone or Mac. Its approach combines on-device processing with Apple-controlled and third-party infrastructure. That means AI effort can rise substantially without all of it appearing as Apple-owned data-center construction.
Silicon and devices
AI investment also covers Neural Engine and Apple-silicon development, memory and power improvements, networking and server hardware, and device designs capable of running Apple Intelligence locally. On-device processing can improve latency and privacy, but model size is constrained by available memory, battery and thermal capacity.

Acquisitions
Acquisitions can provide specialized researchers, model or inference technology, product teams, patents, data-management expertise or infrastructure capability faster than internal development. They can also be expensive to integrate, and acquired employees may leave.
How much is Apple actually spending?
There is no disclosed Apple AI budget. The closest public indicator is broader capital spending. Apple’s fiscal Q3 2025 consolidated financial statements show payments for property, plant and equipment of $9.473 billion in the nine months ended June 28, 2025, compared with $6.539 billion in the comparable period (Apple’s consolidated financial statements).
That increase is consistent with a larger infrastructure push, but Apple does not identify how much was AI-related. It can include manufacturing, retail, corporate facilities, servers and other requirements across the business. Treating the entire increase as AI spending would overstate what the filings prove.

Apple also said its hybrid model includes infrastructure investment by third parties. Consequently, capital-expenditure comparisons with cloud-first companies such as Microsoft, Google, Meta or Amazon are imperfect: Apple may use suppliers or external capacity for some workloads, while those partners’ spending would not appear in Apple’s PP&E total.
Why Apple faced pressure to move faster
Apple entered the generative-AI era more cautiously than several rivals. It had already shipped Apple Intelligence capabilities—including Writing Tools, Clean Up and visual intelligence—and Apple said more than 20 features had launched, a count reported by TechCrunch rather than independently audited (TechCrunch’s report on Cook’s comments).

That delay became the central credibility problem: customers and investors wanted proof that Apple could turn its privacy, hardware and ecosystem advantages into dependable AI products, not merely announce features.

Acquisitions were part of the acceleration plan
In comments reported around the earnings call, Apple said it had acquired seven companies during calendar 2025 and was completing acquisitions approximately every few weeks. Cook characterized the transactions as relatively small in dollar value while saying Apple was open to larger deals when they could accelerate its AI roadmap.
Those comments do not establish that all seven companies were exclusively AI businesses, nor do they identify a particular prospective target. The meaningful signal is that Apple views acquisitions as one way to obtain talent and capabilities more quickly, alongside internal development and hiring.

- Capability: Can Siri move beyond a chatbot interface to complete useful, multi-step tasks?
- Architecture: Which work runs on-device, in Apple’s cloud or through a hybrid path?
- Privacy: Can Apple increase model capability while maintaining its privacy commitments?
- Reliability: Will accuracy and consistency justify broad release, or will safeguards create further delays?
- Distribution: Can Apple integrate AI deeply into apps and operating systems across iPhone, iPad and Mac?
The delay increased execution pressure, but it does not by itself prove that Apple’s broader AI strategy is failing.
What the hardware strategy implies
Cook rejected the idea that AI devices would simply replace the iPhone, saying new AI hardware was more likely to complement it. That is a strategic view rather than a market forecast. It suggests Apple intends to keep the iPhone as the central personal-computing device while using accessories or new form factors—and the existing Apple ecosystem—as distribution for AI.
How investors can measure whether the strategy works
Because Apple supplied no AI budget, investors need operating evidence rather than a single spending number:
- Whether delayed Siri capabilities ship and perform reliably.
- How many Apple Intelligence features become broadly available and how often users use them.
- Whether AI works across major Apple device categories and third-party apps.
- Growth in infrastructure costs, while recognizing that PP&E remains a company-wide measure.
- The number, size and retention outcomes of AI-related acquisitions.
- Whether AI increases device upgrades or primarily raises operating costs.
- Privacy incidents, hallucinations, latency and other reliability failures.
- Memory and silicon requirements that could influence future hardware demand.
Update: Apple’s later Siri milestone
In its July 30, 2026 fiscal Q3 results release, Apple said that WWDC26 introduced “all-new Siri AI” (Apple’s Q3 2026 results). That is a later product milestone, not a detail announced on the July 2025 earnings call. The statement alone does not establish the feature’s full availability, regional rollout or performance.

Apple made AI a larger organizational and financial priority by reallocating people, increasing related infrastructure effort and considering acquisitions. But “significantly” describes direction, not a disclosed dollar amount. The investment will be judged by execution—above all, whether Apple can turn its resources into a reliable, deeply integrated Siri and useful Apple Intelligence experiences.
